THE CHICAGO TRIBUNE: SUNDAY, eu SOBER 3, OUT-DOOR RELIEF. Frauds in Palatine—Systematio Per- version of the Charity Fund. Bince the county established the system of out-door relief, whereby thousands of unworthy Persons have been made the cheerful recipients of public charity. there have been are ~etforts to curb the tendency upon the this class of. people to continually bleed t the patient and unwary taxpayer. So powerful had Uns intuence become of recent yeurs that for any public man to oppose these less drains upon the finances of the county was to doom hum to disappointment s0 far ag political prefer- Tent was concerned. Under Democratic ad- ministration the amount thus virtually thrown away Was Chormous, and it was. not until the present Uepublican Board of County Commis- sioncrs took cognizance of the giant evil that any check was put upon this unl abinebiog system of robbery. About a year ago the Board, after constant and untiring effort, had guoseede, ina measure, in putting Baton to these frauds. but it became necessary to institute personal in- vestigations in many cases, and the Board se- Jec! its prescnt visitor. Mr. Chamberiain, to look atter all such.cases, instructing him to run tw Pde and expose every case where the coun- ty been swindied | DF an fraudulent charges for ods delivered to unworthy of charity. ‘here was no dears to cut off the relief ex- tended to persons who, by reason of intirmities, were unable to provide for themselves, or to say to the poor widow with a large famil a htde ones thatshe sbonld Be longer be ass! a generous and charitable public. The eed oye ‘was simply to effectually poses fraudulent and goworiys ‘applicants from lo: mger imposing upon oe ‘Chambertain began bis esearches among © pauper poor, and was at once, rewarded by. discover that in certain outside towns the system of relief had been made 4 SOURCE OF REVENUE TO UNSCRUPULOUB DEAL- ERS in all sorts of family supplies, who had ona the county in muny instances for goods de ered to people who denied their receipt. and who were willing and perfectly able to take care of themselves. In several instances ial eho ad been dead for vears were cl plies furnished by order of dishonest or or ncaa ‘ble Town Supervisors, and inone case a lady of very respectable connections was presented with fuel for a series of years, and {t was after- und that the county had audited and pala these bills, although the acaler bad een is innocent victim to understand that the fuel ‘was 4 gratuitous offering. Several weeks ago a couple of Esculapians in the Town of Lemont were uired to explain to the Committee on Town and Town Accounts bow it was that their bills for medical attend~ ‘ance upon the indigent of that town were 60 excessive. Investigation of, these individual cases showed that about one-third the charges were fraudulent a5 and the -doctors were: com- pelled to virtually acknowledce that they bad Bicmpied an imposition upon the people. five bee hamberlain yesterday presented a care- Srepared report indicating that two more alectoen pee the curative art have gone astray. ZSuSH0r 20 OOLEOE EXORDEEANT AND FRAUD- was discovered in athe Town ot Palatine. In this instance one doctor presented a Dill for $60, and another has su: ed in collecting $685 from the county. for medical attendance upon families resicing in Palatine, several of whom buve stated that no such attendance was ever had. One young lady. whose parents left her a snug fortune, is on the list as having run up. doctor's bill of $150, which the county has paid. Another lady is charged with a bill, which the county paid, and the physician has since presented her with a duplicate and i Fenuestee payment. A widow lady, wi the village, employed one of these aes lows, who presented a bill of $41 for services rendered. The indy, inj. lew of moner, gave him a horse, and the octdor(?) having worked the Palatine end of his string with profit, presented the bill to the county, and it was paid the second time. These are samples of the an blushing frauds which, according to the ere practiced by these pill-dispensers, an Committee are to be congratulated upon ad is ‘brought the facts to light. In the case of the first-mentioned M. D., the family against whom he charged oversixty Visits state that his calls did not exceed thirty-five, and relying upon this statement, and the gereral rotten aspect of thinga, the Committee refused to consider the ates ‘and now await an explanation from the loctor. ‘The citizens of yaletine express greatindigna- tion over tho: ie oxpoe end ssert that their town is in no more ni of this Lina or charity than the most thrifty portion of the richest section of New York State would be. This fact 1s attested by the records of the County Board, which show that for tour years nota sipgie dollar has been paid for out-door relief in the Town of Palatine ‘until these avaricious physicians presented their enormous bills.
