Sues CRIMINAL CoURT, Judge Olin.—Yesterday, the jury in the case of Thomas Gannon, alias Ganna, indicted for hit). way robbery, after an absence of two hours, returned and stated that they were unable to agree, and were discharged. George Ward and Geo. Carroll, indicted for highway robbery in robbing Lieut. Sellers of near $200, were convicted, and the first was sentenced to seven years and the latter to five years i the Albany State prison. Carroll ap- to be very penitent, and shed tears treely when the sentence was being passed =e him. ‘he grand jury, through their fereman, Col H. Naylor, presented a number of recommen- gations to the court, remarking upon the fact ef there being so many prisoners left in jail Yor months without a presentment, owing to the absence of witnesses, who have either ab- sconded, been sent to the army, or absented themselves, and urges on a remedy for the in- justice this inflicts upon persons in some cases, that 4 carefalcanyass of the jail docket be made from beginning to end, and the results be Teturned to the next es jury, with instruc- tions to dispose of all such. * They refer also to the number of petty cases which might be disposed of by the city magis- trates instead of being brought before the grand jury, and suggest as a remedy that con- siables and metropolitan policemen be allowed no fees for attending as witnesses—and that the same course be pursued in regard to mug- istrates who come before thegrandjury. They suggest also the enactment of a law empower- tng such magistrates as are known to possess proper qualifications, to punish offenders at the time of commitment, according to the crime and inno case beyend imprisonment in the county jail, workhouse orhouseofrefuge. The grand jury further find that the city is full of colored servants, who, ignorant of law and the penalty attaching to crime, commitevery grade of thett, and our jail is insufficient to hold the great number daily committed. Some remedy to amBliorate the condition of this unfortunate class of society should be made. Society is suffering greatly from this pertion-of the com- munity. The grand jury next call attention to aclass | of persons for whom they say all deeply feel, and to whom every sympathy should be ex- tended, and adds: “ That class is ourneglected white youth. Many of our boys are running the streets unprovided for, and for a livelihood steal and commitother crimes. The jail is not 2% school calcutated to reform these young cul- prits. A houseof refuge is greatly needed, and ‘we urge immediate measures to saye these boys trom the road to destruction. The present jail is not a fit place for the most hardened and abandoned, and surely it is not a place for those who have but commenced their career of crmme. The future prospects of these boys de- mands the attention of ail lovers of humanity, morals and Christian progress. 1t beeomes us to provide a school and a home for these poor and neglected youths.” The grand jary conch by declaring, that in a word this city n is’ new, convenient, and strong jail, a Rouse of refuge and reform for boys, a police court and other reforms here- in briefly referred to. Judge Olin remarked that there was much in the presentment with which he heartily agreed: The circumstances of the war haa thrown into the city a large admixture of pop- ulation, and many of an unfortunate class, with which the present’ increase of crime is connected. He should order the document to { be entered upon the minutes of the court. He wished to see thair suggestions generally car- ried out, and he should heartily co-operate therein. He entered upon his duties here with the desire of doing some good, and should con- tinne to beso actuated. The Judge, attercom- plmenting the Grand Jury on the manner sn which they had discharged their duties, dis- charged them fer the present term. ie ‘Tue CenTRAL GUARDHOUSE.—This very im- portant receptacle of military and civil prison- oners is now crowded to excess, and has been tourd to be much too small for the purpose fer which it is used, and it is requisite that it should either be enlarged or another buiiding be erected for the purpose. It will be apparent to every one ibterested thatsome more adequate accommodation should be furnished, when it is stated that during the past three months the number confined amounts to eight thousand eight hundred persons, many of them being confined sometimes for weeks and even for months. The average number booked each twenty-four hours 1s about one hundred, and those remaining ever swell the average num. | ber confined to abeut one hundred and twenty- five. All classes of prisoners are confined here, | soldiers at large without passes, drunken sol- diers, disloyal persons, burglars, thieves, ga- rotters, &c., and the space t# so limited that it is Decessary to confine all grades together. At present there are eighteen burgiars und thieves confined, who will either be turned over to the military, or will be sent out or the city. To keep the prison in order under the circum- stances requires 2 great deal of watchfulness and care, and the officers—Lieut. J. S. Cooper, i0th New Jersey, in command of the prison, and Lieuts. C. D. Wright and Siark Fellows, 14th New Hampshire, offi ef the guard— have duties upon them which are very onerous, but which are performed in a most acceptible manner. ——E—es Srspicrous CHARACTERS.—Tue sday night, Thos. Marshfield was arrested by officer Fuss and turned over tomilitary authorities a8 a sus- picious character. Marshfield was sent to jail about a year ago for assault and battery, and ~ after several months’ confinement was released, but speedity rearrested and sent back for an atiemptat larceny at the National Hotel, and @fter five months in quod, he was on Tuesday released, coatless and very rough. He went to the Fourth Ward station and demanded money which he said he left with Justice Walter. At night he was taken again to the station-house, having fitted himself with anew suit of clothes. He was sent military for a final hearing of his case. Jobn Burke was arrested for entering a res- taurant, obtaining his meals and refusing to pay his tare. This is only one of a hundred such impositions practised weekly on generous proprietors of eating-houses, and the police are ‘anxious to rid the city of such suspicious char acters. Justice Giberson ordered him to pay $2.53 costs, and he was retained at the station- House to await the arrival of a friend to pay the fine. ——>—— STRAWRDERRY FESTIVALS.—The ladies of the several churches and religious societies cen- Unue to provide festivals of delicacies, as strawberries, creams, &c.; an attendance upon either of which would secure much enjoyment to the particrpant, and at the same time aid a good cause. The tasti- mony of a number of witnesses, male and female, tended to prove that Mrs. Egan kopt the houce,.and that the inmates 8. bad reputation with the neighbors. The ‘y visiting there is very annoying to the neigh- borhood. Justice Giberson held Mrs. Egan to bail for court in $500. ‘The Keys of the premises remain in possession of the police. By a similar ordér Mrs. M. Shear, Mary Hanna, Elizabeth Gray (white) and Mary Jane Bell (colored). were arrested at No. 40 Missouri avenu The parties were all taken to the Fourth Ward Station, and while there awaiting a hesring, John Shear, the husband of Mrs. Shear, arrivediand demanded his prop- erty. Sergeant Cronin then o~dered him into custody. The hearing began at four o'clock, before Justice Giberson, wnd after the exami- nation of several witnesses forthe prosecution, (other important witnesses being absent,) the ustice held Shear and his wife to bail in $500, for further hearing. Mary Hanna and Eliza- beth Gray, for leading a life of ill-fame, were fined $5.55 each. Mary Jaue Bell, the colored servant, was Jismissed. The keys of this house also remain in possession of the police. apace Ss On a TouR.—A large number of our promi- nent citizens left Washington this morning on the 63 o’clock train, for Baltimore, where they will get on board the steamboat Thomas Coli- yer, of the Washington and Alexandria line, (and which has just been repaired,) and make a trip down the Bay and up the Potomac, stop- ping over night at Piney Point, where the ex cursionists will be properly entertained and haye a good time generally. ua Sh A A DRUNKEN SURGEON. ast evening, Sur- geon John H. Mullen, late of the 29th Pa., was arrested at the depot for drunkenness, and sent to the central guardhouse. This surgeon has been in the guardhouse on similar charges several times before, and some time since he was dismissed the service, but was subse- quently reinstated. Itis highly probable that he will be permanently dismissed this time. RENEE M&p Doc. Officer Beal, of the Sixth Ward, esterday shot a mad dog near the corner of Seventh and G streets, Navy-Yard.
