The Obair called upon the collection com- mmittees.of the different wards to report, when it Was @pnounced that Messrs. Meade and Barnes, of the Fifth Ward, had collected $22, and Mr. T. A. Tolson, of the Sixth Ward, $23. A committee wus then appointed to wait on the president of the First Ward McOlellan Club and obtain from him the money realized by the late ball, in order that it might be used in sending home parties to vote Bir. J. E. Norris was called upon for a speech. Mr. N. took the stand, and remarked that he had not much to say further than that the Democratic prospects were good. He had heard a letter read from & gentleman in the North to the effect that in the coming election their candidates—McUlellan and Pendleton— "would be triumphantly elected. [Applause.j ‘This (said Mr. N.) comes trom a quarter which gives ft credence—that good old State, New Jersey—and it tells that McClellan will be €lected in November, 1°61 [Applause.] If this is the case, remarked the speaker, we will have all thatis desirable, and will again be united as a prosperous people; for if they McClellan and Pendleton) are elected, their rst efforts will be to put astop tothis cruel ‘war, and measures of conciliation and com- promise will be offered to bring back the erring Btates. Mr. N. contended thatit became the people of the District more than any other to endeavor to settle this question, tor their lands and homes for miles around were made desolate and Jaid waste. The spesker then lauded the Democratic arty, whose members were, he said, called Jopperheads by the Republicans; buthe would assert boldly that ifany man ealled him (the speaker) a Copperhead he would tell him he died; yes, he would do more than that—hit him in the mouth aud knock his teeth down his throat. {Applause | Mr. Norris then proceeded to review and criti- cise the acts of the administration, and would Dayespoken perhaps still longer, but one of the officers of the association, who was sitting im- mediately behind the speaker, slightly pulled dim by the coat tail and whispered to him that other speakers were waiting when he tuok his seat. The association was then addressed by T. G. Glayton. T. B. Florence, and Col. A resolution was adopted requesting the Executive Committee of the club to present to the proper officers of the Quuartermaster’s De- partment the propriety of rescinding or modie tying an order which precluded the granting of dJeaye and the payment of employees of said department to enable them to go home to vote. White, Esq., contributed to the exercises of the occasion, being rapturously applauded during their speech-making. Every train has been crowded to its ntmost capacity, not- Withstarnding a number of extra cars have been attached to each train, and we believe in one or two instances extra trains have been madeup. The travel is not made upentirely of soldiers, but large numbers of ciyilians—clerks in the departments, quartermaster’s men, &c. go of in each train. ARSENAL IMPROVEMENTS.—The new labora- tory at the Washington Arsenal is now in ope- ration, some 60 female employees having been taken in on Monday. The new building 1s erected in @ convenient location near the Model Arsenal and some 250 yards from tne site ofthe old laberatory destroyed by the explosion. Major Benton, the accomp! command- Spt atthe arsenal, has im making selections amongst the Iai number of applicants for situations in the laberatory, gieyn the prefer- ence, very properly, to the widows of Union soidiers, or the wives of soldiers in prison at Richmond and elsewhere. Byery care has been taken in the new building to provide against accident, and the building instead ot being in an open hallis divided imto compart- ments with heavily timbered division walls. The construction of the sea-wall on the west front of the arsenal grounds (extension) is pro- gressing rapidly under the active superin- ter dence of Mr. Callahan, and is completed ail but the coping stone and some filling in. ‘The dredging on the east front of thegrounds (a most important improvement) is also pro- ceeding rapidly under the efficient supervision of Mr. William Wise, and has already pro- gressed as far as P street. The soil excavated here goes to fill up the marshy ground border- ing upon it, and thus a double improvement is carried on at the same time at small expense comparatively. if Aside from the importance of this work to the government in opening up a new line of river whart-front for the arsenal, it will prove @ sanitary improvement of incalculable value to the neighborhvod. Major Benton is infusing activity into every branch of the operations in his department, ge eae AN EXPENSIVE WEEK TO GROGSELLERS IN THE SECOND PrREcincT.—The second police precinct, which includes a portion of the coun- ty, 1S One of the precincts of the sub-district Over which Justice Thompson has mAgisteriai jurisdiction For along time the grog shops of the county and on the northern boundary of the city haye done a thriving business selling liquer to soldiers, and without license, those living in the city limits being obliged by law to obtain license from the Uorporation, aad those in the county from the Levy Court. The dodges of the soldiers and dealers to evade the law have been numerous and effective, until re- cently the police made a descent upon them, and the week’s reports from Justice Thomp- son begin with Si>7 for fines in this precinet alone. Although they see the determination of the Justice to enforce the law, some continue to offend and try the dodge. Yesterday Thomas Riley of the county, who on Monday paid $40 for selling liquor to sol- diers, and for selling without a Levy Court li- cense, was taken before Justice Thompson tor selling liquor toa boy of it years of age, who purchased for a soldier. Justice Thompsen announced the fact to Riley that selling liquor to minors i3 & violation of law, and that the fine in this case was 220, and that as he Riley, had repeated the offence of selling liquor with- out the Levy Court license, the fine would be repeated and should be #20 in that case also. Riley was one of the parties fined on Monday, and his expenses for attempting to evade the law this week amount to 84), It will be well for liquor sellers in the sec- ond precinct tocomply with the law at least, as long as Justice Thompson discharges the duties of that sub-district. ————— ALEXANDRIA ITEMS.— We learned tast even- ing of an outrage committed by a party of guerrillas which parallels anything that has yet come to our knowledge of the outlandish doings of these depraved outlaws. On Sun- day night last, some six or eight of these «par- Usans,”’ as they are styled by the rebel author- ities, proceeded te the house of an old man re- siding about six miles south of Burke's sta- tion, named Jacob Yelberton, and took pos- session of his premises in the name of the United States, several of the party being in the uniform of Union soldiers. They said they were authorized to search the house, and at once proceeded to ransack it for booty. Upon a remonstrance being entered by the old man, he was summarily knocked down, and his wife, quite an aged woman, severely abused and maltreated. The roffians succeed- ed in finding about 0 in money, and appro- priated all the clothing they could lay hands upon, even tothe old man’s coat and boots.
