He admits that he had killed a great many men, but shields himself under the pre- tence that they were his personal enemies. One man he killed whilst lying wounded in a hospital, because he thought he might get well and give him trouble. Another was killed to put him out of his misery, he being fatally wounded. He confesses to the killing of twen- ty men, all in cold blood, and some under cir- cumstances of shocking barbarity. Of the murder of a negro soldier he simply remarks, “I didn’t think niggers had any business in this war, andI killed him.” Let us hope that the Rebellion produced but one such wretch. Jerr Davis’ Famity._The Richmond Times of yesterday says: Mrs. Jefferson Davis is residing at the house of Mr. Schuyler, near Augusta, Georgia. She enjoys her usual robust health, is under no surveilance, and is permitted to correspond at will with her husband and friends. Burton N. Harrison and Colonel Lubbock, of Mr. Davis’ military family, are still in soli- tary confinement at Fort Delaware. THE SANDERS ABDUCTION CasE.—The trial of Adams, Clayton, and two others, charged with kidnapping George N. Sanders, has been “hanging fire” before a Canadian jury at Mon- treal. A dispatch dated October 2ist, says:— The evidence was very nearly the same as in the former trial, and the judge charged strongly against the accused, urging that the honor of the country, and the sacred principles ot a free asylum for strangers, private as well as public honor, consciences and everything, called on the jury for a fair verdictin accordance with the facts. The jury failed to agree and were locked up from Saturday noon till Monday morning without arriving atany determina- tion. ESCAPE OF PRisoners.—Four prisoners named John . Thomas Conners, John Cunningham, Jerome Donovon, confined in the county jail on charges of felony and burg- lary, this morning, when the jailor was absent, knocked the turnkey down, ran over him, and made their escape, taking with them a loaded rifle, belonging to the jailor, which was setting behind the door. Donovon was caught, but the others made good their escape and it is sup- posed have made their way to Washington, where, being very notorious characters, they are well known. Mr. Bushby, the jailor, has offered a reward of $20 each for the apprehen- sion of the escaped prisoners.—Alz, 7 - rete, 25th. 4 we FINANCIAL.—There was less movement in New York stocks yesterday, but the market had am upward tendency and ruled firm. Section 4 repeals so much of the act Of July 27, 155, as authorizes the construc- tion of & branch road from Maryland avenue up 7th street to the canal, and thence to i4th street; and section 5 reserves to the Corporation the right to enforce euch regulations as may be necessary to have kept ia repsir, at the ex- pense of said company, its different wacks of railway. Mr. ; SEES stated that he considered this bill much better than that drawn by himself, and would withdraw it. Mr. Rheem moved to amend the pill by stri- kivg out the second section, but subse queauy withdrew the motion. Mr. Wright said that it was understood that the railroad com: Y proposed toerect a cepot north of the canal, and ultimately expected the right of way down 6th street from Maryland avenue. The firet section, giving the right of way over the Long Bridge, should be stricken out, for the Corporation bad no authority to give the rightot way over the Long Bridge. He was opposed to the bill, because it was giv- img the railroad company the right to make our thorongbfares a network of rails, and it would meg pew gn Property upon the line of the road at ttwenty percent. He would be a loser to that amount. He moved to strike out the first section. Mr. Moore (Vice President Peugh taking the chair) said that he expected that tae Seventh Ward delegation would oppose the bill, and was aware that pong residing directly on the streetsin which the road is or was proposed objected to the running of cars over it; but a crisis had arrived, and something must be done, and that speedily. The Council had passed a bill which would have effectually stopped the cars from running through the streets, but it hangs fire in the upper Board. The running of steam cars along Maryland avenue was certainly contrary to law, buat there were no regulations to prevent them now, and the bill proposed now to provide for their running under police regulations. The present city government was not respon- sible for the present state of affairs, which has cost the Corporation $50,000. We caunot repa- diate the debt. If the company go to Congress and say the Corporation was churlish, Con- gress indy give the company what they ask, and the Corporation lose the money. The com- pany had made a liberal offer, and he wished the Corporation to meet them so they could not say shey had made a move to compromise and were refused. The pressure is great for a through line from North to South. Mr. Wright eaid in Philadelphia the cars were carned through by horses as aixo in Bal- timore and he eaw no reason why they could not be carried through in the sume manuer here. The company had not made an offer un- ul they wanted this franchise. Who will re- imburse the property owners for their loss ? Mr. Moore said they could not stop them trom running along Maryland avenue. Mr. Wright replied that it could be done by injunction, and it ought to have been done as itapjured every one living along the line of the road. Mr. Moore said the bill did notgive any righ butonly the consent of the Corporation. e warned the members if the Corporation refused ‘o compromise they would be put ina wrong light before Congress, and possibiy the privi- leges would be granted without regard to the Corporation. He bad taken, in preparing the bill, the advice of a legal gentleman, who was cognizant of the whole history of the transac. tion. He did not think it right, in view of the protest of the delegates of the ward mostly interested, that the bill should be passed in its present shape the people were willing to have horse power used. Mr. Fi son said the bill restricted the run- ning by ves to the rate of speed of horee cars—four miles. Mr. Hamilton said he never had nor would consent to the running of steam cars through our streets. Mr. Ferguson moved the previous question on the third reading of the bill; carried. Yeas—Messrs. Mr. Wright said it the bill was suspended he would tee to sue out an injunction. Mr. Rheem desired to explain that he voted for tbe bill as the best solution. Mr. Mead said it was an outrage to allow steam engines to run throngh the streets en- dangering the lives of ——. and he thought the corporation had a right to stop them. Mr. Wright said if the object was to go te Congress they were going the wrong way. The T course would be to enter a protest st this measure, not to grant it.
