_EVENING ST WASHINGTON: THURSDAY ....December 16. 1875. jl | | | Bes” Circulation More than Three Times that of any other Daily Pa- per published in Washington, and The Giant Powder Atrocity. ‘The telegraphic matter in THE STAR to- ay contains the astounding confession of one of the parties concerned in the plot to blow up the steamer Mosel by means of a case of dynamite or “giant powder.” By the premature explosion on the pier at Bre- merhaven some forty or fifty lives were lost, it will be remembered, and at first it was supposed that it was a case of spontaneous xplosion of a package of dynamite, the Property of some thoughtless passenger. Bat Jt now appears that the cask containing the dynamite bad @ clock-work apparatus in- tended to ignite the big-grained powder after the steamer had got to sea; but that through some miscalculation the clock reached the striking point sooner than intended. Dynamite is the inven- Uon of a Swiss chemist named Nobel. It consists of nitroglycerine absorbed by some porous inert solid. The best material for an absorbent is a silicious infasorial earth found in Hanover, Germany, and known as kiessel gubr. It will absorb and retain about three times its weight of nitro- glycerine, and has the appearance of damp Graham flour. This form prevents the transmission of ordinary sudden shocks, except under pressure in a confined space. The presence of the inert mineral con- stituents serves also to absorb heat,so that 8 bigh temperature cannot be easily impart. ed to the whole; but when froparted this tem- perature effects # great expansion of the gases and increased eflectivencss of explo sion. Ignited in the open air, dynamite burns quietly with nitrous flames. Exploded (usually by means of falmiaating fase or cap), it gives carbonic acid, nitrogen and bydrogen, and leaves a white ash, with little or no smoke. It has been regarded as the safest ef all explosives, not being affected by & prolonged temperature of 100 degrees centi- grade, nor is it as angerous as nitro-glycer- ine when it solidifies at eight degrees centi- grade. Neither light nor electricity nor or- dinary shocks cause it to decompose or ex- plode. The principal dangers connected with its use are those of the strong falminating powders used in the percussion fases to ex- plode it. Dynamite, 1f carelessly made, con- taining an excess of nitro-glycerine, may, by the latter overcoming the capillary force of the mineral particies, collect in dross and settle from the mass, aud become a source of serious accidents. Moreover, it may be that freezing, or thawing after freezing, has a tendency to segrezate the ofl. a The preliminary skirmishing in the Forty- fourth Congress is indicative of the near approach of a series of sharp contests on questions of a national character calculated to affect the coming Presidential election. The attempt made vy Mr. Hale, of Maine, yesterday to draw out a direct expression from the demeccrats on the money question ‘Was in ameasnre successful. The resolution of Mr. Hale declared that there should be prompt legislation to make the act of 1875 Providing for the resumption of specie pay- ments effective, by placing in the hands of the Secretary of the Treasury such power as may be necessary to accomplish the desired end. Directly ou itssubmission of Mr. Jones, of Kentucky, moved that it lie on the table, a mistake which created much consternation among his colleagues. He was finally in- duced to withdraw his motion, when the House refuset to second the demand for the previous question, all the democrats voting against it, and the resolution was finally re- ferred to the Commitiee on Banking and Currency where it will doubtiess sleep the sleep that knows no waking. As an offset to this stratagem of the republicans, Mr. Springer, democrat, introduced his anti third-term resolution which was passed almost unanimously, only eighteen re- publicans being found willing to record their Votes against it. Another test question and one which is likely to lead to protracted dis- cussion is the concurrent resolution of Mr. Morton introduced In the Senate yesterday affirming the unity of the united States, and declaring that the doctrine of secession Is inconsistent with the idea of nationality, is in conflict with the spirit of the Constitu- tion, and should be regarded as having been forgver extinguished by the suppression of the rebellion. The democrats will be called upon to face the music on this question. In the Senate a direct vote will probably be reached, but as the democrats in the House Preponderate they may see fit to evadedirect action by referring it toa committee which will never report it. ———-<+e-—___ ‘The bill introduced in the Senate on Mon- vay last by Mr. Merrimon repealing that section of the revised statutes which pro- vides that no money on account of pension shall be paid to any person, or to the widow, children or heirs of any deceased person who in any manner voluntarily engaged in, aided and abetted the late rebellion against the authority of the United States. has a bad jcok at first, but ls susceptible of an expla- nation.
