T. Lovejoy, formerly a claim agent Washington, anda Mr. G. Bisir—who ad ver. ticed m New Orleans that they were govern- mentagents,dniy authorized by the government to collect the discharges of colored troops for the purpose of procuring and paying to them the bountiesduethem. Theconfederaies were pro- vided with & spurious stamp, which they used in their transactions with the colored troops, and which they informed the negroes was a lawful goveromentstamp. When a num- ber of these discharges were thus collected they Were senton to Washington. Mr. Loewenthal turnished great quantities of blanks to the New Orleans confederates, who mave out applica- tions, with the exception of names and amounts, filled up the ida vits and had them mped by a notary public in this incomplete condition, and sent them on to Washington in buge bundles. Here Mr. Loewenthal filled up the blanks with the names and amounts due the soldiers. whose discharges he had previ- ously received, made out the necessary youch- ers tor pay, forged the signature of the claim- ant, or signed it in & manner representing that the claimant bad made his mark, baying the soldier's discharge us proof, and presented the claims for payment. Mr. Loewenthal, after becoming possessed of a hi sum of money in this manner, started for New Orleans, first warnipg his partners to give notice to all claimants that their presence was required at the office in New Orleans to receive their mo- ney. Arrived there he was sore to find an im- Tense concourse of colored claimants, in the midst of which. with ail the noise and confu- sion usnal on such occasions, he called each claimant up in succession, and by an in- genious and rapid method of payment, which not a little mystified the recipients, who J hurried away too quickly for taeir surprise to find expression in words, he contrived to force from this branch of the service a very gratify- ing remuneration. Unless means are dis- covered to recover from Mr. Loewenthal all or @ portion of the money thus fraudulently ob- tained the Government must be the loser, inas- much as the claims which Loewenthal col- lected were real, while for their settlement Government has nothing but forged receipts to show. Most of the men whom Loewenthal professed to pay received buta portionof what was due them, and therefore have still a claim against the Government. A great number of fictitious claims which had been presented at the departments and had been stamped as Tejected on account of the claimants’ names not y tsenber id on the rolls filed in the Adja- taut General's office were found in the office of the New Orleans partners, thus plainly indi cating another mode in which fraud was at- tempted on the Government. The matter is now being thoroughly investigated by the Government authorities, and it is expected thatin asbort time all the details will be made public. Herald pcos OE Cases oF CHOLERA O8 THE EaSTERN SHORE. Weiearn that Mr. John Valliant, ot Tilghmau’s isiand, died on Wednesday morning Iast of cholera. He bad been eating raw oysters the day before. and was attacked with the disease just before day on Wednesday morning and died about Il o'clock thatday. We also learn tbat a gentleman in St. Michael’s died Wed. nesday morning from the same disease, brought on by eating raw oysters. 1t is surprising that peopie will indulge ineating such things at this season of the year, when almost the entire human system is more or less deranged, that is calculated to prove fatal in a few hours. St Michaels and vicinity is, as a general thing remarkable for its bealthfalness, and have comparatively yery few deaths except from imprudence of the above character. Since the above was tes in type we learn that Mr. Vailiant’s wife has died, that two More deaths have occurred in St. Michaels.— Easton ( Md.) Gazette Horripie Deat: Robert Walker and bis wife, riding in a wagon with two seats, were crossing @ railroad track im Detroit, Michigan, Friday, when the gentiemaz, who saton the fromt seat driving, while the lady sat behind him, suddenly discovered that a train of cars was rapidly approaching.. He whipped his horses, and they sprang quickly forward. This -unexpected moment threw Mrs. Waiker outofthe wagon. She fell upon the planks between the rails, which serve to enable teams to pass, and in an instant after the tram was grinding her body almost to jelly. The remains of the unfortunate victim were found beside the track, the entire train having passed over them. They were @ shape- less mass. It lingers at MempQis and Nashville et, but at St. Louis it has enturely ceased. in ‘hiladelphia, we regret to see it on the in- crease, while in New York city, and at Rich- mond and Norfolk, Va,, but few cases are now reported.
