From late Richmond papers it seems certain that Sherman has forced the rebels to evacuate Branchville; and as they admit that all tele- graph communication has been cut off with Charleston, there is no doubt that Sherman has posceszion of all the main lines of access to that city, That some portion of hisarmy (cavalry) is operating in the direction of Augusta is not unlikely; and quite likely, too, he is threaten- ing Columbia, but probably the movements upon those points are feints to cover his real purpose. DISHONORABLY DISMISSED, The findings in the case of Dr. J. N. Keasby, late Surgeon of the Board of Enrollment of the District of Columbia, who was tried before General Briggs’ court martiel, haye been pro- mulgated, and the accused has been dishonor- ably dismissed the service with the loss of ail pay and allowances. THE NAVAL RECRUITING RENDEZVOUS, Acting Vol. Lieut. B. W. Loriag has been ordered to the Washington Navy Yard, to take charge of the recruiting office at the station. This appointment will relieve Commander Carr of the responsibilities of the recrniting office, which he has heretofore conducted in pertorming the onerous duties of executive officer of the Yard. Mr. Alley explained the provisions of the bill, showing its importance to commerce. Mr. Cols, of California, also advocated the bill, arguing that its importance could not well be exaggerated, looking to the immense trade of the east, which hasenrichedevery nation which has enjoyed it. The bill was passed—77 against 19. THE LAKE ERIE RAIDERS. MONTREAL, Feb. 16.—Canon, the rebel mes- senger from Richmond, was examined before the court to-day in the Lake Erie case. The counsel for the prisoners produced the muster rolls of the Confederates, among which names those of the prisoners appear. He also produced two copies of letter instructions to Capt. Young, dated June 18, 1864, signed by Sedaon, the rebel Secretary_of War, all of which are certified to by Mr. Benjamin, under the Confederate seal. The witness stated that he received this pa- per from the Confederate Secretary of State on the 4th inst., who affixed his signature to it in his presence. ERS es The Outrage upon Little Octavie Rosseau. ——— RE ARREST OF JOHN F. LUSEY ON THE CHARGE OF COMMITTING THB ACT AND CAUSING HEL DEATH, es It will be recollected that on the evening of last Thanksgiving day, (Nov. 24th,) a horribie outrage was committed upon the person of a girl aged about six years, named Octavie Ros- seau, the only daughter of Mr. Charles Ros. seau, & stone cutter residing at the corner ot B street north and New Jersey avenue, and that notwithstanding the efforts of his friends and phyricians her death followed the following night. An inquest was held by Coroner Woodward on Saturday, 26th, when it appeared from the evidence that the little girl was playing on the bank in the rear of her tather’s residence, about sundown, and that about that time she was missed, but returned home between eight and nine o'clock, in an almost insensible condition, when it was ascertained by her mother what had happened. Dr. C. M. Ford was called in, and afterwards Dr. J. F. May, and everything possible was done to save the little one’s life; but on Friday night she died in comvulsions. This ontrage sent a thrill of horror through- out the community, and immediately efferts were made to arrest the guilty parties Fi- nally suspicion fell upen John F. Lusby,a& married man emploved in the boiler-maker’s depurtmentof the Navy-Yard. He was ar- rested by Mr. W. P. Wood, superintendent of the Old Capitol prison, with a posse of officers, and was committed tothe Carroll Prison. The circumstances which led to his arrest then were that he came home on the night of the occurrence with his hands bloody, and what appeared to be blood on hiscoat and shirt. He was brought out of the prison on a writ of ha- beas corpus, and for ceeveral days the examina- tion was held before Judge Fisher, which re- sulted in his discharge. @ Notwithstanding the discharge of Lusby, many believed him guilty, and Messrs A. R. Allen and John H. Wise, well known as effi- cient detectives under the old police system, determined to keep an eyeon him, calculating that sooner or later, that some circumstances would occur to warrant his re-arrest if he was really the guilty party. They have been on the trail of the case ever since the perpe- tration of the crime, and have recently become in possession of facts which caused his re. arrest. Lusby, about two weeks since, enlisted in the 2d District regiment; and the officers above named on Tnesday proceeded to Alexandria when they explainea their business to Gen. Siough, who immediately gavethem an order tor Lusby’s arrest anywhere within the lines, and they immediately proceeded to the camp of the regiment in company with Lieut. John Y. Donn, who rendered valuable assistance to the officers. Lusby at thetime was absent, but in a short time was brought to the camp, when he was arrested on a warrsnt issued by Justice Kin- sey. He appeared to be taken completely by surprise, and when informed cf the nature of the charge he grew sullen. The officers, with Lieut. A OCONFLAGRATION PREVENTED. — This morning, about five o'clock, Patroimen Brown and Holson, while standing near Forrest Hall, discovered a brilliant light {io the main hall of the building, and goiug to the door touiid it open and a German baker tn there. A fire was breaking up through the floor wNere the stove originally stood. Officer Brown had presence of mind sufficient to get an axe and cut the flooraway to get atthe fire, and with 8 few buckets of water the threa men saved the building before the alarm be- came general. It issupposed that the fire orig- inated by the workmen employed by the gov- ernment te putthe building in good condition (it having been used as a military prison) building @ fire ona bed of sand on the floor and after completing their work failed to ex- tinguish it entirely, and the floor under the sand caught and burned slowly until it burst ont and was discovered by the policamen. Tho presence of the German is accounted for by his being at work in May's bakery near by and saw the fire and went in & moment before the police arrived, but was 80 bewildered he did not know how toact until officer Brown set him to work with officer Hols+n inextinguish- ing the flames. FUNERAL oF A SoLpier’s Wirz —Satarday, Mrs. Johnsen, wife of a soldier now at the front, died at Fort Reno, near Teuallytown, leaving two very small girl children to the care of the charitable. A patrolman gives the fellowing account of her buria!. The officers at the fort got a very decent coffin, and de tailed four men to bury the body in the graye- yard at Tenallytown. They worked all day Tuesday, and only succeeded in digging ao grave fourtecn or fifteeninches deep. Nizht coming on, thr vere about to leave tha body in the woods, but the citizens tool it and placed it in the little Methodist church near by. After night the soldiers urned with a lantern, to put the body In the grave they had dug, but the citizens would not permi! them. The citizens finished the grave yesterday, and buried the corpes properly, about forty ladi+s and gentlemen attending. The officers at Fort Reno were extremely mortified when informed of the conduct of the men they had entrustad to do the work.
