WASHINGTON OITY THI RSBAY..---+-- DECEMBER 3, 1568. or neapine ATTER ON BVEBY Pace. SEB OUTSIDE FOB INTERESTING TELE- GRAPHIC AWD CTHES MATTER. THE RAILROAD MEETING. ‘The report of the Ra:lroad Committee made to-day to the adjourned meeting, and adop:ed: Jooks like business, blocks out ina mat. | ter of fact way the work to ve accomplished, sets forth with precision the evils under which we labor, and points out a practical cure for them. This is what we need. Frothy decia- mation and vague generahzation will do noth- | ing for us. We want facts, and a plan of action It is proposed to apply to Congress for char- | ters to build four linrs of railroad, radiating from Wa-bington city. The first is “the National Railroad North,” to imterseet with the Northera Central near York, Pennsylvania, and the Penn- sylvania Central at a point east of Harrisbarg: This, in the opinion ofthe Committee, would make first-class road so New York city, (via Allentown route,) and to Philadelphia, (ei Peupesylvania Central.) It will be but afew miles longer than the present route, (ria Balti more and Wilmington) and, owmg tothe fact that it does not pass through Baltimore, or round the suburbs of Philadelphia, and will be free from long stretches of dangerous trestle. Work, it can be rum im less time, snd at less cost. It would also make the best connections with Pittsburg. Buffalo, the west and north. west. and im short would be the trunk-line to the national capital from all the northern and = “The National Railroad South” to connect with the Loudon and Hampshire and Virginia Central raitroads, at point s0 as to | reach Cincinnatt, Louisville, and St. Louis by | & much shorter route than any one now in use. ‘The commitiee hold that if this road was opened. the price of farm products would be | reduced im our market at least twenty per cent; and, as both roads con‘emplated reach the finest cual-flelds in the world, their con- struction would at once redace the cost of that article to consumers here. A third line is proposed to Point Lookont, to be known as the National Chesapeake Railroad; and a fourth to the nearest eligibie point on the Chesapeake Bay, to be known as the National Transportation Company. The two latter Toutes would open up a large portion of Mary- land now without railroad facilities, enabling us to exchange our goods for the much needed | market eupphes of that rich district, aad put- | ting us cn a short line of aczess to deep water naviga The array of facts presented by the com- anittee im regard to the exactions made by the Haltimere and Obio Ratlroad upon the United States, om the people visiting the capital, aud for treights sent to and from Washinzion, is | very strong. and abundantly sustains the com. | Pk made by our citizens Leretofore in tne | same cornection. The important fact ts here developed ghat most of thes: exactions are | made by the company without the shadow of | Jegal right. It is shown that the charges of freight en bar¢ware from England here are less for three thousand miles of ocean trans. m than for thi e miles of railroas transportation from Baltimore to Washington; that the charges from Chicago to Balti. more, OB @ parcel of freight, (all the way by rail.) ste less than the charcvs m and from Halumore to Washington: also that freights ere taken from Baltimore to points ia Vir- ginis, snd from places im Virginia to Batu. more, passing through Washington, a: less | rates than to ard from Washington! ‘The Committee, in summing up, come to the very just conclu: that if the Battimore ana Obio Railroad would carry freight and pas. | sengers as required by its cbarter; if it woald | connect with the Northern Central and other Toads upon principles of justness and fairness: uf the Point ef Rocks Road and the Baltimore and Potomac were finished, still we would de- mand the privilege to build other roads to give outlets north, south, east, and west. Srary.—The electoral law pain which bas just been published, provides wat every | citizen of 25 years, who is mot deprived of his | political rights, shall be entitled to yote for the | €iection of town conucillors, provincial depa- ties, and deputies to the Constituent Cortes, ‘The general elections will be by provinces, Provinces sending not More than six deputies are divided into two districts for registry: thosa sending over six and not more than ten, into | three dist and w! are not more thar ten deputies, ill be diviaed iuto electoral districts of 45,000 inhabitants. | There will be 35) | Jortes, lal deeree, ine dicating (be mapner in whicd tae +!
