Bryan, giving bis views, in answer to a request, upon the Labor Exchange and District affairs generally. His exposition of the needs of the District, and of the mode of meeting dhem, is clear, able and thoroughly to the point, showing that, despite his modest dis- claimer, he has alreaty acquired a very thorough Knowledge of the District situ- ation. It will be seen that in his opinion the Labor Exchange should work directly to the end of reducing beggary to the mini- mum here, by finding employment elsewhere for the destitute population, and permitting no mer nt drones {o infest the capital. He points out in cogent terms how disad- ‘Vantageously the factious spirit existing here works to District interests; and his rep- resentation of the urgent necessity for greater harmony among ourselves, and more persistent effort and concert of action. in order to relieve the commuity of crushing burders of debt and taxation, is put with convineing force. He suggests that in the absence of any lecal or legislative council, there might b lity in a voluntary asso- Ciation of our prominent citizens te properly present and diligently urge upon Congress the interests of the Distriet. This associa- tion, composed of substantial solid citi would be able, he thinks, to be of material service, provided, as he well adds, “they have the interests of the District so warmly at heart as to subordinate to them all minor considerations.” We hope the Intelligent Suggestions of Commissioner Bryan will be atonce acted upon, and an energetic, pub- lie-spirited organization of our citizens ef- fected in readiness to present the matter of District needs to Congress at the earliest mo- ent of its meeting. And, as we have here- tofore urged, the main point to be secured is such legislation by Congress as will fx defi- nitely the proportion of the expenses of the | national seat of government to be borne by the General Government. As pointed out With such conclusive force by Commissioner Bryan, it is utterly out of the question that this impoverished community should bear any consiaerable ; roportion of theenormous Indebtedness incurred by officers of the United States for improving the National Capital; or more than a fair share, in pro- portion toour means and resources, of the general annual expenses of the city. -—____— The fire of yesterday illustrates tne neces- Bity fora Government building purely for the storing of archives, as has been recom- mended iu the past by Government officials. As fast as any documents, &c., cease to be needed for current business they should be re- moved to this department of archives for safe keeping. The building should be constructed entirely of brick and lron, divided into fire- Proof compartments, and should in fact be mace actually impregnable from fire exter- nally or internally. The penny-wise pound- foolish economy that has compelled the Gov- €rnment to store invaluable public papersin buildings that are not fire proof, and fre- quently in rented buildings, constructed for tenant houses, must give place to another Policy in view of this costly lesson. ——__ -+e2-- —-___ ‘The District of Columbia fire department did not need yesterday's record to prove that it is go0'— what there is of it. Mor did it need yesterday's experience to dem ‘ate that excellent as it 1s in activity, intelligence and thorough discipline, it would be amost pow erless in case of a great conflagration, or two large fires occurring simultaneously. The national government, which has all the time {nm this city millions of public property ani invaluable records exposed to danger from Bre, bas in this as in all other matters per- taining to the District of Columbia shown a niggardly meaness unworthy the country and its interests, too often endangered by a costly €conomy which saves thousands and sacr! fices millions. After the war, the small but efficient government fire department was dis- Banded, although so much public property bere was still likely to become a prey to fSires—accidenta! or incendiary; and from then @ntil within the last two or three years Con- gress never appropriated one dollar to aid the District fire department, which in the mean- time had, at the arsenal and Navy depart- ment Sres and elsewhere, saved millions of dollars worth of public property from de- struction. For the last year or two an appro- priation of » annually has been re. Tuctanily voted—not enough to pay one- third the expense of our economical- jy managed municipal fire department. The District fire department has been un- ‘usually efficient, as shown by the record bere compared with those of other cities. In every city in the country, as shown by their efMicisl reports, there have been greater losses by fire in proportion to the numerical Strength of the fire departments. The records also show that our city has a smaller de- pariment than any other of the same popu- Jation; much smaller than any other where So much property is at risk. Oar fire depart- ment should be at least double as large as it 4s, and the national government should pay the expense of the increase. The District has already a claim to this, for tt would take many years of appropriations to aporoxi- mate the value of government property already saved by it. But the nation has too much at risk in the future to neglect its clear duty In the premises, which is to strengthen the fre force bere, until some assurance of gafety for public property is obtained. The executive departments should call the atten- tion of Congress to the matter, and jet the Fesponsibility rest with to act wisely and promptly. —-+0e-—____ While labor for employment, the gTanaries th: oughout the country groan with abundauee. Especially is this true of the ‘West, where, this year, the wheat crop was unprecedented as regards quality and quan- tity. As an indication of this it is stated that curing the entire month of September, Tast year, the receipts of wheat at Chicago ‘were 1525,0H bushels. This year, during the first two weeks of September, 1,302,869 Dushbels were received at the same place. 1n September, 1816, Milwaukee received 1,160,992 bushels against 2017 512 bushels during the Zirst two weeks of the present month.
