We have to say to the gentlemen ot Divinity Hall that we don’t “feel like” send- ing our paper to them gratuitonsly;and we think it would be much more manly and cre- ditabie on the part of the Divinity Hall brother- ood and similar brotherhoods to go to work nd earn the money to pay for their papers and mageziwes, raiber than to sponge on the news- paptr publishers for them. A similar request on the part of the Divinity Hall folks addressed to their baker, butcher, or grocer, for gratui- tous bread, meat, and sugar, would be con- sidered slightly mpertinent; and why newspa- per publishers, who make less profit on their gocds, (usually getting barely more than the | cost of the white paper,) than the baker, butcher and grocer, should be singled out for such gratuitous contributions is hard to deter- mine. Anybow, we don’t feel like it. THE RAM STONEWALL. ‘The ram Stonewall, which arrived off Gies- boro on Fridwy last, came upto the Navy Yard | yesterday. On Satarday afternoon the mem- bers of the Farragut Court Martial. now en- gaged in the trial of Commander Craven for Zailing to attack the Stonewall in the Niagara took a short trip in her to ascertain her sailing qualities, going down as far as Fort Washing- ton. The Stonewall made about ten knots, and was bandled with the greatest ease, being turned witbin her length, she having two rud- Gers and two propeliors, the latter being ar- ranged to work together or separate. The Stonewall will attract many visitors to the yard during her stay, there being much cu- rioeity to see the long prow, which extends twenty feet from the hull, and is 7% feet in Gepth below the surface. ‘There are a number of iron-clads at the yard, mong them the Miantammab, Tonawanda, Waxraw, (couble turrets,) Saugus, Montauk, Msbopec, Chimo and Casco, (single turrets,) Rhode Island and Hornet, which recently con- voyed the Stonewall from Havana; Swartara, pew vessel fitting out; Saco, receiving new ma- chinery; Marblebead, receiving an overhaul- ing; Arcutney, ordnance boat, and Rescue, yard tender. PARDONED, On Saturday, the President pardoned Major Echele, who was engineer of the rebel de- fences ef Charleston, S. C. This is tne first Pardon issued to graduates of the West Point Academy who entered the Confederate service, and was granted in consideration of the fact thst Ecbols is the author of an invention promising to be of great yalue to the Govern- ment, Which he could not have patented until be was restored to the rights of citizenship. . AN ADMIRABLE APYPOINTMENT.—William Prescott Smith, Esq, of the Baltimore and Obio Railroad, has been appointed by Presi- dent Johnson a director in the Pacific Rail- road. New ParEr.—A new weekly paper, styled “The Price Current,” has been started in this city by Mr. N. Sardo, a gentleman who has had much experience in publishing. Trouble Brewi with the French Picea tween the Un New Or.eans, Nov. 25.—Gov. Parsons, of Alabama, recommends the passage of an act declaring that the freedmen shall have the same measures of protection now secured to the non-voting white population. The Matamoras Ranchero of the 10th instant says that the firing on the steamer Antonio the north bank on Tuesday last, was one ore most dastardly outrages perpetrated on the frontier. The Antonio, having on board a detachment of French marines and two field pieces, was finding her way up the river under n heavy fire from the combined force of the Literals, She grounded seven miles below the city, and while engaged with the enemy on the Mexican side, a furious fire, at long range, was opened u her from the neutral side of the river, which was effective, wounding two marines. The Liberals on the south bauk were dressed in Federal uniforms. The French commander retused to return the fire from the Texas bank. The same paper says it appears to be the settled purpore of some men to bring on a war between the United St: and Mexico. It also says the outlaws haye m on the American side in force, enlisting recruits, &c. The Antonio was fired upon from the Texas shore, near where Cortinas had been camped. BILLIARDS BILLIARDS. The Treasury Department issued last week $3,275,625 in National Bank currency, making a total now in circulation of $217,395,440. Prize claims were adjusted in the office of the Fourth Auditor lact week to the amount of $32,000,000, Certificates of indebiedness to the amount of $957,150 were redeemed during the week, and $310,150 in matilated currency destroyed. A distinguished member of the Senate Fi- nance Committee bas expressed himself in fa- vor of reducing the taxation to the amount of 100,000,000. believing that the condition of the Treasury next year will fally admit of it. The Senator is opposed to substituting a tax on sales for the income tax, as proposed by many, although he admits that there will probably be adopted some important modifications of the present income tax laws. SOUTHERN LABO . The Freedman’s Burean to-day received from Montgomery, Alabama, a communication, enclosing acopy of @ proposition made by a firm in that city to supply white labor. The company advertise that they will furnish Ger- man emigrants at the following rates per year: Men, $150; women, $100; children, from twelve to fourteen yeare, £50; and house servants $15 per month. They also contract that the emi- frants thus hired out shall livein the negro shanties, be fed on the same food as the slaves received, shall pay $25 apiece from their wa- ges for getting the situation, and when sick the time sball be deducted, they ying theirown doctor's bill, and boarding lyes when outof work. The Paymaster General bas issued a cirenlar directing that no claim for veteran bounty will be entertained unless the claimant has hereto- fore been recognized and borne on his company rolls as such veteran; that colored soldiers applying for bounty should state whether they werp mustered in as “free on or before April 19, 1561,” or were “enrolled and subject to draft” at the date of enlistment; that if the claim is for back pay, the man must name the months for which he claims, and state where and on what rolls (hospital or other) he has been mustered, or where he was on each mus- ter-day, from the time he first claims pay to date of discharge; that in cases of claims for unsettled clothing, the sworn statement of a commanding officer of the company to which the claimant belonged, sustaining the claim, must be filed with it; and that if the claimant be an officer, he must state when last paid, and, if ponsibia, the name of the paymaster who paid him. The work seems to have been done in a solid, substantial manner. The structure, itis well known, was entirely di- vested of all its interior finish and furniture, leaving nothing but four naked brick walisand the roof. It is now divided into three stories, with aspacious skylight in the centre. The three floors or stories, into which the structure is now divided, are composed of brick and iron, and finished in the usnal mode of fire-proof buildings. The upper two stories consist of galleries extending sround the four sides of the building and lighted from above. - CLEARING THE Cn EL.—The contract for dredging the bed of the river has been awarded to Stoenmyer & Co; the City Council having, ata meeting on the Sth instant, appropriated $5,000 for the purpose, and constituted Messrs. Berry, of the Board of Aldermen: Edes, of the Common Council, and George Khinehart and E. M. Linthicum a committee to prosecute the undertaking. The dredging is to commence ai Cable Point, and extend up about half a mile: bntit is said that the amount, judging by the experience of the past, will ndt suffice to com- plete the work, and that Congress must appro- priate at least as much more.
