He says that one of the prinerpal objects of t! ‘ax law just ppress all manner of distillation of spirits expressly authorized by law, and to collect the tax on all alcoholic spirits manufactured. The laws heretofore existing, he says, were found to be inefficient, and the courts differ in ther construction, but there caunot be a mat- ter of doubt concerning the provisions of the new law on this subject.
