Adon'ed. Mr. Nesmi'h moved that the Senate rescind its action of yesterday in retaining the #300 commutation clause. He thought that while the country was locking to the Senate fora feasible measure to secure soldiers to crush the reveilion, the Senate was amusing the coan'ry with schemes of how not te do the work. It Was time to Joo the niatier boldly in the face, The war bad been a chapter of accidents; he might say, 4 comedy of errors. The amevdment was rejected. Mr. Sumner renewed his_samendment reqni- Ting tithes upon incomes. Rejected, r. Doolittle moved toamend by making per- | sors who have resided in the United States one year, and shall haye voted in any election. Adopted. | Mr. Sherman renewed bis amendment to subetilute $5U0 instead of $3\0as the maximum | for commutation. Mr. Lane would, withont disconrtesy to the Senzte, move to amend the title of the bill as it now stands hy calling it «A bill to raise a tax by lottery from certain able bodied men who are unwilling to enter the service.” (Lauzh- ter.) He would vote against this expensive, impracticableand cumbersome bill. He wanted amilitary conscription bill. This was notsach a@ bill, but a biil of revenue. Mr. Harris moved toamend Mr. Sherman's Smendment, by inserting four instead of five hondred dollars as the price of commutation. Carried—ayes 22, nays 19. OFFICIAL REPORT OF CAPTURES OF BLOCK ADE RUNNERS OFF WILMINGTON. The following has been received at the Navy Department: U.S. FLae Suir MINNESOTA, OFF WILMING- ton, N. C., Jan.8.—Sir: The new and swift steamer Dave attempted, yesterday morning, togetinto Wilmington by this entrance, was chased off by the Montgomery and Aries; ran herself ashore above Georgetown, bilgea, filled, and became a complete wreck. This was her first trip. Enclosed is her charter to run cot- ton. The annexed list shows that the Dave is the twentieth (20th) steamer destroyed or captured by the Wilmington blockaders since the mid- dle of July last, making an average joss of one steamer for every nine days to the blockade runners, under whose . discouraging losses illegal trade with Wilmington is rapidly di- minishing. I have the honor to be, sir, very respectfully yours, S. P. Ler, A, R. Admiral, Comda’g N. &. B. G. Hon. GipEon Wervaes, § Sec’y of the Navy. Steamers Destroyed and Captured off Wilmington, W. THE REPORTED REBEL RAID No information has been received at head- quarters confirming the raid by Stuart's caval- ry. Scouts have been sent ont in the direction of Leesburg, but as yet have not returned. Ample preparations have been made to tender the rebels a warm reception should they poke their noses in this direction. THE PreEsipency._The New York Times notes with satisfaction the spontaneous expres- sions of preference for President Lincoln for the next term, now emanating from State Leg- ielatures, Union Conventions and other bodies representative of the loyal people, because they are tokens that there will be no exciting dis- en -sion—that there will bea general recogm.- tion that the public interests require the con- tinuance of Mr. Lincoln at the head of affairs, The Times thinks that the same wise policy that ‘would forbid a man of business in troublocs times tochange his agent of proved efficiency» impels the loyal people of our country to con- tinue President Lincoln in his responsible po sition; and against the confirmed will of the people, politicians are powerless. THE CASE OF SURGEON GENERAL HAMMOND. The Albany Evening Journal, that in its Thurs- day’s issue undertook, in terms not altogether ecurteous, to callin question the accuracy of the Star's statement that the President had or- dered a court martial for the trial of Surgeon General Hammond, is referred for information to the official order for that court martial, ap- pearing in another column of the Star. The Journal is both sprightly enough and accurate enough, to bear being reminded that a paper can be gorsipy and rehable—that a paper can be prosily stupid and not reliable,—and finally that the Star is always reliable. THE RaitRoaD Prosect.—The select com- mittee of the House of Representatives on the eubject of a railroad between Washington and New York, held a meeting this morning, end came to the conclusion not to consider it #8 a work to be done by the government, but will receive and consider propositions from private individuals. Mrs. Lrncotn’s Reception.—Mrs. Lincoln’s second Saturday afternoon reception took place to day, between the hoursof one and three, and was largely attended. The Peruvian and Brazilian Micisters were amongst the Diplc- matic and other notables pre:ent. aa From J.
