In reference to these matters a fie correspondent at London tele- graphs as follows: 1 have undoubted informa- tion, which I will be able to substantiate ina few days by evidence, of the existence of a se- cret alliance, offensive and detensive, between Russia aud Prussia, entered into before the | meron war between Prussia and France. The ‘act recently discovered that, after the signing of the treaty of Paris in 1456, a supplementary secret treaty was concluded between England, France and Aust: by which these powers bound themselves to regar any infraction of the treaty of Paris by Kussia as cases delii, and to act ressively with ‘Turkey in such event, as seriously compromising England, and as freeing Kussia trom all obligations to re- tthe latter treaty. ‘fhe eighth article of the Paris treaty pro’ declare war in the event of any act up posed infraction of the treaty until after giving all signers an opportunity to inquire into the case and endeavor to secure by mediation a ceful settlement. ‘The secret treaty, imme- iately afterward entered into by “ugland, France, and Austria, is regarded as a violation of this article, and as implying treachery and bad raith toward the other signataries. —20e-- FINANCIAL AND COMMERCIAL. He Is Not, Senator Sumner arrived here last night. te denies that interview with the reporter of the Chicago Republican. Says he didn’t go in for the new party movement, and that he still be- eves in the old republican organization —Rr- publican. Hon. Charles Sumner, Senator in Ci from Massachusetts, arzived last evening. Mr. Sumner is in excellent bealth and spirits, and comes fully prepared for the work of the ap- proaching seasion. He pronounces the alleged “interview” in the Chicago Republican, on which he cemocratic paps have been making merry, a highly colored fiction. We supposed as much when we saw it.—Chromicle. On the strength of the above positive and particular announcements in the morning pa- pers named, there was a rush to-day of a COUPLE OF HUNDRED REPORTERS— more or lese—to the house of Senator Sumner, corner of Vermont avenue and H streets. all with sharpened pencils and ample note-books, Teady tor a three-column interview at the very least. The Senator's colored major domo in charge of the house in bis absence was in tarn PERPLEXED, SURPRISED AND ASTONISHED by the irruption of the newspaper gang, and by their persistent refusal to believe him when he solemnly dectared that Mr. Sumuer had not only not arrived in town, but was NOT EXPRCTED. Could they be mistaken? No. [t was affirmed positively, authoritatively, and in the same identical terms in two morning papers. No, there could be no mistake. there. ‘The Senator was He was PLAYING Possum to keep out Of the way of the terrible inter- viewers. But it was no go. He must come down, he must divulge, he must proclaim him- self on the Motley question, he must turn bim- self inside out on the new-party businoss, he must state whether “Mack” did not embroider THAT INTERVIEW in the conscienceless style of Chicago newe- paper men. Andso they madea fresh raid on th ° SWEATING DOOR-KEETER, but without results, and the most of them left, though a few of the incredulous and indomit- able knights of the pencil have planted them- selves as sentries in front and rear and on the side alleys of the Senatorial residence 40 that, it he is tryiag to conceal himself on the premises with the idea of escaping the interviewers, he will tind himself mistaken. ‘Three or four have seated themselves, at the risk of influenza, on the cold steps, and some adventurous ones have MOUNTED TO THE WINDOW SILLS, and are trying to ferret out the Senatorial liding-place by peeping through the closed blinds. SENATOR SUMNER IN IN CHICAGO, To save these gentlemen from maintaining their painful vigil we may state that we bave seen a letter written by Mr. Sumner to a gen- tleman here, under date of Chicago, Nov. 20th, in which he says: “Thus far have I come in my laborious ‘peréginations. I am to speak here a second time ou Monday and thea I lec- ture back to Washington, passing next Sunday at the home of Senator Fenton, and reaching Washington, Saturdayfnight betore the - mencement of the ceon ary ‘So it seems the Senator is not here, and is not to be here uutil the meeting of Congress. But two trunks labelled © CHARLES SUMNER” vid arrive here last night, and it would seem that the keen-scented reporters of our morning cotemporaries not only followed the baggage Wagon to the house, but were able, by some wonderful exercise of clairvoyance, to ascertain from these trunks his views in regard to leading questions of the di his healib. , and also the condition of SUCH TRUNKS are worth having. Blitz aud the other wizards have wondeiiul tranks, but no such trunks as these. But for all that Mr. Sumner didn’t come with his trunks. When the TRUNK OF AN ELEPHANT arrives in town you may be pretty sure that the eleph is with it; but with a Senator it is dif- ferent. Mr. Summer's trunks are in Washing- ton—Mr. Sumner is in Chicago. And though if he were here, very likely he would declare that “ Mack's” interview was made out of whole cloth, like the circumstantial ‘“inter- views’ of our city cotemporaries with him LAST NIGHT, yet ae he is not in town of course he couldn't have said anything of the kind. Likewise, he could not have informed the interviewers that he was here “in excellent health and spirits,” and that he ‘‘had come here fully prepared for the work of the approaching session,” because, you see, he hadn’? come! Another extraordinary feature of this extra- ordinary interviewing business is, that not only do our morning cotemporaries give full particu- lars of what SENATOR SUMNER SAID AND DID on his arrival; but we hear that the wires were busy last night, up to a late hour, bearing off the details of the GRAND SUMNER INTERVIEW to the Northern papers. There are parties in town who are certajn they saw Mr. Sumner in his yesterday, and one venerable scribe professes te have had a talk of an hour and half last night with the Senator from Massachusetts. Unfortunately, however, this authority is not quite reliable, as be is the same chap who once palmed off an article from a ecyclopedia on the National in- telligencer ag his own handiwork. +2ee- DEATH CaveED BY PUNISHMENT IN SCHOOL.
