Chromicie. STOKES’ ANTECEDENTS. The radicals of New England have been making much of a “fire-tried’’ patriot from Tennessee named Col. Stokes, whe has been turious in his denunciation of the President and his pelicy, out-Heroding Herod fm his red- hot ultraism. Ina speech at Metzerott Halli, Saturday night, Colonel Stokes repeated this tirade against the President, and set himself up for a little the best Union man in the conn- try. This is certainly cool on the part of Col. S., whose record as a Union man is anything but wholesome. It was this same Col. Stokes who in 1561, wrote to John Duncan, McMino- Ville, Tenn., In which letter he says: «I bave been a zealous advocate of the Union Up to the time of Lincoin’s call for 75,000 troeps; that being in violation of law, and for the sub- jugation of the South, | commended Gov. Har- 7s for his course. and for arming the State an. On the last day of bis official career as Sec- retary of the Interior, Mr. Harlan executed a contract with the American Emigrant Uom- pany, & corporation of the State of Connecticut, purporting to be made under the provisions of Atreaty between the United States and the Cherokee nation of Indians for the sale of lands, in advance of the suryey Provided by the treaty and upon a credit. This action of Mr. Harian was clearly in | Violation of the iaw and caused general sur- | Prise in view of the time when the contract ‘was made and the megnitude of the transac- tion. Some days ago Mr. Browning, the present Secretary of the Interior, propounded ee following questions to the Attorney Gen- | era “1. Can a sale of the lands, either in separate parcels or in a body, be properly made under the wee | in advance of the survey of the lands provided for by the treaty ? «2. Can the whole of said lands be sold ina body upon a credit; or is it, under the provi- sions of the treaty, necessary to the consum- mation and validity of the sale, that the whole of the purchase money shall be paid in hand! “3. Is the contract im harmony with and sanctioned by the provisions of the treaty. and can it lawfully carried into effect with | due regard to the rights of the Indians under the treaty 1” The Attorney General, in response to these questions, gives an elaborate opinion, in which | he decides that the agreement between Mr. Harian and the American Emigrant Company cannet be sustained as a valid execution of the power of sale, especially as to the terms of payment.
