Governor Humphreys has issued a proclamation urging the immediate organization of volunteer militia companies, and the Legislature is memorializing the Presi- dent to remove the United States troops and release Jeff. Davis. W.B. Wilkinson, of Lau- derdale county, was murdered by his former slave on Sunday last. General W. B. Wade also killed. The Federal soldiers and of Vicksburg have held meetings and resolved to defend their rights. A despatch from Victoria states that a party constructing the telegraph line toward the Russian possessions, while setting telegraph poles utone hundred and fifty miles north of Queenelle river, struck dirt yielding from seventy-five to one hundred doliar’s worth of gold per pan-full. The Evening Post of yesterday says: The Secretary of the Treasury sent a tele- gram to Senator E. D. Morgan, in this eity to- day, directing thatif the Health Commissioners of New York desire it, any blockade-runner in charge of Commodore Liell, of the Brooklyn Navy Yard, should be placed at their dispo- sal for the bbl maa of taking on board perso! who come to this port in any vessel or vesse! that may bring cases of cholera. Mayor Gun- ther, to whom the subject was referred, has written an order to the commander of the Navy Yard, anda vessel isto be despatched to the lower quarantine as soon as possible. The passengers of the steamship Atalanta, who have not yet been attacked by cholera, will be taken on board this vessel. The cholera pa- tients are already, it is understood, on the floating hospital, the Falcon; and any persons amongst the number are given quarters on the blockade-runner, ‘and those who become sick will also go on board the hospital ship. The Atalanta will thep remain in charge of the Health authorities; her baggage and ber cargo will be fumigated, and the time when she will be allowed to come to the city, if atall, is yet to be decided. The passengers who have been exposed to the epidemic will be detained at uarantine, until more than seventeen daye— the time allowed for the development of chole- ra after exposure—shall have elapsed. The passengers of the steamship Europe, who haye so urgently protested against their confinement at quarantine, are to be permitted to come to this city to-night under the orders of the Mayor, given after consultation with the health officer and resident physician. They have been more than seventeen days on the way from Hayre, and no cases of disease haye occurred on board. The vessel will then be famigated, so that the baggage, which was packed in Paris, will contain none of the infection ef cholera, and the vessel will come to this city to-morrow. Dr. Walser made a report yesterday in regard to the cholera patients of the Atalanta under his charge. There had been eleven more cases, and one person had died. The physician, also wrote to Howland & Aspinwall, the consignees of the Atalanta, eaying he thought all had been done for the bocleedipesged paper that circumstances ad- mitted of. ie added that the disease was of a mild type, though the present state of the oun might affect its character uafavor- a . The snbject of the ee of cholera has engaged the attention of the national authori- ties. The acting Surgeon General wrote tothe Secretary of State in October, recommending that be call the attention of the Governors of the respective States to the spread of the chol- erain Europe, witha view of preventing the introduction of the disease into this country. Some of the Governors of seaboard States to whom the intelligence sent hither by our con- suls from the Mediterranean ports was com- municated, took early action by recommending sanitary reforms, and Mi 2a measures for preventing the ravages of the disease. A PHoXoGRarHIC CorpyRiGnt Svuit—An interesting suit, relative to property in phono- graphic publication, has m argued in the Cireuit urt of the United States for the Southern District of Ohio. The style of the case is A. J. Graham against Benn Pitman. The phonographic art was invented in 184) by Mr. Ieanc Pitman, of Bath, England. It was shown that Mr. Benn Pitman, the de- fendant in this case, though laying no special claim to invention, assisted his brother in experimenting, and that he has been intimately connected with the promulgation of pho- nography. In 1851 improvements were sug- gested; and in 1802 nm Pitman, at the suggestion of his brother, came to this coun- try to engage in the issuing of phono- Sens Pemcaiioas in the United States; bat not until 1856 were these improvements so far completed as to warrant their incorporation into the system. In 1856 Isaac Pitman deter- mined upon introducing them in the elemen- tary instruction books, and sent a copy to his brother, Benn Pitman; and afterward another on. to Fowler & Wells, of New York, in whose employ the complainant then was. Mr. Graham’s original claim was that he was the originator and inventor of these improvements, but the voluminous testimony upon this point ‘bas led him to abandon that claim, and he now sues upon the claim that he was the first to embody them in an instruction book. It was natural that the fire department shonld desire to increase its powers, but there were other Interests to be looked after. With no money in the corporation treasury for street improvaihents, building school houses, laying water pipes, &c., he thought this amount shonld Lot be lavished forthe purchace of an addi- tional fire engine.
