CORPORATIUN AFFAIRS, Counci, Procexpines, April 4.—Board of Aidermen.—The President (Mr. Semmes) laid before the Board a communication trom the err in relation to the inefficient manner in which houses are numbered. The Mayor sng- gests the adoption of some means whereby, when & number is sought, its whereabouts can be readily fixed or approximated, Referred to committee on police. Also, a communication transmitting the nomination of Andrew Burges as scavenger of the Sixth Ward, in place of Samuel Arm- stead; and the nomination of James Lyuch, as chief of Corporation police. Mr. Lloyd, from committee on finance, re- ported back the bill authorizing the Mayor to borrow money, and asked to be discharged trom its further consideration. Oommittee dis- charged. Mr. Lloyd, frcm the same commitee, reported favorably on the joint resolution providing for the appointment of a committee of one member from each Board, who, in conjunction with the Mayor, shall urge upon Congress the passage of a bill providing for the laying of a special tax for the payment of all moneys which have been or may be expended for bounties to yol- unteers under the last call of the President. The retolution passed, and Mr. Brown was appoimted on behalf of the Aldermen. Mr. Lloyd, from the finance committee, to Whom was referred the opinion of Mr. Bradley relative to the claim of James Towles, re- ported the same back, &nd asked to be dis- charged irom its further consideration. Uom- mittee discharged. Mr. Turton introduced a bill appropriating *5.000 for the purpose of grading ith street ¥ west, from K street north to Massachusetts avenue, Passed. The Chair moved to reconsider the vote by which the bill to erecta school-house in the Third Ward, second schoob district, was re- jected on its third reading. On motion of Mr. brown, the subject was Ppestponed until Monday next. Mr. Plant, from the fire department commit tee, to whom was referred the bill to organize a paid tire department, reported favorably on the sime, and the bill was passed. Mr. Plant introduced a joint resolution an- thorizing the Mayor to continue the present | fire department unti} ist July, 1561. Passed. The hack bill was returned from the Coun- cil, disagreeing to the amendments of the Al- Germen. Adjourned. Common Council._The Board met, and was called to order by the President, (A. Lloyd, Esq.,) all the members being present except Messrs. Follansbee, Keuy, Knight; N. D. Lur- ner, McCathran, Peake, Shedd, Stevens, H. C. Wilson, and Chas. Wilson. A communication was received from the Mayor, inclosing a letter from Martin Bishop, in reference to the improvement of the Wash- ington Canal as asanitarymeasure. Mr. Bishop says the canal, which receives the water and other matter passing the sewers of the city, should be wade of a uniform width, and instead of short angles all the curves should be regular and not obstruct the flow of water wath its fuli force. The canal should be extended up stream to & point in the Potomac where a good portion of the current could be obtained, and fluish opening the present main canal down stream between the two rivers, where it may enter deep water. The canal thus constructed will form a channel for a portion of the waters of the Potomac, and when there should occur @ flood in that river, {t would force from its new channel all matter deposited within it by the present constructed sewers of this city, and this plan will improve and finish out what should ave been the origina) design, to free the city of all pestilential ingredients. He aiso recom- mends the building of a lirge ship lock at each extremity of the canal, which, being supplied with water from Rock Creek by the present feeder, would make an excellent harbor for ships, and thus accommodate the central busi ness portion of the city. He says that the importance of the whole matter is such as to preclude the possibility of argument. On motion of Mr. Shepherd. the communica- tion was ordered to be printed with the pro- ceedings, and referred to the committee on im- provements. Also, one enclosing the following resolution adopted by the Levy Court: Resolved, Thatthe president of the court com- muni ate to the Mayors of the citiesof Wash- ington and Georgetown the fact that all the wills probated in the office of Registerof Wilis for seven years, under the late Register. E N. Reach, are unrecorded, and that they be re- guested to submit the question to the councils of said cities whether they will appropriate their share of the expences of recording the same—such expenses to be divided between the said citiis and county part of the District of Cotompla in preportion to the popuiation of each, Mr M. Larner stated that the Levy Court had authorized the Register to record the wills referred to, but at his (Mr. Larner’s) instauce the resolution was rescinded. The Corpora- tion had nothing to do wit the Register of Wills, neither did the Court. The Register re- ceives his pay in fees from legatees and others, and this expense should not be incurred, for it was not known how much the bill wouid amount to. He felt it to be his duty to protect the Corporation in the court, and he contended that there had been some mismanagement du- ring the past year. Large expenditures had been made in constructing roads in the county, some of which were of iittle or no benefit to the city, and the corporation would have to pay one half of such expenses—one of these roads costing 25,000, and others from #1,500 to $2,000.
