The report is prefaced witn pream- bles setting forth that a want of unity hereto. fore bas been a detriment to the interests of the community, and that commercial advantages are best obtained by united action, it is deemed important to form an association under the nae of the « Bourd of Trade of the District of Columbia,” the general objects of which shall be to promote the trade of the District and gen- erally take all proper measures for advocating the interests of the mercantile community. Article Ist sets forth the name; article 2d provides that the officers shali be a president, two vice presidents, a treasure: and secretary; article 3d, that the stated meetings be held on the third Friday of January, April, July and October, but a meeting may be called at any time by the officers on the request of the mem- bers in writing; article 4th, that the affairs of the association shall be managed by a board of directors, twelve in number, who shall be elected at the January meeting, andatthe Jan- wary meeting they shall make a report for the past year: article 6:h, that the funds of the as- sociation in the hands of the treasurer shail always be subject to the control and disposi- tion of the board of directors, but they shall bave no power or authority toenter into any contract whatever in behalf of the association, mor are the members to be, at any time, ac- countable for any contract made by the direc- tors of the association beyond the funds in the hands of the treasurer; article 7th, that nomi- nations for membership may be made at a meet- ing of the directors or association, three-fourths of the votes present being necessary for an election; article Sth provides for an annual contribution of ten dollars, payable on the Ist of November, and a forfeiture of membership in case of refusal: article 9th, that houses com- posed of more than one member shall be con- sidered as individual members, and entitled to one vote only: article Ith, that amendments may be proposed at a stated or special meeting and ratified at a subsequent one. Mr. Shepherd stated that the articles were nearly the same as those of the Philadelphia Board of Trade, a few alterations only being made which the committee thought necessary. ‘The committee had had before them the con- stitutions of Boards of Trade of various cities, and had taken this as the most simple and best. The articles were considered seriatim, and adopted. While the articles were being considered, Mr. Utermehle inquired whether the object ‘was to bave the association composed of mer- chants alone, or was it intended thatevery man transacting business here could, if he desired, come in. Mr. Sbepherd stated the object was to interest the whole community, and all classes would be welcomed to the arsociation. Mr. Utermeble said that the paltry sum of $10 per member would not begin to give them anything like the sum which would be needed if they intended to fight the great monopolies. This was not all. Washington should make an effort to secure the Southern trade, and also establish & line of steamers. Mr. Shepherd replied that $500 from each member would not affect much in opposition to the railroad menopolies alluded to. but much- could be done by united action, and the repre- sentatives of an influential Board of Trade. ‘The fee was the same as adopted in other cities, and if more money was wanted opportunities Would be afforded members to show their lib- erality individually. lf a Merchants’ Ex- change should be built, they could subscribe for the stock. Mr. Mitchell moved the appomtment of a committee to nominate officers to the meeting op Friday night - Mr. Utermebie moved the association now Proceed to eiect officers. After debate, Mr. Utermehile’s motion was lost, as it was deemed too late to go into the election of officers. Pending action on Mr. Mitchell's motion for the appointment of a nominating committee, the meeting adjourned to to-morrow night. Serer Gita OrpHANS’ Court, Judge Purcell.—Yesterday morning, letters testamentary were issued to Christopber O'Hare on the estate of the late Jobanna Grant. The will of Edward Pearce, of Georgetown, ‘was filed and partially proven. The estate of the deceased is bequeathed to his brothers and sisters, and nominates his brother, John W. Pearce, executor. Letters of administration were issued to Samuel L. Phillips on the estate of Ellen War- ren; to Simeon Matlock, on th estate of Chas. 3B. H. Matiock: to Elizabeth Webb, on the estate of Thornton Harris. Catherine Garretty was appointed guardian to the Srpran of Patrick Garretty. The first and final aecount of Elias A. Elia- son, guardian to Elien M. Rhodes, orphan of E. P. Khodes, and 10 Ebaa R. Rhodes, orphan of the same: of John Gordon, administrator of Ann Maisland; second account of W. and O. H. Morrison, executors of Wm.M Morrison, as relates to Louisa Calver; and balance and dis- tribution of personal estate of John Gordon, Were approved and passed.
