Tue PRERIDENT’s Late AMNESTY PROCLA- MATION.—Mr. Edmunds, from the Judiciary Commitiee, to whom was referred the message of the President relative to his proclamation of December 25, granting universal amnesty, re- ported the came back in the Senate this morn- ing, with a lengthy report, stating that the com- mittee are of the opinion that the powers attempted to be exercised in the proclamation to grant general amnesty are without the authority or assent of Uongress, and has no foundation in the Constitution or laws. Dobner, (formerly steward to Mr. Bodisco, the Russian Minister.) who is charged with having heard certain statements made by Senator Bayard and Mr. Corcoran relative to the assassination of Presideat Lincoln, ap- peared before the committee bat refused to testify, claiming bis diplomatic priv- iiege, hence he was allowed to depact. Senator Bayard and Mr. Corcoran both ap- Peared before the committee volantarily, and contradicted the testimony of the negro ser- vant who testified batore the committee a few days since that he had heard Messrs. Balch, who was General George D. y's Principal assistant, while the latter was at the ead of the ordnance bureau, was placed upon the stand, and it was ascertained from his testi- mony that pending Ramsey's assignment to duty as chief of the ordnance bureau, after General Ripley’s resignation, a discussion sprang up between President Lincol: and Mr Stanton. the Secretary of War, relative to the Appointment of his (Ripley's) successor. Auce with the established rule in thearmy, he was finally assigned to the position, but Balch, Who was then @ captain in the army, was re- tamed in the office as principal assistant, and Was informed by the Secretary of War that he Would be to all intem's and purposes the head of the ordnance burean, for the administration ef which be would be beld responsible.
