The bangs have ostensiply resamed payments save that known as Bossier’s which will prob- ably completely fail, as the assets ate insaffi- cient. There have been nightly meetings of the various branches of business men, mcr- cbants, grocers, &c., which bave been quite stormy, and no measure has been arrived at to relieve the situation. A tew days since a despatch was published reflecting on the Consul of Spain at Phila- deiphia. An investigation shows that the cbarges then made were groundless, and that that oficial had done nothing more than his duty in regard to the clearance of the steamship Stars and Stripes from Philadelphia tor Ha- vana. The dry goods trade in New York is quiet, with but few sales. The market, notwithstand- ing the extreme lethargy, 1s in a healthy con- dition, and the future is looked forward to with much vope, but without much specula- tion as to when the spring trade will open. Few believe in a heavy trade during the year, but a healthy tone is expected. The city government of Portsmouth, N. H, organized New Year’sday. There having been\ no choice for Mayor at the popular election, the two branches of the government met in convention, and elected Jonathan Dearborn, Republican, by 2} votes, over Frank Jones, Democrat, who received 9 votes. General Braxton Bragg, formerly of the Confederate army.is ona visit to New Or- Jeans, for the first time since the elose of the war. Lieutenant General Sherman and Gen. Bragg were intimate friends while serving in the regular army, and dined together on the 2ath ult, The Isle of Wight, around which the Ameri- can yacht Herrietta, and the British yacht Viking owned by Prince Alfred, are to sail, is twenty-three miles long and fifteen males wide. The sailing distance will be about ninety miles. Y., was the icauguration of his Excellency, Gov. Fenton, and Lieut Gov. Woodterd, and tbe formal organization of both houses of the Legistature. The proceedings of the Legislature were almost totally devord of pablic interest, aside from the election of the regularofficers The only other noteworthy event was the attempt on the part of Mr. Wilbur to rush the con- stitutional amendment on the house immedi- ately. Gov. Fenton, in his message, recommends the passage of the constitutional amendment, cails the attention of the Legislature to the measures needed for calling together a State constitutional convention; recommends that the number ef delegates be increased to thirty, to be chosen at large. and urges sach a reform of our higher jodiciary system as will increase the pace of justice, which bas been halting tor & number of years in this State, to the great injury of litigants. He urges strict economy upon the Legislature, ad vie uch a reform of assessments as shall make personal property bear its fair sbare of State te xation, and shows from the report of tbe Comptrolier that the State has been rnnning behindband during the Jast two years, the expenses exceeding the in- come. He also calls the attention of the Leg- islature to the necessity for some measure to force prosecuting attorneys to do their duty in bringing crimina!s to justice, and urges tnat the prisons of ike State be put in charge of cspable men, and that they be pot remov- able for political causes. He proposes topat the pardonipg power into the bands of a bureau or commission. He makes a suggests tor a board of unsalaried inspectors toexa) into the management and condition of the nu- merous charivies in the State which provide or profess to provide for invalid soldiers or the widows or orphans of soldiers. While stating Uatthe State militia bad been much improved, he urges the adoption of breech-loaders. He also recommends the removal of ali impedi- nents in the way of a free acquisition of in- struction by children throughout the State. Also, that turther measures be taken to con- tinue the protection and security from cholera this year. The charitable institutions of the State are in a gratifying conattion of usefal- ness. The population of the State ts 3.927,418— ap increase of 561,602 from 1°05, which is al- most wholly in commercial and manufactar- ing districts. The manufacturing products of the State have increased, since is00, from $379,000, 000 to $463,000,000. After the reading of the Governor's message in the Senate, Senator H.U. Murphy presented & memorial from Senator C. G. Uornell deny- ing all the charges thathave been made against him as street commissioner of New York, and asking for an investigation. Mr. Donovan presented a bill allowing railway cars to run on Sunday. Messrs. Loury and Bingham each presented a joint resolution ratifying the constitutional amendment. Mr. Davis presented a resolation asking a reduction of the internal revenue tax on du ulled epirits. Upon motion, the House agreed to the ap- pointment of & committee to confer with a like committee of the Senate, and report upon what day the election of a United States Senator will legally take place, whether apon Jan- uary Sth or January 15th, the question which of these is the second Tuesday after the day of meeting of the Legislature being legally un- determimed. On motion of Mr. Mann. the resolution was amended so as to require the committer also to propose a bill regulating the manner of election in accordance with the act of Uongress. Mr. Mann asked leave to introduce a joint resolution to ratify the fourteenth article of the Constitution of the United States.
