A telegram from San Francisco states that letters have been received there from & com- mercial firm at Mazatlan, which report the feeling against the French as becoming stronger and strongerevery day. Large purchases of wine and other commodities made in San Fran- cisco duriog the summer on French account, bave been rejected by resorting to the subter- fuge of short weights and inferior qualities, to the detriment of the merchants. general condition of the country was deplorable, and under no other government would things have been in such astate of chaos. Most of the French troops have gone to the Northern frontier. It was said that there would bea general re- —— af the few hundreds remaining at Mazat- lan should follow. Information has been received of the landing in Cuba of another cargo of slaves from Africa. The number of negroes comprising the cargo is variously estimated all the way from one to eight hundred. The landing was effected on the northwestern portion ofthe island, on the Sepeerrang of a very wealthy man, named ‘rancisco Martinez Torrens. Some of the Africans, it is said, were seized by the author- ities, but afterwards given up to the slave traders. ‘Fhomas J. Carver, special bonded agent of the Treasury Department for Choctaw county, Alabama, and lately tried at Mobile by a mili- tary commission, charged with fraudin a reye- nue transaction, bas been sentenced to pay a fine of $9,000, and suffer one year’s imprison- ment at hard labor in Nashville. VESTVALIIN DeapLy Fear—Her MANA- GER ARRESTED.—Thomas Maguire was arrest- ed yesterday, upon the complaint of + Vestyali, the Magnificent,” on the charge of making threats against her person, from which she al- leges she stands in fear of said Maguire. Her complaint alleges that he threatened to break every bone in deponent’s body before deponent shall leaye the city, and in making said threat used the following language: ++ You d—d fiend, under the mask of a woman, (repeated three times with violence and gesticulation,) take care; you have come tothe right man. I'll rove that you have bones in your flesh, and Before you leave the country I'll break every bone in your body;” and deponent fears that the said Maguire will attempt to carry his said threat into execution, and believes her life to be in jeopardy in consequence of said threat, unless the said Maguire is restrained by law. The complaint is signed in a masculine style of handwriting, “Felicite de Vestvali,” witha business-like quirl underneath. This, of course, is the official record of one-half of what may bea very exciting story.—San Francisco Bulletin, Oct. 2 FAaLt 1x Domestic Goops.—The New York Journal of Commerce thinks that, though all the classes of commerce show a decline, “that it does not follow them from any known facts thatstaple goods may not be as high in the spring as they have been this fall. Producers will crowd their looms anda dull operation may create a panic in prices, but the causes which have stimulated and sustained the spec- ulations of the last two years are by no means removed, or in process of removal.” On the same subject the Financial Chronicle says: “Goods of all kinds are rapidly accumuiating, very much against the wishes of holders. The bottom is not yet reached, but a further reduc- tion of fine or seven per cent. will bring about & reaction, and the trade that willsurely follow that reduction will soon clear the market of the present accumulation. Prices are not yet down to those of the last week in August. at which time trade commenced so briskly. The long period of dullness which has tollowed the unwarranted advance of September and Oc- tober will suggest more caution should trade again spring up.” 6 en RECOVERY OF COLONEL DAHLGREN’S Lec.— Through the efforts of detectives Lohman and Vernon, the false leg which was captured in March 1864, from Colonel Ulric Dabigren, who was killed while on his retreat from a raiding expedition near this city, has been secured and restored to his friends. The detectives haying received information which led them to sus- Ecc where the false leg was, proceeded to the jouse of Mrs. Carter, in Albemarle county, near Charlottesville, where they found it upon the person of N. P. Ballard, who had been wearing it forsome time, he haying lost asimi- Jar member in one of the battles of the war. Mr. Ballard readily gave it up and stated that he had received it as a present from a relative, who had purchased it for him. It will be re- membe: that a short while since detective Lohman secured the ring which was upon the little finger of Colonel Dahlgren, that was cut off at the time of his death.— Richmond Engqairer. &7 A letter to the Galveston-Houston News, dated Austin, November 4, says Gen. A deter- mined opposition is expected when the resolu- tions come up for discussion. Second Day—Bishop Early called the con- ference to order and read & passage of Scrip- ture. Prayer by Mr. Head. Dr. Smith a the conference. He ead this was forty-first consecutive conference he had attended. He spoke of the prayer meetings of the conference as being of the greatest importance to the preachers. These meetings had always benefitted him ina great degree. In the nature of things men must disagree in their views, and to prevent burn. ings and sinful feelings one against the other, they onght to pray especially that none of these should be allowed to enter theirfhearts. Love, charity and forbearance should be cultivated by the brethren. Dr. Smith then led in prayer. Biethop Early addressed the conference. He said it was ead for the conference to pray for national blessings as well as for nat blessings, and asked Mr. Bennett to offer upa suitable prayer, whidhhe did ably and elo- uently. . Tuthop Early introduced Kev. Mr. Wilson, of the Raltimore Conference. He was received by the members rising. Mr. Granberry presented a memorial from the official members of Market-street Church, Petersburg, expressive of their fixed convic- tien that the office of presiding elder ie an un- wise outlay both of money and ministerial talent. They find no fault with their presiding eider, Rev. H. B. Cowles. Do not ebject to the incumbents but to the office. Mr. J. L. Shipley presented a memorial from High-street Church, Petersburg, endorsing the Market-street memorial. A memorial was received from the Washing- ton-street Church, recommending to the Gon- ference: 1. The extension of the pastoral term. 2. To increase the number of bish: s0 that they may have time to visit the different fields of their charge, besides presiding over confer- ences. 3. To abolish the office of presiding el- der, or 80 modify it as to make its incumbents more useful. 4 That lay delegations be ad- mitted to conference. Alter a lengthy discussion upon the infor- mality of the memorial trom the Washington- street Church, Petersburg, all three papers were referred to the committee on the state of the church. Mr. Bennett presented the following Paper, which was referred, after much discussion, to the committee on the state of the church. Resolved That the committee on the state of the church be instructed to inquire into the expediency of memorializing the General Oon- ference so to alter the economy of our Church as to secure the following changes: 1. The extension of the term of the pastorate to three years consecutively, or more, as the Generai Conference may decide. 2. The abrogation of the office of presiding elder as such, and the substitution of the plan of chairman of d.stricts. 3. The admission of lay representation into the legisiative and executive councils of the Church. 4. The abolition of all regulations in reference to the salary of preachers. 5. The removal of the class-meeting test as a condition of membership in the Church. 6. The abrogation of ihe probationary sys- tem, and the substitution of some plan for the reception of members that shall effectually guard the doors of the Church against an- ‘worthy applicants. . 7. The increase of the Episcopacy, so as to. secure & more thorough an: ere en pastoral oversight of the Church by its chief pastors. &. The propriety of establishing a depart- Ment of biblical instruction in our colleges, for the benefit of young men who feel called to the work of the ministry. W. W. Bewvert, J.C. Graneenry. The reference of the last paper to the Com- Mittee on the State of the Church by a large majority vote was regarded by the more earnest and leading advocates of re‘orm as indicating a decided preponderance in favor of the reforma- tive measures proposed. Not simply because the paper was referred, but because, under the interpretation of the bishop, it was understood by the conference that In voting the reference to the committee they were in the main favora- bly endorsing the points of change proposed. Conference adjourned to Friday morning. WASHINGTON COLLEGE—General Lee.—In speaking of the losses of this institution by the war, and its present condition financially, the Staunton Vindicator says: “These funds, being mostly in State securi- ties and James river bonds, are now unavail- able, and a proportion, over $15,000 in bank stocks, are utterly lost. General Hunter's (Federal) army, while in Lexington in i864, destroyed the property of the College to the ex- tent of #17,5U0, as estimated by a commissioner appointed by the Federal officer commanding that post. It is now desired to raise by public contributions the means to sustain the College in its usefniness until its endowments can be made available to restore its sacked libraries, its despoiled cabinets, its ruined philosophical apparatus, and its war-blasted walls. “1t is proposed also to raise a special endow- ment, the income from which shall support the chairs to which General Robert E. Lee has been appointed, and in which useful labors he is now so nobly devoting all the energies of his great soul. “A public-spirited citizen has headed the contributions of Augusta county with a thou- eand dollar bond.” GERMAN LABORERS LEAVING VIRGINIA— Within the past two days about thirty able- bodied and bealthy men, mostly Germans, have applied at the headquarters of this de- partment for transportation to Louisiana, be- cause they cannot obtain anything to do here. The condition of these men, want of work, is pitiable in the extreme. Such a state of things, in view of the existing demand for la- bor in the country, is remarkable. The farmers an the interior can scarcely be aware thatsuch opportunities present emeselves, or they would not suffer them toslip from their hands, ‘We would advise them to keep their eyes open.
