The first section provides for thea: intment of & board of fire commissioners fer the city of Washington, consisting of five Persons of good character and standing, who shall hold tneir otices for one year; and in case of refusal or ne- glect by any one of them to perform the duties of the office, upon information being given to the Mayor by any two of said commissioners of such Performance or neglect, he shall fill the offices by new appointments to serve the unexpired term of these refusing or neglecting to serve; and in the event of a vacancy occurring from any cause, the Mayor is authorized to fill such vacancy by a new appointment, to be sent to the Board of Aldermen for their approval at the first meeting of the City Council thereafter. The second section authorizes the Mayor, by and with the advice and consent of the Board of Aldermen, to appoint the requisite number of per- sons to form the duties of the several positions Set forth in the bill. Italso provides that the fire Commissioners sball providea suitable uniform to be worn by said officers and men; and also that the fire commissioners shall adopt such rules and regulations for their own government and of the fire department as they shall deem expedient; and that they shall keep a record of all their proceed- ings, subject to inspection by the Mayor and the city Councils. the Fire Depart- Section taird provides that ment shall consist of a chief engineer, three steam fire engine companies, to consist each of one foreman, one engineer, one fireman, one ostier, and six extra men; one hook and ladder company, to consist of one truck, with the neces- sary books, ladders, &c., one foreman, one ostler, ten extra men, and two horses. Section fourth enacts that the steam fire engine companies shall each have one steam engine, one bene reel, three horses, and eight hundred feet of nose. ‘The fifth section provides for the salaries of the several officers and men employed under the pro- visions of the bill, as follows:—chief engineer, $1,000; foreman of ezch company, $250; engine man, $700; fireman, $365; ostler, $365; and the extra men, $150 each; the paid members of the department, Gs the extra men and foremen, to uive their undivided attention to their respective ection sixth provides that the fire commission- ers. together with the chief engineer, shall be a Board of Control, and be responsible for the good order and proper conduct of the men, and for the Proper care of the houses, engines, hose reels, and other apparatus thereto belonging; and also to have superintendence and control over all the enzine and other houses used for the Purposes of the fire department, &c. Section seven makes it the duty of the chief engineer, whenever a fire shall break out in the city, to repair immediately to the Place of such fire, and see that the several engines and other apparatus be arranged in the most advantageous manner. The eighth section gives the chief engineer sole command at fires over all officers and members of the fire department, and provides that he shall take gal poe measures for the extingnishment of fires, and for the protection of property, and the observance of the regulations of the fire commis- sioners respecting fires; it also makes {it his duty to examine all the engines and apparatus and the houses where they are kept as often as circum- stinces may render it expedient, or whenever so directed to do by the Mayor or the Fire Commis- soners, and to make qnarterly reports to the Mayor and City Councils; and wheaever the engines or other fire appsratus require alterations or repairs, to make said repairs te the amount of twenty dol- lars; for repairs costing more than that som it rogeine the assent of the City Councils before being made. The chief engineer is also required to keep rolis of the respective companies, specify- ing the time of admission and discharge and of each member, which he is required to report monthly in writing to the tire commissioners, who are to safely file the same and an wally transmit copies thereof to the City Councils. Section nine confers upon the Chief of Police the power to exercise the duties of the chief engi- neer at any fires from which that officer shall happen to be absent. ; be tenth section prescribes that as soon as the Fire Commissioners shall be appointed they shall prepare rules and regulations for the government of the fire companies, and give public notice of their readiness to receive proposals for the sale to the city of such fire apparatus as this act provides for, and -submit all such proposals received by them t» the City Councils for their action. Section eleventh imposes a fine of not leas than five nor more than twenty dollars upon any per- sou OF persons, not inembers of the Fire Depart. ment, who shall use any part of the uniform de- termined upon by the Fire Commissioners. The tweifta section imposes a like fine upon any person or persons who shall injure or destroy any city fire =pparatus, or hinder any city Fire Company or Hook and ‘Ladder Company, or any member thereof from freely passing along the streets of the city to cr from aay fire, or in any manner hinder any Fire Company er member of the same fromm operating at any fire. Section thirteen yives the chief engineer and foremen of companies full police power in going to, while at, or returning from any fire, or alarm of Bre that may occur. The fourteenth section provides that the act shall not yo inte effect until the Potomac water sball be cenerally distributed throughout the thickly set- tled portions of the city; also provides, that when it does zo ‘into effect, or as soon as practicable thereafter, the Mayor shall sell all the hand fire apparatus owned by the city, that may not be re- quired by the Fire Commissioners, and place the — of such sale to the credit of the general fand. The fifteenth section contains the enacting clause. The kind ee took the little girl by the band and said to her, ‘‘ Come with me, ebild, and J will help your mother. Show me where she lives. The girl drew away from him and replied, ‘Ob, no! There are eightor ten of the same sort who operate upon the charitable of our city daily. Death or Faankurs Narr.—Franklin who wes shot on the night of the 2uth sember list. in Baltimore, died at his home‘on North Eutaw st. on Monday, between 3 and 4 o'clock p. m. It will be remembered that upon the night above mentioned Naff, with one or two acquaint- ances, entered Lovely lane from Calvert at , when he was seized by Wesley Woodward, (who is now in jail on the charge of shooting him,) with the remark, ‘Now I’ve got you, you're my prisoner,” and was immediately set upon by a party in com- yiny with Woodward and badly beaten with bi'- ies; tbat he made his escape towards South street without his hat, and returned up the lane for the arpese of procuring it,when he found the crowd n the same locality, and upon his saying “I have only come for my hat,” a man stepped out, took him by the collar, and stct him. This man Knaff, in making his deposition in the presence of Jus. tice Logan and Frederick Pinkney. Esq . on the night of the occurrence, asserted it was Wesley Woodward, then a magistrate of the Twentieth Ward, and has on several occasions prior to his death reiterated the sane. Naff has been attended since receiving his wound, almost constantly, by Dr. H Willis Baxley. When the Doctor was first cslled to attend him, he found Naff so much pros- trated—there being scarcely any pulse—that he gave it as his opinion that tue wounded man would hardly survive an hour. 1t was under the belief of impending dissolution that Naff made bis deposition, before referred to. The next day, however, bis physician, finding him still alive, narcotized him, and kept him in that condition for ten days, during which time he neither par- took of any food or drink. Naff was a short,well- knit man at the time he received the wound, but at the time of his death was reduced toa mere skeleton. THe TuratRE —As had been expected, Joe Jefferson was greeted at the theatre last night by an overflowing audience, which he kept in a roar of laughter from the bezinning to the end of the performance. The engagement of this celebrated comedian ts decidedly a rich treat for our citi- zens, and should not fail to be fully enjoyed by them. The bill for to-night consists of the five-act comedy ‘ The Rivals’? and ‘‘ The Coningal Les- son’ Mr Jefferson as Bob Acres and Simon Lullaby, and Miss Jennie Parker as Lydia Lan- guish and Mrs. Simon Luliably, To-morrow night Mr. Jefferson takes his benefit, and makes his last appearance but one. Naf, ‘Tue ALEXANDRIA GAzETTE learns that the Alex andria, Georzetown. and Baltimore N vigation Company, chartered by the late General Assembly, are negotiating for another steamboat to run be. tween that place and the District cities and Balti- more, to take the place of the propeller Diamond State, and run in connection with the steamer Columbia. If not successful in the negotiation, the company will very soon have built a splendid steamer to cost about $70,000. Potice Matters —Before Justice Williams. — Peter Jouvenal for selling spirituous drinks with- out a license, was fined $20 53. Sarah Rawlings, for hard talking, was fined $3.91, and not possessing the requisite amount to enable her to pay up, was conveyed to ‘“Queens- ville” to remain 80 days. A_ Fisher, brought up on a similar charge, paid the fine imposed, (: 1) and left. SEE ANNOUNCEMENT, in another column, of two concerts to be viven at Willards’ Hall, on next Tuesday and Wednesday evenings, by the Men- delssohn Quintette Club of Boston. ‘Their pro- gramme for Tuesday evening braces a variety of pieces from the great masters, such as Mozart, Mendelssohn, Beethoven, &c., and the troupe are very highly spoken of as artists of the first order. CentRE Marxet —The market this morning showed an improvement of attendance over Tues- day, but no increase of business. The prices were in the main the same as during the week 4 The dealers in the fish market report that the prices at the wharves in Alexandria at a late hour last evening were, for herring, $13 per thousand; and for prime shad, $17a$19 per hundred. Some shad for salting, were sold at $15 per thousand. Tne track of the Alexandria, Loudoun, and Hampshire Railroad has been laid to Tuscarora, within two miles of Leesburg, where the stages for Winchester now connect with the train ‘be bridgeacross Turcarora has been commenced, and will probably be completed this week. The work of track-laying 1s being pushed forward, and the road will soon be completed to Leesburg. Mayor Brxrer left Washington by the South- ern boat this morning, en route for Charleston, to attend the Convention to be holden there on the 23d Inst. Suicipg.—The A Gazette learns that Mr. Gustavus B. Williams killed himself on Mon- day evening last, near Fairfax Court-house. Mr. W.., it is said, placed the muzzle of his gun in his mouth and fired, the charge passing through and out at the top cf his head. Owner Wantxp.—A silver tablespoon, marked W., was taken by Officer King yesterday under authority of a search warrant, together with other articles to have been stolen.
