Mr. Morgan, from the Committee on Finance, reported adversely on the House bill to regu- late the sales of gold. Mr. Lane, from the Committee on Pensions, Teported adversely on the memorial of the Washington City Soldiers’ and Sailors’ Union League relauve to pensions. The bill punishing counterfeiters of public securities was taken up, and the vote passing it reconsidered. Amendments were then adopted reducing the length of imprisocrment and amount of fine. [It fixes the pay of captains at $2,500 per annum; {st Hentenant and chief en- gineer at $1,500, 2d lieutenant and assistant engineer, 21.590 and 3d lientenant and 2.1 as. int engineers, $1,200. The pay of the same officers when on leave is fixed respectively at $1,800, $1,500, $1.200, and #900; and each officer on duty is al owed one navy ration.} On motion ot Mr. Koontz, (Pa.) the Senate bill for the construction of a branch railroad from a point between Knox ville and Monoca- cy Junction, to and into the District of Co- jumbia, was taken up from the Npeaker’s desk and referred to the Committee on the District of Columbia Mr. Koontz asked that the Committee have leave to report at any time, and urged the im- portance of the bill not only to this city but to Ube country at large. The receipts from internal revenue sources, exclusively for to-day, amount to $394,396 (rd making the total since Jan. ist to this date iu- elusive $16,591,702.39. The monthly average this year thus far bas been below the estimate, even for this usually unproductive period, in the matter of revenue; but the decrease is attributable to several causes, legislative in character, not the leas: important of whieh is the recommendation of the Commissioner of Kevenue, Hon. THE PUBLIC SCHOOLS IN CONGRESS Mr, Stevens, of Penn.. introduced in the House to- @ bill to establish a system of common schools for the Iustrict of Colambia it commences with a preamble, «Whereas the capital of @ great nation, though a Politrcal necessity, is generally a social evil: and where. as itis incumbent upon the nation to lessen as far as practicable by its aid this evil, which, though local in its direct Operation, is na- tional in its effects as well as its caused: and whereas the proper training of youtn is, next to Christianity, the surest remedy for such evil and the best foundation for virtue and safe-guard of republicanism; Therefore, be it enacted, &c., that there shall be established within one year next atter the passage of this act, a sufficient number of common schools in the District of Columbia for the education of every child without dis- tinction of any kind, between the ages of six and sixteen years, and resident therein. The schools shall be kept open ana in operation ten calender months in each year; the other two being for rest of teachers aud recreation of pupils. No fatber or gardiau shall be per mitted to vote at any election for any public efficer in the District who shall not have caused his child or children er ward or wards, to attend the common schools or seme other schools during at least —— months within the year next Preceding such election. Reasing, writing and arithmetic shall be taught exclusively at first, and after- wards with other studies till each pupil shail be proficient in these essentials. The form and nature of the chief governments of the world, with those of the United States, as set forth in its bietory and Constitution, shall be carefully tanght in such of the schools as shall be suifi- ciently advanced. The school books shall be Christian in their T, without affording preference to any seet or denominations. The school houses eball be worthy of the nation in architectare, farniture, and surroundings, and fit training places for body aud mind, morals and taste. CANT vE PERSEADED.—Quite a large num- ber of the male colored population of our euy aseembled at the Wolfe street colored school house this morning, to listen to addresses de- livered by Dr. Vogel and Col. Lee, containing inducements to them to emigrate, with their familes, to Texas, where they all would find comfortable homes, and be employed at fair Wages, by a Mr. (green, who has large cotton plantations in that State. If, however, any of the audience were induced by the addresses to contemplate making their fature homes in the South west, their determination was suddenly changed by a speech trom a colored man, an old resident of this city, namea W. H. Nailor, whose experience compelled bim to advise ali of bis color to remain in the State in which they bad been born and raised, and where they were acquainted with the people among whom they lived; and not to be persuaaed to go on wild goose erage by people from the North, about whose disinterested and philan- thropic intentions he had bis own opinions. Herman was arrested about the same time for an offence committed in Mary- land, and was turned over to the autborities of that State before the detectives were aware of the robbery at Joy's.
