SewatTe.—Yesterday afternoon, the tariff bill being under consideration— Mr. Morgan moved to amend the paragraph in relation to saws. as follows: Increase the duty on cross-cut saws from twelve to fifteen cents per lineal foot: on mill pit and drag saws over nine inches wide, trom fifteen to twenty cents per lineal foot; over nine inches wide, from twenty-five to thirty-five cents per lineal foot; en all buck saws not exceeding ten inches in length, from one dollar to one dollar and twenty-five cents per dozen: over ten inches in length, from one dollar and fifty to two dollars per dozen. Mr. Sherman moved to amend the para- graph in relation to bunting by changing the duty from twenty cents per square yard and thirty per cent. ad valorem to fifty cents per pound and thirty per cent.ad valorem. Mr. Wilson moved to amend as follows: insert the words “and on Marseilles bed quilts or bed eprends” after the words “or by hand,” in the following paragraph: On all cotton hosiery, comprising shirts, drawers, stockings, socks, gloves, and all other goods knitted or made in frames or by hand. ten cents per pound, and in addition thereto forty per centum ad yalorem. Hovse — Yesterday afternoon— On motion of Mr. Shellabarger, the Jadi- ciary Committee was instructed to inquire whether the act regarding the arrest and re- tarn of fugitives from justice requires any amendment. Mr. Kasson introduced a bill to enforce a provision of theeighth amendment to the Con- stitution ofthe United States so as to prevent the infliction of unusual punishment of per- sons convicted of crime. After considerable discussion the bill. was referred to the Judiciary Committee, with leave to report al any time. On motion of Mr. Hale, the Sergeant-at- Arms was directed to discharge from custody Mr. Tracey. arecasant witness, he having ap- peared and testified before the Joint Commit- tee on Retrenchment, and shown that he in- tended no disrespect to the House. The House then proceeded to the considera- tion of Mr. Stevens’ reconstruction bill, and wns addressed by Messrs. Julian, Scotield, apd Cullom; the former declaring himselt against the bill, as he favored the territorial theory, and was in favorof keeping the rebel States from representation in Congress for an indefinite period. Mr. Stevens modified bis bill in several par- ticulars, especially in <(riking out the sixth seetion, which declared that any State abro- gating the provisions of the bill should there- by forfeit i's representation. Mr. Stevens appealed to Mr. Bingham to withdraw his motion to refer, urging that the bill should first be perfected in the House, and that then the motion might be r: newed. Mr. Bingham desired the House to decide the uestion for itself,and declined to withdraw the motion. Mr. Stevens said the reference of the bili would be its death. Mr. Bingham said he did not recognize the authority of the venerable gentleman (Mr. Ste. vens] tosay so. Mr. Stevens reminded Mr. Bingham that he had not asked hisanthority. The negroes on his place were manacled and driven through the streets in the presence of tke cavalry, who were forced to fall back before three hundred unreconstructed.
