To remedy the compiaint a session of the Senate was devoted inst evening to the consideration of District business, reported by that committee, but it Will be seen the object was not effected, for, atter the disposition of two or three matters of trivial importance, it was found when the con- sideration of real District business was reached there was no quorum present, and the Senate adjourned. In the Honse the difficulty of getting any legislation on District matters i yet greater- ‘The District Committee of the House have not been able to report their business to the House during this session, and it is pretty certain that te committee will not be called at all in the remainder of it. With the increase, from year to year, of general business demanding the at- tention of Congress, that body has less and less time to devote to District affairs, so that it has got to be s chance about equal to a thousand bullets going through one hole that a District bill gets through both Houses the same Con- gress ‘Thus is a pretty blue look for the District, and the situation promises to get worse rather than better. Some relief might be afforded by the passage of general laws, such as a general imcorporation act for the District, by which Congress would be spared the task of special legislation in every case: but there is a large class of District matters upen which there is urgent need for Congressional action that can- not be reached im this way.
