During the war the hist of unclaimed letters at the City Post Office grew to such enormous proportions that it became a very unprofi bie advertisementat the low rates allowed by Government, as it crowded out better Paying Advertisements and encroached materially Upon ournews columns. We accordingly de- clined its publication. Ithas now fallen back to something like its normal proportions, and though it is still an unprofitable advertise. ment we Bave concluded to resume its publi- eation, partly as affording an indisputable test Of circulation over any other paper in the city; ‘and partly as being of a semi-news characier. Accordingly we responded to the call made by the City Postmaster to the different papers of the city for a showing of circulation on the ist of January and have recetved his official noti- fication that the publication bas been awarded to the STAR under that showing. In consequence of the agitation by the work- imgmen in Massachusetts. of the question of a reduction of tne hours of labor, State commis- sioners were appointed last year to visit differ- ent portions of the State, for the purpose of in- Vestigaumg the hours of labor adopted, and make their report thereon to the present Legis- lature. General Beauregard the Situation NEw ORLEANS, Jan. 10.—A letter from Gen- eral Beauregard to W. H.C. King, editor ot the Times, appears to-morrow morning in ref- ernce to the statements published in Northern papers on national questions. General Bean- regard states that he did not make & speech at Canton, but said, in private conversition, that the South had defended what it conceived to be constitutional rights, and haviug appealed to the arb trament of arms, it yielded to the decision which was given against it, and that he believed the Southern people were now willing to accept the Constitution as made by war and understood by the Supreme Coart In regard to the constitutional amendment, he eaid be bad little opportunity, except through the papers, to ascertain public sentiment, but his individual sentiment was that the South sbould not accept it, as ite interests and man- bood forbade it. The South was at the mercy of the North, but should never do anything which its honor did not approve, or which fails to protect its interest; and lest if he used the word consolidated government, he meant a common Federal National (tovernment, ope- rating under the Constitution as interpreted by the Supreme Court.
