THE EVENING STAR. VICKSRURG AND ITS SURROUNTINGS. Mr. Colburn, ‘a correspendent of t & New | York Werid, whe bas just been reh sed ty | the rebeis, gives some description o Vicks- i burg ard its surroundings. where he \ as kep priserer fur twe days, that areef epe sia} in- Rsburg we remained two days, being eentined first to the common jail ad after. ‘wards to the upper stories of the Court Honse. As Vickshur¢e must be to orr annals a poiat of erect interest, we give ofr impressions of it, hoping ere juny to verify with mere leisure anG }berty their accuracy. We were, not- withstanding the thundermea salute attending | OUI cnirer, Cis*ppomted im it asa forutied po- sitian. From an elevated iodgment, from walks about tewn, our entrance and exit, trom ¢ versation and testimony of many knowing per- sone, we believe the strength wh of Vicksburg in wen, FUNs, Works and natural conformation to Bave been over-ruted. The site is admirable, especialy for river defence. The batteries | fronting the river are neither so numerous nor dangerous as commonly supposed. Although it ie likely that 2 portion of the heavy guns | have Leen transferred to Granti Guif, Big | Black, and Haines’ Bluff, we guess the num- ° ber of guns om the river side to be less than forty and never to have exceeded seventy. OF these these we are informed: only three ere it- inch, two 9, and four =, three rified, and the rest 22-pounders. There is but one casemated bat- tery in the vicinity. Zhe earth works are, how- ever, perfect of their kind. Negroes are ‘stillat ‘work on tomb-preofs and magazines, probably to guard against mortar shells. Al jing from the front eis in our judgment feasible, though Bow happily necdiess, The rnmored tortifica - tiona im the streets are simple hittte pita or shenlders of raiaparts projecting into theroad~- way. The works back of the city are theordi- nary intrenchments commanding the roads‘and small earthwerks on the ridgcs. Every hilon the outskirts is crested with an earthwork. Judging from the works at their tenderest point (Big Biack Bridge),the defences atthe raar are rudimentary only. The country is rough, a succession of small hills, to the banks of the Big Black, but the roads are good aud the hills each commanding the other. Unless by some overwhelming attack, thy Confederates might resist a large force at every rod, and so prolong the siege. The very length of the line, from Warrenten up the shores cf the Big Black, aud across to - the Yazoo, or, what ‘s the same, the meagre- ness of their forces to guara itis the great weakness of the position. It would require, to keep such a line (twenty-six miles) intact, an army of 50,000 men and 100 pieces of light ar- tillery. I have a grounded conviction, based upon concurrent testimony, that at the time of our sojourn there were not more than 5u,v00 | treops west of the smaller siream and 6,000 east. Could ail these be concentrated upon one de- eisive point, they might, with their works, re- pel five times their numbers; but 4 repetition of such & plan of attack on our part they muy never hope for again. The Confederate hopes of Vicksburg are mainly hung upon Gen. Joe Johnston, who ar- rived at Jackson on the 13tb, and was pursued thence after a destructive fight nextday. His plan appears to be to massa considerable army outside and drive off the besiegers. We do not ; believe his intention is to get inside of Vicks- burg, but to leave that postto Pemberton. If he van do this, Grant is, by the double line, front and rear, placed in a critical position. We have no fears for the result; but in this casé minutes are of great moment. To the three thousand forces at Jackson, when we passed through, Johnston seems to have scraped up six thousand additional. Loring is since at Jackson with his corps, which will leaye Grant ; With fifteen thousand m his trout and say twenty thousand in the rear, deducting disabled_ and captured in the three late engagements, which, trom the meagre reports received at Richmond, we judge to be considerable. The extent to which Johnstwor can be reinforced by way of the raiiroad from the Tombigbee to | Meridian is fifteen hundred a day. cannot be supplies by that route. Vicksburg | is provisioned for thirty days ouly. The coun- try affords him perhaps a sufficiency of corn and ferage. His communication with the re: of the South is precaricus, and if Grierson not idle, may be destroyed. It is astonishing how long andhew much the | enemy has, here and elsewhere, befooled and thwarted us by an empty show of strength. It is admitted by those wiio have lived in and defended Vieksburg that it might haye been taken at any time since the fall of Memphis with less force than we haye brought against i When Farragut first approached it, ia May, 3562, it was almost defenceless, When Day went, in June, it was all but evacnated. In | December, when Grant was marching on Gre- nada, and Sherman attacked from the Yazoo j river, the rebel? had but thirteen hundred men | in the city while the latter was tied ap two days at Milliken’s Bend. By the forenoen of the day of assault they had received nine regi- ments from Mobile, Canton and Juckson. At the elose of the assauli, when we fel! ! back, the report had spread in the city that tne Yankees were coming, and horse and wagon, | soldier and civilian, began to scamper ont of j towti. The bombardments have not hurt the | city appreciably. i Resclutions of the New York Democratic | Central Comniiitec. ALBANY, May 2-—The Democratic Central Committee met here to-d The olutions and declaration of the last State Gon- vention in regard to the support of the govern- Ment to suppress ie rebellion declare that while peace is desired by every patriot it must be on the basis of a restoration of the Union under the constitution. That the present a aininistration is not any more capable of ma ging such a peace than it has shown itseif to | conduct the war, and that any attempt to urge | itto peace will only enable it, in conjunction | with the Davis government to consummate a | separation of the States to which the demo- cratic party will neyer submit. The resolutions then refer to the deciara- tious of the loyal league convention as piacing the military above the civil power, and accept the issue proclaiming the determination to stand by the constitution against all such sla- vish and despotic doctrines. They admit the jurisdiction of military Jaw within the lines of warlike operations, but declare that every a tempt beyond those limits to prostrate the civi power by military force, treason to the equntry | and the constitution. They endorse the senti- | ment of the Governor's ietter to the Albany | meeti State | His army ; © a ; and = avenue. { preminos, AUCTION SAL { AUCTION SALES, FUTURE BAYS. By. GREEN & WILLIAMS.
