The Deaths at the New York Quarantine— Arrangements for Preventi) A Rigid Quaranti Vessels Arriving No ada) uonal dea: the examer Atlan York last Thursday, Dr. Wateer, in cli Lower Quarantine, Mace the following a aaeae “The stamship AUlanta was twenty.mree days from London and Havre. Had forty-eight cabin and five bundred and sixty steerage scngers, was in London seven days. All en boerd. London healthy as usual. Receiy: forty passengers on board. and steamed for Havre, where she lay two days, and received. the Balance of passengers. During the passage had sixty cases and erxteen deaths from cholera, The cases occurred as enumerated below; be according to (he & ship, seven deat of the hospital sifip at ew York, on Saturday eondition.”* - the above report it will be seen that the Atelanta was seven days in London before leaving for New York. At the former city she received forty passengers and then left for Havre, where over five hundred additional paseengers were taken on beard. There were then over six hundred passengers in all, and the vessel is described as bei in a*very filthy condition.” The surgeon of the Atalanta states that seven deaths occurred smong the ne gers before they embarked at Havre. The cabin patrengere were not at all affected by the dis- ease, whnle thore in the steerage encountered it in & very virulent form. This isa very sug- gestive fact and one worthy of consideration ‘There be several reasons given for this confinement of the cholera to a certain portion Otheship. It might haye been uncleanliness want of pro} vent Jation or other causes, bn it certamly ts a singular fact that none of the cabin passengers were stricken down. It i another stron; roof that the disease is ng contagious, which has heretotore been fre quently asserted. The Atalanta will sow be thoroughly fumigated, and the passengers who enjoy periect health will be allowed up to the city when all symptoms of the cholera en board the vessel have disappeared. The steerage passengers on the Atlanta did not know, it is said, till they arrived at this port thai the disease that was among them was cholera, Some of the most intelligent among them suspected the fact, but the physician care- tully withheld positive information from them, fearmg the effect of excitement among them. It is thought that this accounts for the fact that only fifteen of the five hundred persons who were exposed to the disease died of it. The pas- sengers manifested very little anxiety; they did not seem to be much alarmed even after the learned the nature of the epidemic from which they were suffering. The cabin passengers, who became aware very early in the yoyage that cholera was on the vestel, adopted the wise plan not only of mak- ing themeelves as comfortable as possible, bat of diverting their minds from the subject of cholera by singing and amusements of various kinds. hey were careful concerning their diet, but in other respects they lived without any apparent regard to consequences. Some of the steerage passengers decided towards the close of the voyage, to follow the example of the cabin passengers; and they wo sang and oc- cupied their time in the manner most likely to banish melancholy thougbts. ° The dead were buried soon after they had breathed their last. They were not in any case kept more than an hour. The burial was m the ordinary form; and the usual burial sere vices were held. The deputy health officer was conducted to the steerage of the Atlanta between nine and ten o'clock Friday evening. There was no light except that which came from a lantern; and only one of the passengers could be seen atatime. They were not separated, but were in their berths as they had nm placed when taking passage. Nine or ten were sick; two of the number were in a state of collapse; othera were in the first stages of cholera. There were no unusual sights; but a few persons were groaning. On Satarday the hospital ship Florence Nightingale was sent down to the wer Bay. Stores, ice, medicines and all other necessa- ries were placed on board for the comfert and treatment of the patients. On Friday night some thirty men were put on board of her, who made all necessary changes so as to make all who require treatment as comfortable as possible. Dr. Theodore Walser, Deputy Health Officer, will have enture control of the vessel. All the cholera patients were removed on board Saturday afternoon. The remaining passengers, together with the smallpox pa- tents, will remain on the Atalanta for the present. The following is the report of the physician in charge of the hospital ship: STEAMSHIP ATALANTA, November 4, 1865.— Messrs. Howland & Aspinwall: Dear Sirs—The first impression of the condition of the Ata. lanta was rather unfayrorable; but a closer ex- amination aseures me that all was done for the unfortunate passengers that circom- stances admitted. The disease is of a mild ‘ty presemt unfavorable weather may unpleasant- ly affect the character of the disease. Respect- fully, your obedient servant, Trropere Watser. The Steamship Europe. The steamship Europe, from Havre via Brest, which arrived Friday evening, is also detained atthe lower quarantine for observation. Dr. Walser reports the facts as follows:—All are well on board. Affidavits have ween furnished eetting forth that no cases of cholera were known in Havre previous to the sailing of the steamer. She was in Brest but three hours, and that port was perfectly healthy. according to the statement of the purserofthe ship. The greater number of the passengers came from Paris, where cholera prevails, but not as an epidemic or to any extent, according to the statement of Bishop Lynch, of Cnarieston. Nearly all the baggage coming from Paris is in the hold, which bas not been opened duru the voyage. All on board were perfectly wel during the voyage. The passengers claim that @ number of their acquaintances from Paris came by way of Liverpool, and obtained pre- tique atonce. The vessel is detained for fure ther examination, and it is understood that she will not immediately come to the city. The decision of the question, it is understood, will be left to the health commissioners. The pas- sengers will be retained on beard, or, as the case may be, on Sandy Hook, till next Toes. day. The same course will be adopted as re- garde all vessels arriving from any port where the slightest symptoms of cholera have showed themsel ver, seventeen days being allowed to ela; from the time of their starting before they will be permitted to discharge either sengers orcargo. The passengers of the Eu- Tope will only be allowed to come on shore with whatever clothing ee have loose, not being permitted to unpack their trunks till all have been carefully famigated. A meeting of the Health Commissioners was held on Saturday afternoon at the Mayor's office. Drs. Sayres, Swinburne, and Mayor Gunther were present. It was determined that no vessel from a foreign port should be ad- mitted up to the city without a thorough exam~ ination being made, and a certificate, s b; the Commissioners of Quarantine and the Test dent physician, tranemitted w the Mayor. Other vigorous measures to prevent the disease getting into the city have also been decided on, including 8 thorough system of internal sani- tary operations. The New York Conmercial of egy says: Notwithstanding the arrival of the AUanta with the cholera on board is the subject fore- —S the public mind, and constitutes the principal topic of conversation among all classes of our citizens, there is no panic; and there seems to be a general determination to make the best of a dreaded matter. The late- ners of the season and the nearness at hand of cold weather are considered favorable to the non-spreading of the scourge during the winter months, and this fact is the ais which prevents a panic from seizing bola the people.
