A bill has been introcubed in the Legislature, viding twenty thousand dollars for ‘ederal and federate soldiers. An old and esteemed citizen of New Orleans, whoreturned from Matamoros a few days ago, and who was intimate with French officers, say war between France is fully anticipated pected te commence on the the plan of the campaign out, which anticipates a sudden crossing of the ited States forces over the Rio Grande on pontoons. They are to abandon Matamoros and the Rio Grande and fall back on Monterey which isjto be held as astrategic key. These officers seem to be thoroughly informed as to all the means which the United States forces have at their disposal here and in Texas for an advance into Mexico. It is not improbable that additional boats may be sunk when the ice above the city moves down. Acancus of the Virginia Legislature was held Saturday night, and the Committee on Courts of Justice was directed to report a Dill admitting negro testimony in the courts, and to amend the code, abolishing penalties on free cially. In the Senate a resolution uced expressing regret and disap- pointment at the non-admission of the Vir- ginia representatives to seats in the National Councils, and invoking their reception as pre- liminary to the full and free restoraiion of this State to the Union. Several Senators having expressed their objection to the resolution, it wae withdrawn. The Legislature of Tennessee having refused toallow negro testimony to be taken in the courts of that State, General Fiske, Superin- tendent of the Freedmen’s Bureau of that dis- trict, under special orders from the War De- partment, has issued an order which demands that all cases in which ne; volved, and which have sed of by municipal authority, shall be rought before the court of adjudication. Reports from Ottawa state that the recip- ocity question is engaging the earnest attention of the Canadian Government, and that, the Christmas holidays, deputation will pro- ceed to Washington to continue negetiations. Hon, Thomas Egan has been appointed a com- re into the means of exten- with British America and countries on the Mediterranean, At the latest advices from Jamaica the num- ber of negroes xecuted is estimated at from two to four thousand, and the land is said to be offensive with corpses. But the demons are net the blacks, who burst into the sudden fury of a single day, and never afterwards offered the remotest show of resis- tance. As an auxiliary part of the p t, we have information that many shares of Me Gettysburg Railroad—a road seventeen miles long between. Hanover and Gettysburg—have recently changed hands, with a view to the constraction of-a new road from Oxford, on its line, emst to Columbia, on the Susquehanna river, there to connect with the Reading and Columbia Rail- road; and also its elongation westward from Gettysburg to 8 junction with the Hagerstown extension of the Western Maryland Rail: 5 so that a new road built east from Cumberlan: would, to the South Mountain, be the main stem of a line forking thence to Baltimore via the Western Maryland Railroad, and to New York via Gettyeburg, Columbia, Reading, and Allentown! An examination of the map will disclose the stragetic significance of this new route from Maryland to New York. And as trains are now run on a combination time table, from New York to Columbia, itis notimpossible (es- pony ifthe Gettysburg Railroad be worked to the plan) that new links between Colum~- bia the Western Maryland Kailroad extension will be built; for, if built into Maryland, st will also be extended hereafter to W: m, thus filling outa back door line from Washington to New York, as well as from Eastern Virginia and Western Maryland to New York. the Potomac south, too, the open yalleys of Virginia will invite tarther extensions and more distant connections, Verily, the existing Atlantic trunk lines are being menaced on all sides by new born rivals, animated by no mean ambition! And when we review what has been done, who shall say that this or that project or enterprise will not be consummated! Hit ALREApY.—The price of copper has gone up forty pounds sterling per ton, and England has begged Spain to leaye Chili alone. But Spain is notso ready to listen to England's voice. She answers Lord Russell's remon- strance with the assurance that Spain “has re- solved not to permit its dignity, causelessiy and gratuitously affronted, to remain without the just reparation to which it is entitled.” The Spectator remarks: “If England goes a step further than advice, it is very doubtfal whether the Spanish nation, morbidly proud and sensitive, aware that its trade is of minor importance, and conscions that at the worst it could lose to us only the Philippines, would not accept the challenge. In every part of the country, merchants in view of the tall they know is inevitable are already mark- ing down their goods and curtailing their pur- chases, knowing that it is unsafe to hold stocks purchased at the late high prices. The produce market is also staggering. Grain and pork have gone down, and there is every indication that they have several steps in the same direction to take yet. The people have bui one course to pursne. Buy cautiously and carefully. pay for what- pend gee buy, avoid debt as & pestilence, live within your income. speculate on nothing, bat keep everything shipshape and in order.
