It states that the Committee are unabie to find anything in the letter of the pension laws which woula autborize them to Teport im faver of recom- mending that Mrs. Lincoln have a pension, and they therefore report against the joint resolu- tion, Mr. Sumner.— Question en filling the blank. Mr. Davis did not oppose this bill from any hestulity to Mrs Lincoln. He was a friead of the late President, and had every respect and regard for him and his services, but he thought it would be a most mischievous innovation on the policy of the Government to grant this pro- posed pension to Mrs. Lincoln. It would be & most mischievous precedent to set, and would open the door to abuses which the imagination bow could not conceive of. Mr. Conness moved that the bill should be so smended as to read that Mrs. Mary Lincoln sball receive an allowance, &c Mr. Hendricks said the amendmen: wa: proper, if anything was proper, but this sys- tem of annuities would be the beginning of a most evil system. This was inaugurating the English system of annuities, which was most oppressive to the people. The subject was still under discussion when our report closed.
