Washington News and Gossip, ‘Tue New Cowmisstonar or Pexstons.— Hon. ©. ©. Cox, the new Commissioner of Patents, is a native of Maryland, and a gradn- ateof Yale College. He studied medicine and practiced his profession in bis nauve State with great success. He is & promineat menber of the American Medical Association, though be has retired from the practice of his profes- sion, having reaped a handsome fortune fro. the same. In IS61 Dr. Cox entered the Fede- ral army 2s Brigade Surgeon, and was assigned to duty as Medical Purveyor. In 1864 he was elected Lieutenant Governor of the State of Maryland by a large majority. In 1€5 he was acandidate for the United States Senate, but ‘withdrew from the contest. In 15.6 he was sent to Europe by the American Medical Assc- ciation as representative to the Foreicn Medi- eal Secieties, where he made many sirong friends. In 1867 Gov Cox received the degr-» of LL. D. from Trinity Cotleze, Hartford. He is a ripe scholar, and a gentleman of fine executive ability. In 1865, it wail be remembered, there was a surplus of £569.40. In 1566 there was a deficit, the first for several years, of $965,003. In 186: this deficiency amounted to $3,%%,455. On his return to Richmoud he will stop in this city for the purpose of consulta- tion relative to the Virgimia offices. All re- movals and appointments being under control of Gen. Grant and Gen Stoneman, no change im the offices will be made before the return of Geaeral S. PAYMENT FOR ALaska.—The warrant for the movey appropriated te purchase Alaska — $7,200,900 m goid—is now beiog prepzred at the Treasury Department, and the draft for that amount made payable to Mr. Edward de Stoeeki, the Russian Minister, will be signed to-morrow. The drait will probably be on the Assistan: Treusurer at New York, and payable on demand.
