The Government Hond dealers were generally accommodated readily at 7 per cent. and in some cases were lende! themselves. The stock brokers paid from 7 Per cent currency to7 per cent gold. and in a few instances a commission of 1-16 per cent was added to the legalrateincutrency. In the Gold room the brokers paid 6 per cent. to 1-32 Per cent. to have their gold carried. This great and sudden change in the money market has been brought about by artificial means, and is the resuit, it is supposed, of a combination of the leading bears in the gold, stock, and gov- erpment bond market to lock up greenbacks and bring down values in Wall street. The immediate cause of the stringency is the sudd: and sharp rise in Government bonds, which | bas cangbt «ome parties largely short of them, and these bears have made common cause with their confederates in the gold and stock markets. Mr. Edmunds bad tried several times to get this tenare-cf-office matter before the Senate; he wanted it fairly comsidered and speedily acted upon. He thought. however, as a matter of common courtesy, that the Senator (Mr. Mor- ton) should have given notice to the committre before moving to take the matter out of their hands. Bare propriety might have suggested thie Mr. Morton did not wish to take charge of the bill, or to reflect upon the Committee on Re- trenchment, and the Senate should judze by the remarks of the Senator from Vt (Mr. Edmands) ‘whether he was very anxious to take the bill up. It had come from the House four or five weeks ago, and if the Committee had made any sys- tematic effort to take it up he had not seen it, He bad heard that unless this bill was im @ day or two tt could not pass this session. He wauted Gen. Grant to come into office with his hands untied; he did rot want him hamper- ed with slaw which had been made expressly to meet certain contingencies, which it was not to be supposed would arise under the adminis- tration of Gen. Grant. If this bill was to be suffered to drag in the future as it bad for the last four weeks he would like the Senate to know it, and the country to know it. After further debate, Mr. Fessenden moved to go into executive session. Agreed to, ud sub- sequepuy the Senate took a recess. At the evening session, Mr. Van Winkle called up the bill to give pensions to certain soldiers and sailors of the war of ir!2 who served three months, and advocated it as a measure of justice to the soldiers of that period.
