Senatx.—The Vice President laid before the Senate a communication from the Secretary of War in reply to Mr. Johnson's resolution of March 30th, calling for the original or copy of the order from Gen. Dix to Provost Marshal Dodge, of Baltimore, in 1961, prior to the No- vember election. The Secretary says that no euch order is on the files of the Department, and he has no knowledge of such. Mr. Wilson reported, from the Military Com- mittee, adversely on the House bill to regulate the dismiseal of officers in the military and naval service. On motion of Mr. Trumbull, a resolution was adopted instructing the Committee on Foreign Relations to inquire into the expediency of so amending the neutrality laws as to make them reciprocal to each Government. Mr Wilson called up the bill from the House, to } rovide for voluntary enlistments of persons in certain States with regiments of other States. Mr. Grimes said he desired to put himself on record against this bill before the evils which are to fiew from it, should it pass, shall be realized. Under the bill, States which may not have been successful in fliling their quotas could go into States in rebellion and enlist col- ored men who had been slaves to make their deficiency. To this he had decided objection, as it would render ‘contusion worse con- founded,” and demoralize our army. Agents will be rushing into those States, and their re- cruiting will not only be for present but for future drafts. Hovsx.—The House adopted Mr. Arnola’s resclution calling upon the Secretary of War, if not incompatible with the public interest, to furnish the number of troops called into the service since March, Isl, the quotas under each State, etc. Mr Eldridge’s resolution was taken up. It called upon the Secretary of War, if notin- compatible with the public interests, the amount received for commutation for drafted men, and what di+position has been made of the monty; ifsubstitutes have been purchased | for drafted men, how many and where pro- cured, and what sums have been paid to each; whether black or white, and how much has been paid for each. Mr. Stevens moved to lay the resolution on the table. This was decided in the affiwma- tive—yeas-60, nays 16. ‘The House next proceeded io the considera. tion of the resolntion of Mr. Brown, of Wis- consin, calling upon the Secretary of War to furnish the House with the number of negro regiments enlisted; the amount paid for bounty, pay, and expenses of their organization; how many have been killed and wounded in battle, discriminating between the battles. Mr Stevens was against furnishing the enemy with the muster roll, and moved tolay the resolation on the table—yeas 61, nays 42. Mr. Davis, of Md., from the Committee on Foreign Affairs, reported the following res- olution: Resolved by the Senale and House of Representa- tives of the United States of America in Congress assembled, That the Congress of the United States are unwilling, by silence, to leave the pations of the world under the impression that they are indifferent spectators of the deplorable events now transpiriog in the republic of Mex- foo. Therefore, they think it fit to declare that it does not accord with the people of the United States to acknowledge a monarchial govern- ment erected on the ruins of any republican government in America, under the auspices of apy European power. Mr Brooks, of New York, was ia favor of the declaration if it was not to be a mere tru. tum fulmen. Mr. Davis, ot Maryland, said that would de. pend upon the fact whether the resolution ex- pressed the opinions of the people of the Jnited States. Mr. Cox wanted the language more atrongly expressed and emphatic, and said action ought long ago have been taken to prevent monarchy in Mexico. Mr. Davis briefly replied, saying he thonght the Janguage sufficiently strong, and serves a3 a cufficient warning. * The resolution was unanimously adopted— j yeas 109. FROM THE SOUTHWEST. is SESS VURTHER CONCERNING THE FORREST RAID, CAVALRY FIGHT, ——> Mempnis, April 4.—Chalmers’ force, nom- bering 2,500, is reported to have been in Girand Junction on the 2\th, Other rebei forces were at Bolivar on the same date. Forrest was at Trenton at the latest advices. It is reported that the 6th Tenn. cavalry: Col. Harsh, about 600 strong, had a fight near Somerville, Tenn., on the 30th ult., with about 1,500 rebel cavalry, suppored to have been a partof McCulloch’s command. After fighting three or four hours, and finding themselves largely outnumbered, they fell back, leaving 50 or 60 killed and wounded in the hands of the rebels, A rebel surgeon ts detaired at Paducah asa hostage for Dr. Hood, captured and carried away from the hospital there by Forrest. Thir- ty or forty sick, taken prisoners at the same time from the hospital, were kept ten miles back of Paducah the night of the battle, on damp ground, without sheiter, or food or fire. REBEL INVASION THREATENED. Cincinnati, April 4.—By order of Governor Morton, the entire Indiana Legion is ordered tohold itseif in readiness to take the fleld at any moment to repel invasion. A grand re- view of the whole legion, numbering 200,000 men fully armed and equipped, will take place on the 15th. STONEMAN AT BULL'S GAP. The trains on the Enoxville and Uhattanooga Railroad were de- tained on Saturday by rumors o” a raid by 9,000 rebel cavalry on Oleyeland, Tenn. or Mittrany De- TECTIVES AND PaATROLS.—The monthly report of Captain Dolan, Otief of Military Detectives and Patrols, made to Colonei Ingraham, Pro- yost Marshal of this military District, om Sat- urday last, shows the operations and efficiency of the forces during the month of March. For- ty-seven officers, found away from their rezi- ments and commands witheut proper aathori- ty, were ordered to report to headquarters under afrest, and 617 enlisted men were arrested and confined in the Central Guard- house, while 25 deserters were arrested and turned over to Captain Scheetz. Twenty-sit rties, prcprietors of saloons and keepers of iquor establishments, were arrested apd finea S86 cnt Scr cciiing iiquor io soidi-ra, and 7 were arrested and fined $2 each tor selling liquor without license, The num- ber arrected and convicted for selling liquor on Sunday ie 12, and the total amountof fines im- posed $1,100. Some of these offenders haviag repeatediy violated the order regulating the tale of liquor, their stock of goods were con- fiecated and turned over tothe medical Pur- veyor. A number of liquor establishments ‘were also closed, their proprietors not comply- ing with the order to close at 12 o'clock. Ten bawdy; heuses were seized, their inmates ordered to vacate the premises, which were eitber permanently closed, or turned over to their owners on the promise of renting them to families of reapectability. A large lot of Government property, con- siating of horses, clothing, military equip- ments, &c., was seized and turned over to property sergeant at Gen. Martindale's head- quarters, and a receipt obtained for the same. Many private orders from the War rt ment and other military headquarters were executed and reports made thereon by the offi- cer executing the same. There were al number of cases investi- gated where no evidence could be found, and in some instances the charges were discovered to have been made through malice, and with the intention of injuring those against whom the charges were leveled. Several parties were arrested whose offences were not againat the military laws, and ced were accordingly turned over to the ci Buthorities. Tas Peorosep PENITENTIARY, JAIL AND Hoves or CORRECTION.—The bill reported in the lower house of Congrese, trom the Com- mittee en the Discrict of Columbia provides that the Secretary of the Interior, with the judges of the Supreme Court of the District of Columbia, and Mayors of Washington and Georgetown, shall select from the reserved lands of the United States in the District a site tor a penitentiary, jail and house of correction, all upon contiguous territory. Said officials are to contract for the construction or them, with the appur‘enances, or such parts thereof as may answer forthe time being. A skilful architect shall bs employed to prepare plans and decide upon the manner in which the work shall be executed, and the centract is to be given to the Jowest responsible bidders, who shail fa nish security, &c. When the contract is enters iu von, the Secretary of the Interior shall have general supervision of the con- struction, ard #250,000 is appropriated. Pris- oners MLy be removed from Albany, (the peni- tentiary where criminals are now sent from the District,) to work on the buildings, and the contractor shall allow them $1.50 per day, and each prisoner shall be credited upon his term of imprisonment five days for every month. The contractor may use materials here belonging to the Government, or that are in the old penitentiary, giving due credit there- for. Washington shail pay, by tax, $30,000, Georgetowr, $13,500, ashing'on county, $6,500, which sums the corporations of said cities are authorized toborrow. If the tax is not taised by said corporations, then the Seere- tary of the Interior may appoint assessors and collectors. Six bundles of laths, the property of Wm. Sibrey, plasterer, and two window frames, not yet identified. West was the porter for J. W.
