Seward, the Consul Gen- eral of the United States at Shanghai, of the following deaths of American citizens and sea- men, to wit: On the 30th day of September, 1865, at Shanghai, of Samuel J. Raymond, of San Francisco; on the itth day of September, IMS, at Shanghai, of W. Spencer; of Thos. Hud- sor, (colored,) drowned in Loo-Chow creek, and of Noah Thompson, who it is supposed ‘was murdered in the interior of China. The legal representatives of the deceased above mentioned can obtain further informa. tion by addressing this Department. It also passed the Houre bill giving validity to various acts, contracts. and proceedings during the late war not inconsistent with the Constitution of the United States. The Spanish Minister has made representa- tion to our Government concerning the ship- ment of goods contraband of war to Chili, and the custom-honse authorities have been en- joined to strictly enforce the neutrality laws. he Spanish Minister mentions some suspicious facts, brit states nothing ot a positive nature. Albert S. Starkweather, the Manchester murderer, was yesterday sentenced by Chiet Justice Hinman to be hung on Friday, August i. The prisoner manifested no percepuble emotion until the sentence was being pro- nounced. For instance, we are reliably in- formed that one Freedman in Mobile is pos- sessed of $50,000 in specie, and that several others are worth from $10,000 to $25,000. And we bave further knowledge that on Friday last, four freedmen purchased the valuable property on the corner of Koyal and St An- thony streets for the sum of $35,000, and re- ceived a deed for it.
