EVENING STAR. CROSBY 8. NOYES......Maftors —Ssae SSeS ——— SSS Reading Matter on Every Pages | recersny WASHINGTON CITY> FRIDAY............Neovember 15, 1972. renee The Real “ Mansard.” ‘The Springfield Repudlican has a word to say im behalf of Monsieur Francois Mansard, who bas been in his grave more than these 200 years, and whose roofs cover large portionsof the great cities of Europe. The trouble is not with the shape of the roof, which is its only distinctively mansard feature, but with its material and in- terior coustruction. That vast quadrangle of palace called on one end the Tuileries and on the other the Louvre, was nearly all covered with mansard roots, and yet when the Tuileries » the rest of the building was saved. plain enough to any one who looks at tanding thick brick partitions rua. erse the building and extending clear above the roof. The ancient and enduring blocks that inclose the PalaceVendome nony to the safety and durabil- 's of roofs. It is preposterous to sup- pose that only iron was used in their constraction. Doubtless stout oak constitutes their internal skeleton, embedded and cased so far as poasible in mortar and masonry. Herein les the safety of the continental cities,—in thick walls and Mmortar-laid woodwork, thick chimneys, and thiek tiling on the roofs; finally, in the celerity and vigor with which the ordinary appliance of axes, ladders, and pails of water are applied to the incipient conflagration, while the fire- engines are making ready. As for the mansard roof, it is the only topping-off of busineas blocks that is architecturally decent. With a street of fat-roofed blocks, the horizon becomes one straight dull line, but the mansard roofs give a touch of Gothic picturesqueness as well as usefal attics. But they must be rested on frequent partitions of masonry, framed with tron, case- mated with something thicker than slates, and ‘not holsted too near the stars. This is also substantially the view of the mat- ter taken by Architect Class, of our Board of Public Works, as set forth in Tas Star of Wednesday. ste]e- The Map Infliction. ‘The Boston Glo ¢ thinks it bad enough to be burned out, without the added infliction of the newspaper maps of the burnt district, which place Fort Hill in conjunction with Dock Square, Isy out backyard lanes into mighty thoroughtares, and christen Boston’s most be- loved streets with heathen names. “What,” in- quires the Globe in fine indignation, ‘What is the use im trifling with the best and noblest feel- ings of Bostonians? Our city has been devaa- tated by fire; let it henceforth be sacred from the hands of ignorant and profane map-makers.” We don't know about the other maps complained of, but the one used by an enterprising morning cotemporary in this city was. manifestly the Pa- tre xploded bomb-sheil picture borrowed for the occasion. As @ representation of a burnt district it was a success, but probably it pre- sented rath located and unilattering view ity of this cl er a disld reets of the “Hub.” Commissioner of Indian Affairs ome to be looked upen as a some- sirable position. In the first place It tlar delusion that it is “ran” by the of Indian Commissioners, and that there- fore the office is merely a clerical one. This isa mistake, as the duties of the board are simply advisory, and they have ro power whatever to enforce their recommendations. It should not be inferred, however, that diversity of opinion in regard to the Indian affairs exists between the officers of the government proper and the board, for there is @ unity of sentiment on the subject which precludes such @ supposition. 4s we have stated heretofore a strong desire is expressed among different christian denomina- tious and persons generally who desires to see the duties of the oflice of indian Commissioner honestly administered, that Gen. Cowen should assume its responsibilities whenever the present unexceptionable incumbent, Gen. Walker, shal vacate the position. That Gen. C. would mak’ an excellent and conscientious commissioner n one who knows him can fora moment doubt But as we have said, the office is a thankless one atbest, and the person holding it, no matter how praise-worthy bis intentions or how intlexible his integrity, is subject at all times to attack from different quarters and ts liable to have his purest motives misconstrued, even by well meaa- ing people. Aside from this corruptionists are bis enemies from the start and will spare no efforts to misrepresent and to malign him to the end that he may be displaced and a facile tool of their own substituted. In the case of Gen. Cowen we feel safe in saying that should ne con- clude to accept the office be will do so from a conviction of duty alone, and at a pecuniary Sacrifice, as the salary attached to his present position is $500 more than that of Indian Com- missioner. This, however, he will doubtless regard as a minor consideration in determining his action relative has bos com! a of the The of has of ce of Halstead, of the Cincinnati Commercial, does not wear @ mansard roof. His head is level, cool and tire-proof. He tells his liberal friends, who are about to assemble at Columbas to or- ganize the great party of the future, that if they propose to be particular about the foundations, they had better exercise # degree of caution in expressing & sense of alarm about the dangers ot centr tion. There is, he says, no public peril of that nature in this country, and never will be. «The danger has been in the other direction, and in addition to, and with unqualified en- premacy over the states, we want a well-detined nationality. In the late canvass it was sible to answer the point made by Morton and others that the United States government owed its bumblest citizens protection at home as well as abroad. Local self-government is a good it must not be allowed to develop a provincialism. Our counties, cities ave duties to perform, but they ast be strictly limited. The nation is the su- Preme power, and must remain so. Another thing: There must not be a hobby made of the one-term principle. The question as to whether & President should be ineligible after a single term is one that has at least two broadsides.” ‘This is sound doctrine; but what will Mr. Geo. Wilkes say to it—Mr. Wilkes, who so berated w Keid for not making the one- ntralization bugaboo the great cot the csmpaign inthe Zribune? But Wilkes lost a $20,000 wager on the result, and is naturally soured. Ap prete msions in ree rd to the probable rav- ages of the cholera in Europe are quieted by statisties of the disease recently reported from Bussia and other foreign countries. In St. Pe- tersburg, from June 23 of the present year, when the epidemic broke out, to September 27th last, the cases numbered 3,413, the recoveries 1,66, and the deaths 1,663—very nearly fifty per cent. of the cases proving fatal. This is very mild compared with the effeets of the Asiatic cholera in Europe in nyse, years. As cold weather favors the subsidence of the disease, will not probably be heard of in Europe abt hext summer, and there is no probability of its reaching the United States this year. —-2ee- Tue WEEKLY Stax, now ready, contsins full particulars of the great fire in Boston; the ‘rial of ex-policeman O'Brien for the murder of Samuel Canningham; the Fewell-Clark tragedy and tris!, the horse disease here and elsewhere; improve of str emacs board or public ‘works; Istest and or sketches, and teresting eer He HORSE DISEASE is steadil increase at Wheeling.
