ENUE DECISION BE- IMPORTANT baal 42 ON BE ‘The Commissioner of Internal Revenue has just decided that in section 94, as amended by the act of March 3, imposing a tax of one and three-fifths cents upon cars, engines, carriages, tured articles subject to an excise tax under the several clauses of the 9th section All goods, wares or merchandise, therefore, subject to an excise tax, whenever repaired so as to incrense their — per cent., will be aseessed for the above tax. The following points are to be considered in determing when a tax accrues in cases of repair: Ist. The article ; © FT amount of value added; 3d. The ratio of such added value to the entire value of the article after baving been repaired. “ In case apy separate portion of an article is supplied anew, that portion is to be taxed just As well in its use for repairing as though used for a new article. If a railroad company put a car, engine or boiler into a shop for repairs, al supplied are to be regarded as pertaining to the enure car. engine, boiler, &c.,and no tax ac- crues unless the cost of making repairs equals or exceeds one-eleventh of the value of the 5 car, engine, &c., after the repairs have been | made. But if such repairs increase the value of the whole ten per cent. or upwards, or if the cost of making the repairs, including labor and materials, equals one-eleventh of the value of the thing repaired, a tax accrues, and 1s to be paid on the cost of repairing. When the article repaired isa unit, though made up of taxable parta, repairs are to be re- garded as pertaining to the unit. if the repairs are opona ship. the hull, as finished, constitutes the unit. If an engine, everything eee’, to the engine, excepting the boiler, which the law provides for ‘axing separately. Ifa caris repaired. the repair per- tains to such car asan entirety, including all its parte—the body, the wheels, the exles, &c, This rule will. in all cases, be observed, un- lees the owner sends the disjointed parts of an article to the machinist to be repaired and re- fitted to its Original place; then the machinist must report the thing repaired, and the ques- tion of liability to tax will depend upon the ratio of increased value to the entire value of the thing repaired The law baving prescribed no mode of esti- mating the increased value of an article re- paired for use, withont a sale of the same either before or after the repairs were made, the cost of repairmg has been assumed by this office as the measure of value on which the tax shall be assessed. In paying them their bounties many comical scenes occurred, the soldiers carrying off their bundles of greenbacks, each amounting to from three to five hundred dollars in denominations of fives, in their arms like firewood, and giving away bills with a loose- ness that betrayed their ignorance of the value of currency in a wonderful degree. A remark- able compilation of odd names might be made of those on the rolls of the regiment. These in- eluded Wildcat Bigfire, William Bigfire and three George Washingtons in one company. The 195th Ohio regiment is being mustered outto-day. Someot these men have beer do- ing duty at Vienna, Fairfax Court House and Fairfax Station, and will be relieved at those posts by detachments from the 107th U. 8S. col- ord troops. ANOTHER RAID ON SMUGGLERS, The Commissioners of Customs has been in- formed of a descent made upon a party of fe- male smugglers at Ogdensburg by Mr. Chapin, Collector. Some thirty women came over on the ferry boat with smuggled goods secreted abouttheir persons. Mr. Chapin procured a number of men from the revenue cutter and proceeded to arrest these women. Some were arrested and the rest escaped, leaving their skirts with the goods attached as hostages, DISCHARGE OF CIVILIANS. Gen. Grant issued an order yesterday direct. ing all Department Commanders to discharge atonce all civilians employed in their com- mands, except clerks, whose services cannot be dispensed with. Firs at THE WaHARP.~This morning, about halt-past 10 o’clock, fire was discovered on the schooner Eclipse Pe ‘was being made fast to the 7th street wharf, for which an alarm of fire was sounded, bringing out the fite a) Tatus. The schooner was cast loose from the wharf, and drifted aground, when streams from the city companies were bronght into ple ‘The Government engines United States nod Rucker, as also the Meigs, for some time were unable to play. At 23s o'clock the fire was still burning in the hold of the vessel, but the firemen as well as ‘he Quartermaster's employees, were working manfully to extinguish it, General Rucker, with Colonel Tompkins and Major Burtoa, superintending the work. The vessel had on board 96 tons of hay, 63 barrels of pork, and 6 barrels of beans, beside a large quantity of l for the navy, and some stone for a private party.
