Humphreys, Chiet of the Engineers Corps, which has been made to Secretary Belknap, shows that 112 officers are on duty with the corps. During the past year the work upon the defences of our coasts an¢ lake frontier has been contined priacipally to the protection of sites, to the necessary repair- and to the erection of such structures as were required for the protection from the weather of the unfinished parts, In relation to hatbor defencés, Gen. Hum- phreys quotes from the report of the board o° officers who have been in making ex- periments as to the best system of strengthening the defences of our harbors the following in relation to the DEFENCES OF WASHINGTON. FS dbo sora — a of the — o1 ington in 1863, fully impressed with t. importance of ® channel obstruction heer should Henge tns bse oad as well as of aving a means of closing approaches to on, by the Potomac, against tron- clads, , through the recommendation of the Secretary of War, an appropriation of $300,000 for “floating obstructions” for the Poto- mac. Before attempting an application of this fund to actual construction, a new and thorough study of the subject was undertaken. The sug- gestions of former boards of engineers, and the plans of the New York commusion, and many others, ea @ very meritorious and original one of Mir. W. P. Trowbridge, former! of the Corps of Engineers,) were consulted, an the subject was finally committed to Lieutenant Colonel (now Brevet Brigadier General) B.S. Alexander, of the Engineers. The result of bis Studies, prolonged through nearly two years, was the development of a plan which was re- commended by a board of ergineers for experi- mental trial, and a section has accordingly been constructed, under the directions of the Chiet of Engineers, to be submitted to trial in the Potomac river. In this plan, which has many peculiar features, a very minimum of timber necessary for gotatihn employed, which, a also the iron-work, can be prepared and stored for emergency. ‘The report is a very long one, and gives an estimate of appropriations required to complete vat ious fortiications throughout the country. +20e- Five Persons MugpgerEp ry Two BrauTEes IN Missovrisohn Armstrong and Charles Jolly, while drunk, murdered a whole family Of five persons near Pofosi, Washington county, Mo., on Saturday. ‘They called at the cabin of David Lapine, and a difficulty arose between Armstrong and a sister of Mrs. Lapine.
