LOCAL NEW. AMUSEMENTS TO NIGHT. ‘WASHINGTON THEATER.—Last week of the New York combination. Tue FourTH Warp (Davis) EXEMPTION CLvus.—Las: evening, this club met in Uouncil chamber, City Hall, Mr. Clayton in the chair and Mr. McNairsecretary. It was announced that out of the club, which is composed of fifty Members, thirteen were known to be drafted, one bad reported and been exempted, and three had been accepted. The Chair stated that a Proposition had been made tohave the time fer Feporting extended sixty days, and that the funds of the exemption clubs throughout the city be consolidated and used for obtaining recruits South to be put in to the credit of the city, which, it was thought by some, would ‘work well, and stop all further draft here. He, however, believed that no definite understand- ing had been arrived at. Some little debate ensued as to the mode of paying the members drafted, and finally a res- olution, offered by Mr. A. R. Benner, was adopted authorizing the payment of $325 to each of the drafted men who produce evidence that they have been accepted, and that after the total number of dratted and accepted men @re ascertained, the surplus to be equally di- vided among them. Se Se Sa Ice tn THE SusQuENANNA.—Much inconve- Nience has been occasioned to the traveling ublic by the obstruction of the trains by ice at javre-de-Grace, and a large number of vis- itors to this city are still detained here, who expected to leave immediately after the inau- guration ball. The ice in the Susquehanna commenced breaking up on Monday, and at night become so jammed as to prevent theferry boat from crossing. The consequence was that Bll the passenger trains both from Philadelphia and Baltimore, on arriving at the river on Monday night, were compelled to return to their respective points of departure, and yes- terday no trains were dispatched from either city. It is stated that the ice was rapidly @oming down the river yesterday, and it is Supposed that travel will be resumed to-day. Many persons bound North took the trains of the Northern Central railway yesterday. In consequepce of the ice obstruction in the Sus- quehanna the mails from New York and Phil- adelphia, duefyesterday morning and last evening, were detained. The mails for the Worth were dispatched last evening by the Northern OUentral railway, and those from the North were expected to come through the same channel during the night. ee igs TURNED OVER TO THE CivIL AUTHORITIES Anp Sent TOWaIL.—Last Sunday. a man mamed Thomas Clemens was arrested by Of- ficer Roth, of the Second Ward, tor very dis- orderly conduct in front of Willard’s Hotel. The officer had great difficulty in securing him, as he was a powerful man, and fought hard, severely injuring the officer in the con- Hiict. U.S. Detective Kneass aided the officer, and Clemens was taken to the station-house. The declarations of Clemens and other cir- cumstances, excited suspicion that he was a rebel, and in Washington for no good purpose, and Major O’Beirne, Provost Marshal, had him turned over to the military authorities nd sent to the Old Capitol. Monday he was taken before the examining officer, who heard the evidence, and restored hin to the civil authorities. Justice Boswell examined the witnesses against Clemens, and committed him to jail for court, on several charges of assault nd battery. Among the random declarations of the prisoner on the day of arrest was one that he came from Alexandria for the purpose of killing President Lincoln. He seemed to be hone the better for whiskey. ge TRIAL ny Miiitary Court-MARTIAL.— The general court-martial, of which Brig.Gen. Briggs is president, and Maj. H. B. Burnham, U.S. A., judge advocate, yesterday concluded the trial of Constant Luce, late liewtenant col- onel i7th Michigan infantry, which has occu- pied several days past. The accusation against Lieut. (‘ol. Luce is that he presented and used a false and fraud- lent claim againet the United States (in viola- tion of the act of March 2, 1~i2, section first,) Amounting to $1,225, for subsisting reeruits in the spring of 1561, at Monroe, Mich, In sup- portof the charges,the Judge Advocate pre- sented a large amount of documentary and oral testimony. In his defence, the accused claimed that the expenses alleged in the claim Dad been actually incurred, part of it paid for by the county and part by himself, and that he intended to reimburse thecounty. Theimper- ection in his vouchers, ig proof of his allega- ions, he claimed, was explained by the gen- eral ignorance of forms at that time, and the confusion and baste that prevailed. LARCENY AND ASSAULT AND BAtTERY.— Lewis Garnett, colored, was arrested this Morning by oilicer Hopkins, tor stealing five dellars from John Horrigan, and assault and battery on Mrs. Horrigan. He went to the Honse of complainant on Sunday and asked his Wife to change a five-dollar note. She gave the change, and he didn’t give her the note. He turned to go ont, and Mrs. Horrigan went to Becure the decor to prevent his escape. He Seized her by the arm and threw her on the floor. The house is in the vicinity of Murder Bay. The accused said he went there and got two drinks of whisky, gave the note to Horri- gan, who give him three dollars, and called his ‘wife and ssid something to her. She went to Jock the door, and the prisoner not being willing to be locked in, pushed her out of the way and escaped. The justice was notsatisfied with the evidence, and dismissed the case, as it had more the appearance of a case for civil than criminal prosecution. —- ORPHANS’ Count, Judge Purcell.—Yeater- Gay, letters of administration were issued to Francis Genau on the estate of John Genau; to Mary Ricker on the estate of Lawrence Ricker, and to John P. Murphy on the estate ot Thomas Neary. Thomas Ragan was appointed gnardian to the orphans of Daniel Ragan; John P. Murphy to orphans of Thomas Neary. . The will of the late Caroline Thouston was Tully proved and admitted to probate. The fir@ and final account of Peter O’Don- oghue, executor of M. McCarthy: the thirteenth account of J.P Pepper, executor of Dorcas Galvin, and the balance and distribution of the estate of P. O'Donoghue, were approved and passed. a ig TRIAL OF THE New STKAM ENGINE.—Yes- terday the new steam fire-engine, ordered from the Amoskeag Works at Manchester, N.H., for our paid fire department, and placed in charge of No. company, had a trial in front of the City Hall, in the presence of the Mayor, the fire commissioners, the chief engineer, and & number of spectators. Five minutes after ithe fires were lighted the engine was fairly at work, throwing two one-inch streams above the fiag-staff on the top of the building, at the same time drawing water from the reservoir. ‘The trial was highly satisfactory toall who ‘witnessed it, and the commissioners received the congratulations of some of our citizens on having secured so fine a piece of apparatus. goss HAM™MACK’s.—Strangers visiting Washing- ton during inauguration times, congregated in crowds in front of Hammack’s display of choice meats, game, &c., and lingered long admiring the good things set before the guests of that house, as there spread before the eyes of all passing by. The most inviting spread at Hammack’s is, however, decidedly, upon his tables, on which the so remarkably choice eatables he provides, and his proverbially fine ‘Wines and liquors are served in a style unsur- passed in the crack restaurants of New York. Wortnuy or Nors.— Notwithstanding the large number of persons present on the 4th in- Stant, there was not one single commitment to the county jail, and but one on the following day, and that for pettit larceny. This fact is ‘Worthy of public notice, and speaks much for the decorum‘of the masses here, as well as for the police. Mobart was struck om the head with a brick and badly injured. He was atthe time standing under the scaffolding at the Ualvary (Baptist) Church; on Sth and H streets, which is in course of congtruction, and a briok fell from off the scaffold on which the brick-layers were at work whena brick fell, knocking him sense- less. He was taken intos house near by when Drs. Oulver and Keasby were promp’ly in at. tendance. It was found that his skull was fractured, and it was nearly an hour before he became conscious. He was removed to the Sanitary Home near the dep@t, and parents tele- gtaphed for. Mr. Hobart was inthe employ Of the Sanitary Commission. ——_— PickPockeT._J. D. Bowers was arrested esterday by officer Parker, of the Second Ward for picking the pocket of David Semple On the 4tm instant and takiug his silver watch in the Dew Drop Restaurant, on 10th street, near Penn. &venue. Semple saw him take the watch and let him get itin bis pocket, and then seized him and hammered him The crowd searched Bowers and said they could not find the watch. Semple started for an officer, when the proprietor came out and called him back and said they had found the watch.
