CINCINNATI, Jan. 14.—Private advic*s from Chattanooga indicate the concentration of large forces in front of Foster, in East Tennessee, and Gratt, at Chattanooga. It is believed that the campaign will open with an attempt to recover Knoxville, and that the bulk of Lee’s army will be transferred to thatarmy, Lee him:elf taking the general command of the Western armies. This being 8 correct supposition, it is not im- probable that the rebel cupitol wili be removed farther South, and its defence entrusted to a strong garrison, while concentration for offen- sive operetions takes place inthe West. Ail the signs indicate this as the probable move- ment for the spring. General Grant left for Nashville, with a view, ii said, to prepare for the great conflict in East Tennessee. Carro, Jan. 12.—President Lincoln's last prociamution was better received than those preceeding it, and has been extensively pub- lished. THE SIEGE OF CHARLESTON. Southern Accounts. CHARLESTON, Jan. 2.—Aflairs are about as usual. The enemy are at work to-day repair. ing the damages caused by the storm. Most of their vessels went round to the Stono. The Ironsides and four Monitors rode out of the gale. The enemy fired two shots over Sumter yesterday evening at sunset—having done which they respectfully lowered their flag at the report of Sumter’s evening gun. Taere has been no further shelling of the city. CHARLESTON, Jan. 3.—The evemy fired twelve shots at the city between three and four o’clock this afternoon. Our batteries replied, apd the firing lasied about an hour. ‘rhe Yankees appear to be making reconnoissances, with the supposed view of effecting another landing. A jarge number of tents are observa- bie on Cole’s Island. Everything indicates active movements in this quarter. CHARLESTON, Jan. 4.—The Ist North Caro. lina Hospital was destroyed by this morning. Phe Yankees are still working on their batteries, Sn Kentucky Prohibiting Slave Importation. CINCINNATI, Jan. 14—The Legisiatare of Kentucky yesterday passed bill prohibiting the importation of slaves into that State, The in- fiux of slaves bas had the effect of cheapening the price os the stock on haud and overflowing the market. A new and well executed counterfeit five on the State bank of Indiana has appeared. The police have made numerous arrests. The or- ‘anizition to circulate it exiends all over the Wee. The 44th Ohio, numbering 661 men, has re-enlisted en masse for the war. A Government Arrest in New York. New York, Jan. 15.—Maicoln Campbell, a prominent member of the New York bar. was arrested to-day by order of General Dix. He act d as counsel for William Benjamin, who is charged with shipping contraband goods to Ha- \ana and Nassau, and the Government desires oseession of certain bocks and papers belong- ing to the latter, which Campbell refuses to give up. Clearance Refused ou Goods for Nassau New York, Jan. 14.—Colliector Barney to- day refused a clearance to certain goods to Nassau per steamer George Olympus. viz: Gunny bags, liquors, leather, and other articles usually dealtiu by the blockade runners, and which were consigned to Alexander Rahming & Brother, agents at Nassau of J. C. Rhaming, now in Fort Lafayette. There is good reason to suppose that the goods were tor the Rebels. New York Legislature. ALBANY, Jen. 14.—The Senete passed to-day, by a unanimous vote, the resolutions of the Assembly proposing a change in the state Constitution so as to allow soldiers to vote. ee SMALL POX IN THE DISTRICT. The Action of the Government and the Mu- nicipal Authorities in reference to it. In the Honse, yesterday, Mr. Lovejoy stated that the Committee for the District of Colum- bia, under the instruction of the House, have hac the matter of the small-pox in this Dis- trict under consideration, and have received several communications from different persons, which he asked to have read. The Clerk read, as tollows: JANUARY 14, 1861. Sir: The undersigned members of the com- mittee to whom areference was made toexamine into the corporate powers of the Mayor and City Council of the city of Washington, respect- fuily report: That smong the powers conferred by the act of 1820, incorporating the city of Washington, and still in force, are the tollowing, contained in section seven: «To establish a board of health. with compe- tent authority to enforce its regulations, and to establish such other regulations as may be meceszary to prevent the introduction of con- tagious diseases and for the preservation ot the health of the city.” And the following in section eight: “To establish and erect hosfitals or pest- houses.” &c. Considering these provisions and the annexed report of the Surgeon General, it appears to the undersigned that no further legislation by Con- gress is necessary in the premises.
