A Curiou: Exposition, Editor Star —The successful perpetration of &recent imporition upon the public and the Soldiers’ and Sailors’ Union of the city of ‘Washington bas emholdened a few of the per- petrators to make another essay upon the good ature of the public, and sound again the depth of forbearance, or—as these schemers regard it—the gullibility of the people. This last move aleo affords an opportunity of doing what bas been too long delayed—exposing the entire humbug to the victims and to those whose well-meant efforts to benefit them have been frustrated—and at the same time vindi- cate the Soldiers’ and Sailors’ Union, a hith- erto useful ation, trom the odium that is now rapidly but surely impairing its useful- nees and crushing it ont of existence. The recent enterprise, se kindly and indus- triously fostered by yarious loyal journals, under the name of “The National Gift Con- cert,” for the benefit of the desttute soldiers and their widows and children, hasa history too lorg confined tothe knowledge of a com- paratively few persons. who bave hesitated to expose the schemes of a few advyencurers, for two reasons: First, the ®cheme bad obtained a degree of headway before its real character was known, which rendered it difficult if not impossible to control it; and, in the second piace, there was a lingering hope that some- thing might yet be realized to the avowed ob- Jects of the proposed charity—the pretext for so tremendeus an outiay of labor and money. All associations of the late volunteer army must necessarily have a large constituency of beneficiaries—sica and impoverished soldiers, and the widows and orphans of deceased sol- Giers—making a relief fund a necessity. The Scldiers’ and Sailors’ Union of Washington bad such a fund, and found sueh use for it as to make its material increase a matter of im- mediate importanee. While this matter was the sebject of deliberation, and in one of the reguirr meetings but thinly astended, Wm. L. Morse offered a resolution that a committee of three be appointed to obtain voluntary sub- scriptions for the benefit ef the Soldiers’ Or- phan Home Himself and two other members Were appointed said committee. Within a day or two. to the surprise of all members of the Union not in the secret, there appeared in the papers of the city and elsewhere the an- nouncement of the «(rand National Gift Con- cert,” under the auspices of the Soldiers’ and Sailors’ Union, for the benefit of the Soldiers’ Orphan Home, another similar institution, and finally of the Union. The committee of three appointed on Monday, for a speciticg object, had on Wednesday grown into a full-fi iged lot. pt § schem?, with its long list of great prizes, and schedule complete, showing that the whole pian had been long meditated, Mr. Morse drop- ping bis two associates, and himself expanding nto H. A. Hall, president; Wm. S. Morse, sec- retary, ©. E. Oapehart and M. H. Alberger (the latter two net members of the Union) an- nounced as the “ managing directors.” On the next Monday evening the Union con- yened, and some of its members informally announced the intention of inquiring by what autbority the name of the Union was used in connection with the advertised lottery. But the Ring, not prepared to meet that question, and with their president in the chair as pres- ident of the Union, succeeded in having a mo- tion te adjourn Geciared carried within a few moments of the time of meeting, thus securing another week to be devoted t manipulating the members and orginizing to prevent scru- Uny into their actions. At the next meeting a resolution was mtroduced to appoint a com- mittee to supervise the enterp! , composed of citizens whose reputation would be a guar- antee against imposition and give that confi- dence which insures succe containing the names of H. D. Cooke, of 5 uy, Cooke & Co.; Jobo R. Livans, and others of like standing At was deteated by a small majority, every parliamentary dodge being resorted to to pre- vent a full and fair diecussion. Eiaved by this, the plotters then attempted to pass a resolution endorsing the scbeme and its man- agers, but were defeated; and it is to the credit of the Sofdiers’ and Sailors’ Union that it has never, to this day, by any vote, given its ap- proval or endorsement 10 Any such scheme or autherized the use of its pame. Subsequently, to guard against any furthermovement of that kind, the managers Proposed a committees, which w&s appointed. whose personal fela- Uons with the self-appointed directors, or other, to them, well-known reasons, were a sufficient guarantee that they would not too closely scrutinize the management or say too much about it. Todo them justice. it can be most trathfally averred that their action in both particalars has fully vindicated the con- fidence reposed in them by the Ring. But the scheme progressed. The borrowed or rather stolen influence of the name of the 5.and 5S. Union, and the sanction thus sup- Posed by the public and the publie officiais, secured their favorable notice in the loyal pa- pers through the country: obtained for them ihe sid ef members of both Houses of Con- gress; the Commissioner of internal Revenue remitted all cues and license fees accruing to bis burean; and if any real guarantee of good faith had been furnished, as proposed, enough influence would bave been bi ht to bear to make it a success. But moet of yet remained ansold—the whole num- ber being three hundred thousand. A dona- tion of five hundred dollars was ostentatious! made to the Portland sufferers, and the fu benefit of the advertising thus given availea of. The day of final drawing came. Tne man- aging directors then announced to the assem- bied thousands that two-thirds of three hun- dred thousand was eighty-three thousand, which was the sum total of all tickets sold, and that they had reduced the number of Prizes proportionately. Two of the splendid houses still remained. The first » & house and Jot valued in their schedule at $15,000, was one owned by the mother-in-law of the presi- dent of the “Managing Directors,” which he. as real estate agent, had, during the days of high prices, been endeavoring to sell at $10,000, d whieh is by real estate dealers valued now bout $°.000, bearing a rent of about $600 per mum. The other house and lot was either owned byG. M. Van Buren, the partner of the aforesaid president, or beld by them for sale. Its yalne is estimated at $4,504), placed in the schedule at $2,000. The other prizes of any valve which were finally itted by the “Managing Directors” to awarded, ‘were mainly watches and other articles of jewelry, whose actual -value bore about the same relatton to the schedule value as the in- stances Acove named. The total claimed value of the prizes awarded was $50,000.
