The following is the text of the note trans- mitted by the French Ambassador at Frank- fort to Baron Kabeck, the Austrian Minister, in bis character of President of tne Germanic Diet, and is, of course, mufatie mufandis, the text of al! the imvitations to the Conference: The undersigned, Envoy Extraordinary and Minister Plenipotensiary of his Majesty, the | Emperor ef the French, has been instructed by bus Government to lay before the High Assem. bly the following communication. Thediffer- | ence which bas arisen between Austria and Prussia in connection with the Schlesswig- Holstein question has become a subject of great anxiety to Europe. Public opinion is alarmed by the possibility ofa warin which so many various interests would be engaged. France, Great Britain, and Russia themselves could thout uneasiness contemplate the possi- armed contest which would array ach other States toward which they entertained equal friendship. The highest considerations incited them to seek some means of staving off that danger. The three Powers bave consulted among themselves, having the same idea of peace and concilia- tion, and, after having interchanged their Tespective views, have formed an agree- Ment to invite to acommon deliberation the Governments which are or which may be implicated in the dispute—that is to say, Aus- tris, Prussia, Italy,-and the Germanic Con- federation. The object of these deliberations iscne that must impress ali minds. It is in the interest of peace, to resolve by diplomatic means the question of the Duchies, that of the Itahan difference, and. finally. that of the re. forms to be introducea into the Federal pact, so far as they affect the Enropean balance of power. If the most serene Germanic Confed- erauon consents to yield to this appeal, as the three neutral courts entertain a ope that it will, its plenipotentiary can in Paris join those of France, Great Britain and Russia. As to the date of the meeting, it 1s desirable that it | sbould be as early as possible. The appre- hensions created by the present crisis cannot | be too soon cispelled, and a pledge of security afforded to Earope. The negotiations will pre- sent greater prospects of success if they be not dispelled by the clash of arms and by the sus- septbilities of points of military honor.
