(By Cableto Tre Chicago Tridune.l LoxpoN, March 16—5 a. m.—England's intention of reinforcing her fleet at Gallipoli has consed the movement of Russian troops nearer to Constantingple and the forts on tho Bosphorus, This fact, taken in connee- tion with Russin’s opposition to the admis- sion of Greece to the Congress, occasions much bitter feeling here, and thara are indications that o domend will bo made by Eogland for the withdrawal of the Russian troops from their present position commanding Constantinople to the lines of Buynk Tcheckemedfo, which will then bo occupied by Turkish troops. If such demand should bo made a8 n necessary proliminary to a moeting of the Congross, it is probable that Russia would prefer to sac. rifice the Congress. It is of courso possible that somo satisfactory compromise will be ronched, but present tendencies are that the Congress will ‘handly accomplish much to- wards socuring a lnating peace. The bank probably has about as many depositors as the other savings Institutions In tho city combined, and the amount of money drawn out, although fn small sums, was Jarge o the agoregate. The bank is pronounced by the ofiictals and by the Bank Commissioner to be entirely solvent, with a good surplus of about $400,000, but the people are panfe-astricken, and will believe no officlal statement of the most authoritative character, 5o dee {s the fceling of distrust, Advantage has not yet been taken of the law allowing the requircment of sixty days’ notice from depositors who wish to withdraw, and the hooks are cashied as fast as presented. The Franklin Savings Bauk, on Boylston street, has decided to requtre the sixty days’ notice and limited the amount to ba pald on demand with- outitto 823 There have been, within a few days, auusually larze drafts upon the Provi- dent Institution of 8avings and the Suflolk Dauk, but both these iustitutions are perfectly sound. ‘Thercare only three Lanks in the city which arc now paying In full oo demand.
