Their working majorityin the next [House will be about forty, which isdoinzremarkably well for the sec- ond year—the trying one—of an administration. ‘They will not have a two-third majority to | carry everything through with a high hand by the suspension of the rules, and it is wholesome | for them that they hare no:. Another year of | Ie killed them tor the Presidential campajga. | ‘The Democrats have carried their numbers in | Hie ° Levine wat the House up from 6 to 92, which is a crumb of | comfort for them, but by no means what they hoped. 02+ Mr. Riker Won't Pave. A reporter of the R-publican has interviewed ‘Mr. Riker, President of the Washington and Georgetown railroad, and that official declares that the company do not intend to pave either between the tracks or between the rails with wood, bat to relayall with cobblestones. They argue that in contribating to pave two feet on either side of the double track they beara full Proportion of the general expense without being compelled to pave the sixteen feet occupied by the railroad. To do so would cost them $50,0%— an amount which they deem disproportionately large to the benefits to be derived from the improvement. Mr. Kiker then goes on to main- tain that the cobblestone is more enduring and better adapted to their travel, especially in winter, than wood, but rather illogically he proceeds to say that— “Nine tenths of all the horses that come on the avenue useour track. It will be agreat ad- vantage and conven! when they cease ence to to make use of it, as-they will after the wooden pavement is completed. Riker, Now we should be glad to know of if the cobblestone ts so mach superior to wood, as affording a foot-hold to horses, why it is that all the travel that now seeks the car track will abandon it so soon as the wood pavement is laid? Does it not look rather as if the company wished to deter travel from their track by making it as unpleasant as possible? But if Mr. Kiker is so badly informed in regard to the best pavement for use of horses as to prefer the cobblestone, he is not so Well fittéd for his position as we be- lieve him to be. No, he knows, and the direc. tors know that the wood pavement is far better for their horses, and would be cheaper in the end, bat they dare not incur the immediate ex- pense Of laying the wood pavement, because they could not for the time being answer the in- satiate demands for big dividends made by the New York and Philadelphia stockholders, who have not particle of interest in the welfare of this city, and who would rather prefer tosee Pennsylvania avenue @ mad slough from one end to the other, to the end that customers may be driven inte their cars. ‘The experiments of Macneil, Fisher, andother distinguished engineers with various pavements and roads, Macadam, granite, cobblestone and wood, demonstrate the vast saving in horse- flesb, horse shoes and carriage tires by the use of the wood pavement. “Im the stone pavement ‘the resistance which the snimal meets is com- municated through the whole body, reducing its power of action at the time. as well as the duration of its working life. But as wood pave- ment by its elasticity causes less percussion to the hoof, the muscular energy of the animal is im proportion saved, the abrasion of the pave- ment is reduced, and the wear and tear of carts and vebicles is diminished. Dr. Ure, im the edition of his Mechanica! Dictionary for 1347, estimates the saving in the life of horses used upon wood and stone to be in favor of wood in the proportion of 5 to 2, as the constant driving of draft ammals upen stone produces diseases and iniirmities both in the joints and hoofs of horses which uses them up very rapidly. The saving in the wear and set- ting of shoes és at least one-half; or, in other words, it costs twice as much to keep horses sbod on stone pavements as it does on wood. ‘The further excuse put forth by the company, that their horses could not obtain sufficient foot- hold upon wood pavement, we have already exploded by pointing to the examples of wood paved tracks in every city in the country where wood pavements are used. ‘The plain fact is,aswe have already indi- cated the single motive influencing the mana- geré of the road in essaying to evade executing their share of the improvement, is because it would temporarily cut down the enormous divi- dends demanded by the Northern stockholders. ‘They know that their own tenure of office de- pends upon their ability to furnish quarterly or semi-annually the blood-money demanded by this Moloch, the Northern controling influence. With these selfigh considerations this com- Tuuity have neither interest nor sympathy, and the commissioners ean certainly have none. ‘The plain daty of the commissioners is pre- seribed in the words of the act of Congress, which requires them to have the Avenue paved im the best manner from the Capitol gate to 15th street, and especially provides that the railroad tracks shall be paved to their satisfac- tion. What say you, Messrs. Commissioners—Sec- retary Delano, Mayor Emery and Gen. Mich- ler—will you accept the cobblestone abomina- tion as a “ satisfactory” pavement? In a private letter to the editor of the New York Mal, Gen. Wm. B. Hazen, now in Europe, makes some criticisms upon the style of warfare in Europe that has iaterest, as coming from an intelligent American officer. General Hazen Visited the battle-field of Sedan, which, he says, ‘was not a very deadly encounter, many of our Dattles surpassing it in casualties.” Battle’ in this country,’ he continues, “have little similarity toours.
