WASHINGTON, D. C., WEDNESDAY, APRIL®S, 1360. The gallant seventh Regiment of this city does not wait for a declaration of war nst the enemy in order to do remarkable things and win the approbation ot the public at large. Peace is not faithful to its glory. E: at does is with an eyo of prepa Hons business of actual military duty in the field, and in this it is a model on which our other ——— may very properly and profit- ably mould themselves. wonderful degree of precisi ments, it is now going in for “the gymnastic step’’—no less. In this they seem to ha Just idea of what the modern field of battle re- quires. That exact way of stepping altogether ea the parade grounds is not a suitable prepa- ration for the rough and rapid movements of men menting under fire or advancing to charge. All that littl lantry is knocked on the head where the bullets are flying. At euch a time the most perfect exercise would be that which would teach the platoons to rac compactly from one part of the ficld to the other—forming or fighting—and recover them- selves if thrown into confusion Soldiers in such cases should move like horses, steppin; and tramping naturally and freely—a iis A action always exemplified by the Zouaves and ‘Turcos, who charge something in the manner ofa rabble, but are at the same time strictly educated to form on the colors and fall into their proper places. For the future it seems almost certain that the business of men in the field, where they do not fight the terrible long- Tange guns, will be to close as fast as possible and use the bayonet instead of the.rifle barrel. Under such circumstances, a vigorous con- dition of the soldier would be more to the pur- pose than a precision of aim or movement. And so the geliant Seventh seems to think, for it is now about to invigorate its muscles in a eyunnasium, which is to be built in Lafayette Ta. Although the men of the Second com- pany practice #thletics of the Zouave drill, going through their exercises every week, in presence of a number of friends and admirers. there is a great deal of good sense and manli- ness in this. and theexample promises to be unitated. In time, no doubt, our other com- penies and regiments will have their exercise rooms with ail fitting apparatus of muscular dev€lopment. Weare happy to see that the master gymnast of the Seventh Regiment, who superintended the sports, is named Brady: name which we recognize and claim with a as belonging to a race never behind- and in oe that had reference to mili- tary genius and the brilliant profession of the soldier. It is stated that he is to be the chief of the new gymnasium. his isa good beginning. When once our zen soldiery begin to adopt such a healthful od animating fashion they will go ahead with it, till it becomes the general order and rule of our vast volunteer armament. What does our 69th say to all this ’—New York Irish News. The Abscending Priest—More Developments. As was intimated on Saturday, in speaking of the defaleation and flight of Rev. Clemen Frachon, President of L’ Assumption College, at Sandwich, the embezzlement of the funds of tution was but a small portion of the of which that individual was uilty. The bishop of the diocese, assisted by Rev. J. M. Bruyere, Vicar General, has given the m: ter a thorough investigation, and, while they are as yet unable to give the definite particu- lars of the misdeeds of the absconding priest, sufficient has been ascertained to render the reasons of his flight most appareat. By an examination of the pupils of the insti- tution, all males, it appears that unmention- able crimes have been committed with them, though to how great an extent has not been as- certained. These facts came to the knowledge of the Bishop on Tuesday last. The day pre- vious Frachon had left the college, ostensibly to visit Detroit, as he was in the Babit of doing Lt argo and which he might do at any time without exciting suspicion. But when his ab- sence was prolon, to the second day, it be- came a matter of alarm, and the door of his room was forced open, the idea prevailing that he m’ght have returned and gone pri ately to his apartment. The room, however, was unoc- cupied, and in great disorder; the drawers and trunks were opened, and bore traces of having been hastily ransacked. Various articles were seattered about, indicating a hasty flight. There is every reason to believe that a large sum of money was in Frachon’s possession at the time, as he had lately received from the pupils a considerable instalment for board and tuition. The exact amount is uncertain, but probably is not far from $1,000. The investi- ations thus far have not disclosed what has m done with this money. Frachon, in a hasty note addressed to the bishop. acknowl- edged that he had taken $60, which he said was to pay his traveling expenses. He very coolly requested the bishop to accept his books asa compensation for the money. This will do very well when itis considered that the books, all told, will not amount in value to twenty-five dollars. . The above facts we obtained from the Vicar- General. Rumor adds to the catalogue of this man’s misdeeds by ores him with taking improper liberties the female serv: employed about the establishment. This is not by any means improbable with a person so far di and lost to all sense of morality as to be guilty of the unmentionable crimes roven against kim. In support of t it has jast tra: ‘ed that the femal ve all been discharged from the college.— Detroit Free Press. We should judge from the following in Courier, that an April-fool joke hed been played somewhere in Maseaghusetts: ny ee Cc iy: communication, of wi e lowing is a copy, was duly re- ceived by us a day or two aimee: “ “Monpay, April 9, 1860. He says: “Gentlemen, I shi ae by once more ex- pressing my gra ie three governments of Lithuania which instigated the discussion on this interesting question. I think it necessary to repeat to you, gentlemen, what the Marshais who are among you have already learned from me. You are aware, gentlemen, how much this affair interests me, and how much it af- fects my heart; and 1 am certain that it is as dear to you asit is tome. I have but one ob- ject—the happiness of my empire, and I am convinced you have no other. I desire that the improvement of the condition of the peas- ants = shortly become an accomplished fact, and that this reform may be effected without violence. But that cannot be obtained without certain sacrifices on your part. My desire is to render these sacrifices as little onerous as ible to the nobility. I have caused a sketch of your labors in the capital to be prepared, and your duties are defined in it in ball srvoalie manner. You have been sum- moned here to reply tothe questions which shall be addressed to you Mereover, if you consider it necessary to add your own propo- sitions, and a opinions, you can do so officially, and I shall be informed of them. Act, then, in accord, animated by one single feeling—the public I know that absurd reports have been circulated, which probably have reached your ears. It was pretended that the nobility had lost my confidence. It is false; pay no attention to these reports, but ee your faith in me. At the commencement addressed myself to the nobility; in fall con- fidence I now address myself to you, with the same belief that you will realize my expecta- tion. The Minister of the Interior and Count Panin, whom I named President of the Com- mission in place of General Rostowzoff, know my ideas and my manner of viewing this ques- tion. They can communicate them to you in detail. Your duty, entlemen, is to second us, id I advise you to invoke the Divine protec- tion.” Then, turning toward Count Panin, the Emperor added : ‘-I present. you te your col leagues. Iam convinced that they will set themselves seriously to work. I request of you to bring this affair toa conclusion in a prudent and serious manner, witheut, however, too long delayfng the solution. Adieu, gentle- men, I wish you success.” Cuntovs Episope or tae Marin Exrent- TIoN.—The N. 0. Picayune say: Our attentive correspondent at Minatitlan, writing by the D. F. Keeling, recites as follows one of the most curious episodes of the already famous expedition of Com. Marin: “The third vessel of the Havana expedition did not go direct with the rest to that part of the Mexican coast- where Miramon was fup- posed to be. For what object is not now known, it sailed direct to Tabasco, disembarked a num- ber of passengers, and from the beginning ap- peared to be waiting for orders. ‘In the meantime, the passengers took a trip into the interior of the State as far as the capital, which they found at the time nearly deserted, the people being absent at a feast in one of the roel dae villages. They there- fore eusily too! session of it, but did not keep it long, ag the sequel shows. “‘No sooner did the people learn of what had transpired—that their city had been taken pos- s-ssion of by a band of roving filibusters—than they organized themselves, to a man, into what they called National Guards, and immediately marched upon the town. ‘« They arrived late in the evening, but found the filibusters ready to receive them. They im- mediately gave them fight, however, and after a few hours vigorous resistance succeeded in driving them out of the city and back again to their vessel. What became of them afterwards is not known, but we suppose here they have been taken by some of our cruisers before this time.’” $$$ Duet Usver tar Rocky Movnratxs.—The Rocky Mountain News contains particulars of the duel between Gov. Bliss, of Jefferson Terri- tory, and Dr. Stoné,member of the Legislature, which resulted in the death of the latter. The first offence was given by Gov. Bliss, in a toast at a dinner party, and singular enough, con- sidering the time and place, was deliberate, and designed asa personal roflection and insult. This was avowed upon the spot, and a hostile meeting arranged to take place on the High- land side of the Platte river. The weapons agreed upon were shot guns, loaded with single ball; distance 30 paces. At the appointed hour (3 o’elock in the afternoon) the principals took their stations, the word was given by one of the seconds, two or three times in practice, when the arms were presented the combatants, the seconds and surgeons retired, and the final word was given. The report of Dr. Stone’s gun fol- lowed immediately the word ‘‘fire ’’ Mr. Bliss was an instant later. Dr. Stone fell to the ground mortally’ wounded—the ball of bis op- nent entering the left thigh, piace! the ladder, and passing through his body. The ball of Dr. Stone struck the ground some ten feet in advance of his opponent. It is stated that the duel was witnessed by from 600 to 800 snectators, who were very quiet and orderly, and ci-persed immediately after seeing the result, Estasuisnixe Potyeamy 1x THE District or Coivusia.—The incapacity of the Black Republicans for the duty of legislation, is illus- trated in their last piece of handiwork.
