Spectal Dispateh'to The Onicago Tribune, PHaverrai, Pa, Nov. 6.—There is no doubt as to the exact truth of the statement, first made in these dispatches, as to the Dem~ ocratic scheme of electing Hancock by throwing out the vote of New York on.the ground of fraud and intimidation by Federal election officers in certain wards of New York City. The delay is caused only by un~ certainty as to the way the vote of the Pa- cific States has been cast, since without the aid of either California or Nevada nothing could be accomplished. Meanwhile the public mind has been prepared fora con- test by the cry of fraud raised in New York, and Barnum and Kelly have not admitted Hancock’s defeat for a moment, The 1natter is in the hands of eminent Demo~ cratic lawyers, and if there is the least hope the fight will be made at a given signal, and the word passed along the line for a general demand of the Democracy that HANCOCK. SHALL BE SEATED. ‘There have been messages between New York, Philadelphia, and other cities on the Sa ee eves day since Wednesday, and to- that “if Hancock is nominated he will take nis seat,” and Assistant District-Attorney Kerr, who has the law and precedents of con- tested elections at his fingers’ ends, went over by invitation to take a part in the general conference of Democratic leaders, -Thecom- mon remark among well-informed Democrats is that Haneock will be inaugurated if John Kelly has the plack to make the fight, and he has been given to understand that this is the only way in which he can redeem himself.
