The association was called to order by Mr. J. KR. Elvans, president. Mr. A. G. Hall, secre- tary The Chair announced. after calling the heads f business, that the election of the executive ommittee was in order, and Dr. Boyd made a Motion to go into the election, which was fol- iowed by numerous motions. Mr. N. H. Miller proceeded to give his Teasons for asking for a postponement of the election. He stated that this was a most im- portant committee, and some members on the old commitiee bad not done therr duty. Dr. Boyd rose to a point of order stating that the question wason going into an election and not to postpone A Voiee.—“On sit down !” Mr. Miller proceeded to speak, stating that De did not mean to apply bis remarks to some Of the old committee. Mr. ©. Barton—(looking at the clock. 9.01)— “Tbe morning hour bas expired.” Mr. Crane asked what were the charges against the committee, stating that he was a member and bad performed his duty, and if he had not it was because two or three bad done what was to be done without consulting him. He thought the continual reterence to direliction of duty on the pirt of the members of the committee would werk harm Alter a great many motions finally. under tbe operation of the previous ques‘ioa, Dr. Boyd's motion to go imto an election was lost Mr ©. Barton moved that alist of members be published in two city papers. Mr. Miller asked who were members ! Mr. Barton understood that only those who bad signed the constitution were members. Mr. Miller said that there were four or five persons be had paid the dues for, whose names had not been appended to the constitution, and be asked if it was fair to take the money while they were not considered members Mr. Barten.—Oh, yes; it’s their fault, and not ours. Mr. Bates referred to the fact that some mem- bers of the committe bad been pretty roundly —<, and they had been denominated dead orses Mr. M T. Parker asked if the insinuation about mince meat was not rather personal, for be noticed two gentlemen present who had been selling mince meat. (Laughter ] Mr. Barton’s motion to publish the names Was lost. Mr. C. White said that the committee might be pit. by those present voting for themeel ves. A Voice.—That’s the way it was done before. Mr. J. Sayles Brown offered the following : Whereas this association is no exclusively a white man’s association, but was organized to promoté the political fellowship and co-epera- ton of the Republicans of this District, with- ©ut distinction of race or color, and to secure to every citizen justice and equality before the law: and whereas it is a matter of Public noto- riety that the colored people of this District, notwithstanding their emanci) m and the subsequent enactment of a civ Tights bill tor tbeir protection, are still subject in a shameful Gegree to those odious distinctions ana multi- plied oppressions at the hands of the minor courts and the officers of the law, which pre- vailed in the Federal District in the days of chattel slavery: Therefore, Kesolved, That a committee of two persens be appointed by the Chair, to make diligent in- quiry and report to this association whether, 4m their opinion, that statute called the Civi! Rights bill is duly respected and its provision faithfully executed by the lawful authoritie of this District, or whether it is here, at th capital of the nation, as it is allezed to be at otber places under Federal jarisdiction, a dead setter. Resolved. That this committee be instructed to make investigation and report specifically upon the following inquiries: 1. Are the colored citizens of the District sub Ject to arrest, to fines, or to temporary impris- omment for petty or ether offences, where, under the same circumstanc: hite man is ex- empted trom arrest or punishment! 2. Bas the colored citizen an equal chance with his white neighbor when they are con- testing together the rights of Property in the courts of the District, and do juries treat such parties impartially’ 3. Is there, to any extent, such Prejudice Against the colored citizen that be cannot ob- tain the best legal counsel at the same price which the white man pays; and is he,in his attempts to secure justice through the courts, subject to the extortions of unscrupulous at- waver ana vendors of straw bail! n the treatment of colored persons con- fined in the jail, workhouse, or station houses of the District, what distinction is made on ac- count of color? 5. What is being done by the Freedmen’s Bureau, by voluntary associations, or b: indi- viduals for the legal protection and assistance of that large class of colored persons of the District who are too ignorart, too timid, and too poor to successfully enforce their rights or defend their oe liberty in a court of law! Resolved, That the mterest of every citizen re- guires (bat we make common cause with the colored people of the District im these respects. for where the exercise of civil autho: ity is babiteally ae by prejudice, no man’s rigbts can be safe. The consideration of the resolutions was postponed util the mext meeting, and the Meetng adjourned. — |e THE SHOOTING OF POLICEMAN WiILLIAM3— Further Hearing of John Mortimer.—Last night John Mortumer , who has been several days in jail upom suspicion of being concerned in shooung Officer Williams, of the 3d ward, on the morning of December 26, had a hearing before Justice Tucker at the Detectives’ Office. Detective Coomes, who has been investigating the traces of Mortimer, yesterday arrested Benj. F. Mortimer, who also was arraigned at the same ume; officer Shae, (who was with Williams at tne time he was shot. )and Sergt. Walling and Officers Becker and Larrabee, (who halted and examined the men suspected of attempting to rob Baum’ ‘Ss jewelry store, and ho are supposed to be the two men con- ed in the shooting of Williams,) testified. With a single exception they testified to the resembiance almost to positive identity of Ben- jammin F. Mortimer as the man that shot Wil- iams.and also as one of the two halted by them after the alempt to rob Baum's store. ‘The witnesses were more favorable for John Mortimer, and the Justice only required evi- dence of the trath of his assertion that he was in Baltimore on the night ot the 25th and morn- ing of the 26th to dismiss the ence against him. Upon the Justice saying so, a young man who bad beeu sitting by And was yery quiet during the hearing, arose and demandud to be sworn. He was sworn; gave his name as Jos. E. Thom. 4s, ang testified that he met with Mortimer at Sullivan's, on Front, between band and Ptowman streets, Baltimore, on the 95th ; that be was there drinking all day, and that witness met bim again there next morning.
