HOMEWARD BOUND. The Fredericksburg Route to Washington— Railroading Through a tle Ground— Stonewall Jackson—Marye's Heights— The Proposed Alexandria and Fred- ericksburg Raileoad—On Beard the Key- port. (Editorial Correspondence of The Star.) Ox Boarp SreamERn Keyrort, Potomac River, Oct. 20, 1865.—Our Washington party is now fairly headed for home. Previous to leaving Richmond the party received an inyi- tation from the new line of steamers from Richmond to Baltimore to make the trip by their fine boats to Baltimore. We had, how- ever, already accepted the invitation of the Fredericksburg and Aquia Creek line to return to Washington by that interesting route. A new and handsomely furnished special car was assigned us, and on reaching it we were met by Superintendent Ruth and Oapts. Bragg and Gentry, of the Fredericksburg road, through whose courtesies the party were enabled to enjoy the trip tothe bestadvantage. Ourparty were also accompanied by several gentlemen of the Richmond press—Mr. Wade, of the Ke- public; Mr. P. E. Wiltz, jr. of the Bulletin, and others. At Ashland Station we were received by Dr. Lackey of the Ashiand Hotel, where a break- fast had been prepared for the delegation. This important matter attended to, the party were in excellent condition to do the sight-seeing along the road from there to Fredericksburg, which line abounds in localities made famous during the war. For some ten miles south of Fredericksburg the road courses through the territory through which Grant forced his stubborn way while «fighting it out om that line.” Skirting us on the left were the long line of hills with their miles of fortifications held by Lee and “right flanked” with such con- for captures made by the Alabama, or refer the question to any forei; State. The Govern- ment hewever is ready: to consent tothe ap- pointment of a commission, to which shall referred al} claims arising ie | the late civil war which the two powers shall agree to refer to the commussioners, Mr. Adams considers there is now ne dispute as to the fact that the recognition of the Seuth as a belligerent was an actsuch as was meyer done by ohne nation toward another ina state of amity. He charges the British Gfovernment with having aeted without knowledge and upon presumption in assuming that evidence ofthe blockade was imperfect. The blockade was in consequence not the cause of the British licy. Pre intimates thatif the doctrines and prac- tices of the British Governmentare allewed to become arule. the United States will not be the greatest losers thereby. Mr. Adams does not appear to think the pro- posal of Russell, to refer the questionin dis- ute toa commission, will be accepted by the Jnited States. Arrests of Fenians continue in Ireland. Thirteen were committed for trial at Cork, and a number at Dublin. It is reported that one of the Fenians would become an informer, and reveal the-antire se- crets of the organization. A Swiss paper says before Uaptain Wirz left Zurich for America, he was imprisoned for forgery and embezzlement. FENIAN CONGRESS. PuiLapetruia, Oct. 23.—At the session of the Fenian Congress, on Saturday might, the Committee on the Constitution and Govern. ment reported a new constitution, which effects radical changes, abolishing the Central Coan- ciland creating & Senate, fifteen in number, and abolishing the office of Head Centre aud creating @ President and Military and Naval Bureaus, with secretaries of the treasury and war, who shall have control of their séveral departments. (Editorial Correspondence of the Star.) RicumonpD, Va., Oct. 19, 1865.—A prime ob- Ject of interest to all visitors to Richmond 1s of course the State Capitol building, used by the Confederate Congress. As we passed through the grounds on our way to it we encountered a colored boy, bearing on his shoulder a gilt- dettered sign, worded, “Hall of Congress,” and which proved to be the one used over the door of the lower house of the Confederate Von: gress, and which was on its way to the painter to be re-lettered with the old designation of the State Senate Hall. One of our party, with an eye to securing a somewhat curious relic, en- deavored to purchase the sign, and represented with considerable eloquence to Capt. Freeman, the yenerable “‘ommissioner of Public Build- ings, that in his official capacity it was his duty to his State to realize as mach as he could trom all old lumber; and that any other piece of board would answer quite as weil as this for the Senate sigr. But the old gentleman is a strict constructionist, and declined to nego- tiate. In the Central Hall, occupying the po- sition relatively of our Capitol rotunda, is the Houdon statue of Washington, also an antique three-story stove, which not only enjoys re- nown for the past as the heater of the old House of Burgesses, but is in present repute as doing the warming for not only this hall but also the adjoining House of’ Debeghiee: This it may do, as both hall and house are rooms of moderate dimensions, Turning to the left we were ushered into the room occupied by the Confederate lower house. It was originally a small-sized room used by allsides. For miles the forest trees are scarred and dismembered by balis after a fashion that gives & more vivid idea of the frightfal storm of metallic hail poured out in modern warfare than whole volumes of description. To the right of the road Capt. Bragg pointed out a square brick house surrounded by shrup- bery, the residence of Dr. Kenney, where Stonewall Jackson breathed bis last. Jackson is the — of the South. Criticism deals freely with Davis, andeven with Lee (except as a defensive general,) but for Jackson there is no word but admiration. Not far from here is the locality where Gen. Gregg, of South Carolina, was killed, Marye’s Heights and the famous stone wail, taken and lost again and again, are alsoin full sight as the train enters the outskirts of Fredericksburg. At Fredericksburg the Railroad Company have re-erected a substantial bridge, as they have also at Potomac Run and Accotinck. The road throughout is in excellent condi- tion, well provided with rolling stock, and has three new engines, nearly Anta rary A road is contemplated between lericksburg and Alexandria, to connect with the Fredericks- burg road at wong feed ti Crossing, six and @ half miles from Aquis Creek. If this branch road should be constructed, as in ail proba- bility it will, the trip from Washington to Richmond can then be made in fire hours and a half. The trip is now made by this route to Richmond in two anda half hours less ume than by any otherroute. A sufficient amount ot capital stock having already been sub- scrjbed for making this connection, and the first instalment paid the commissioners under the act incorporating the Alexandria and Fredericksburg Railroad Company, a meeting of the stockholders will be held in Alexandria on the 28th of October for the purpose of elect- ing a President and Board of Directors. At Aquia creek the party were welcomed by good-looking, go-ahead Capt. Frank Hol- lingshead, of the Potomac steamer Keyport, and by Mr. Needham, of Baltimore, so well known in connection with leading steamboat enterprises, who is an owner in the Aquia creek line. Mr. Needham keeps some fifteen steamboats in motion, and as he is a young man yet, and full of business enterprise, the chances are that he will have as many squad- Tons afloat before he dies. The courtesies of the Potomac, Fredericks- burg and Richmond line culminated in a fine banquet on board the Keyport, to which the party, with appetites s! med by their ride, addressed themselves with zest. Capt. Hol- lingshead did the honors, and remar! were made by President Lloyd, of the Board of Al- dermen, and by other members of the delega- tion, expressive of their warm appreciation of the kindnesses and courtesies everywhere ex- tended to them on the trip, and especially by the Potomac, Fredericksburg and Richmond Mr. Canfield, from the committee on fire de- partment, reported a bill appropriating $700 tor the parchase of a hose ree] for steam engine company No. 3; passed. Mr. Gulick, from the finance committee, re- Ported a bill with a substitate, imereasing the salary of the Messengers to the Mayor, Regis- ter, and Water Registrar, to $600 per annum; passed. Also, the petition of H. B. Benson for the remission of taxes overpaid, and asked to be discharged from the further consideration thereof; agreed to. Also, & joint resolution authorizing the Mayor, in conjunction with the Corporation Attorney, to take such judicial st &s may be necessary to determine the rights of the Corporation to the wharf sites along the Potomac river; . Also, a bill Suthorizing the correction of the illegal assess- ment upon the Capitol stock of the Franklin Insurance Company; passed. {This bill was accompanied by a written opinion of the Cor- poration Attorney, stating that in this case it was the duty of the Corporation to revise the assessment. } Mr. Magruder, from the committee on the Asylum, reported a bil) Sppropriating $580 to put a furnace in the Asylum; passed.
