Loxpox, March 16.—The Zimes, in an edito- rial, says: * On Monday the Russians not only oceupled several villages round Constantinoole, but took possession of a point on the edee of the most northerly platcau running down toward the entrance of the Bosphorus. The small forts which command the entrance lie directly at the foot of the position thus oc- cupied, and as these forts are open on the land side, the Russians have power to march in at any moment and close the entrance to the Black Sca. As our Vienna correspondent ob- serves, suen 8 movement does not seem caleu- lated to DISPEL THE APPRENENSIONS maintained that, though there may mot be 3 secret treaty, a tacit understanding has been es- tablished with Turkey which may involve or- rangements most material to the decision of the other Powers. It is to be presumed that the terms of the treaty will provide for the evacuation, within & moderate time, of the whole of Roumelia, and consequently any position now held near Constantinople; but, meauwhile, the faci remains that Russia established Derself on the Bosphorus. As our correspondent further observes, not only is there nothing in the recent movements of the British to justify this advance, but there Is. little doubt that it must have been adopted prior to those movements and independently of them. It would bave been diflicult for Russia to adopt a course less Miely to conciliate the food will of Europe or this country. NOT CHEERING. « Qur correspondent at St. Petersbure doesn’t give o more cheeriul report. It is there eaid, be tells us, by persons of considerable influ- ence, thut, while it is by no means certain that the Congress will assemble, it is not very likely to be successtul it it does. England and Austria are accused of being animated, not by the mere desire to protect their legitimate and material intercsts, but by jeal- ousy of the military and diplomatic success of Russia. They are supposed, there- fore, to be desirous of diminishing, as furas possible, the consequences of the war. Russia, it is stated, will declare that though she is willing to have such guestions as that of the straits discussed, the conditions she bas already signed are minlmum of what she has the right and determination to demand. The diminution of the results of the war being thus impossible, England, it is said, will seelk to increase them by demanding the extension of Greece, but the effieet of this will be to DREAK TRE LAST LINK of the English alliance with Turkey, and the Sultan will then recognize Russia as his surest ally. That these wild notions should be seri- ously entertained by persons of authority in the., Russian Capital indicates, as we have said, a condition of mind by no means fevorable to the satisfactory conclusion of the present ne- gotiations. The terms of peace may prove an agreeable sarprise, but Russis is not assisting Europe. to place a favorable construction upon them.” FORCING MATTERS. Loxpox, March 16.—There s less excitement at the Government works at Woolwich than some wecks ago, but still there is no abatement of encrgy or diminution of work. Nearly all hands work until 8, 9, or 10 o’clock at night, in- stead of 5, the usual closing hour. In comsequence of the waut of offi- cers for the army, cadets who entered Sandburst last summer, and whose period of probation would expire in Jn)y in ordinary cir- cnmstances, will be passed out next month. Those who entered at the deginning of the year, and would complete thelr course in December, will be passed out and commissioned in July. CoxsTANTINOPLE, March 16.~The Russians near Boulair have been reinforced. INSURRECTION SUPPRESSED. Conro, March 16.—The news from Epirus is meagre, but suflicient to confirm the report of the complete suppression of the insurrection in the district of Chimara. The entirc expedi- tionary force was killed, captured, or dispersed in the mountains. The Turkish irregulars cou- tinue their rapine, murder, and devastation, Sixteen villages have been burned or pillaged, the juhabitants of which fled or perished. The Turkish autharities orofess to be collecting and protecting refugees at Delvino, but many of them are kuown to have been killed. Louis, March 10.—This morning in the Circait Court a suit for divorce was filed by Mrs. Josephine F. Franklin against her husband, Dr. E. C. Franklin. The reporters ofthedally papers were denfed permission to cxamine the peti- tion filed by the plaintiff. Bat the disagreemens between husband and wife nas been the subject of so much gossip during the last two years, and especially for the past six mouths, that there can be no doubt as to the specific allega tions a5 made by the wife. Dr. Franklin is the well-known homeopathic physician, perbaps the most promincnt in the West, snd President of! the St. Louis Homeopathic Colleze. The wife belongs to one of the best-known St. Louis families, and is a lady noted for ber brilliant accomplishments and “personal attractiveness. They were married about ten years ago, and have a beautiful dsughter now S years of age. Though they bave bad numerous quarrels between husband and wife, there was no actual separation until about ten mounths ago.
