Warren has been in the Senate during the 21 years this project has been “pending,” and he has done nothing except secure an “investigation” occasionally before elec- tion. Warren has been on the Committee on Appropriations many years. During all these years he did nothing for the Casper-Alcova project, until he and Winter secured the present “investigation” for political purposes. By what process of reasoning can we delude our- selves into believing he would do anything now. Send Rose to the Senate Even if Warren should be re-elected, he will retire as chairman of the Appropriations March 4, The Senate is now controlled by Demo- crats and Progressive Republicans. They will not stand for Warren. The new Senate is bound to have an increased majority of western Re- publican and Democratic Progressive Senatoys. The western Progres- sives demanding irrigation projects, and the southern Democrats de- manding drainage projects will control Reclamation Appropriations. The fund has over $15,000,000 in it, and is rapidly growing. Vice Presidential Candidate Dawes is openly opposed to further irrigation projects. He is the authorized voice of the Coolidge administration. Warren has always “stood pat” and followed the party program, Wyo- ming should align itself with the Democrats and Progressives in the Sen- ate. By so doing we can best assure the building of the Casper-Alcova « Project, and secure relief for our existing projects. Send Rose to the Senate | Warren will be Chairman of Appropriations from December until March 4 next. Nothing is ever done in the “Short Session” between a National Election and the Inauguration of a President. Warren could accomplish nothing even if he wished to make the effort. Senator Warren went to the Senate at 50 years of age; he is now past 80 years. Years are honorable, and age demands and should receive © respect. But, what Warren failed to accomplish in the days of his vigor- ous manhood, can-he do now? Years will not be denied. It will take active, aggressive work to secure the Casper-Alcova project. *“‘Old men for counsel, young-men for aetion.”’ Let’s get some action, Send Rose to the Senate During Warren’s service in the Senate Nebraska secured the waters of the Wyoming Platte River, Idaho the waters of the Wyoming Snake River, South Dakota the waters of the Belle Fourche. Cheyenne got its “great military post. Natrona County got nothing.. We are now “prom- ised’”’ Casper-Alcova Project. ‘(Beware of the Greeks Bringing Gifts.” Send Rose to the Senate Senator Warren friends pretend that the Reclamation Service has “appropriated” 160,000 acre-feet of Platte waters for Casper-Alcova Project. No “mental reservation” of Secretary Works, for campaign purpose, can protect us. The Federal Reclamation Law says “Nothing in this act shall effect or interfere with appropriation of water under the laws of any state” and “the Secretary in carrying out this act shall pro- ceed in conformity with such laws.” Our state law requires an “appro- priator” to file formal application with our state engineer, and says “‘pri- pity” shall date from such filing.. No filing has been made, none at- tempted. The increasing irrigation areas in Nebraska continue to se- cure priorities. Nebraska private projects may file,in Nebraska and thus foreclose Casper-Alcova any day. ‘Faith without works is dead;’2 but Secretary Works’ promises without performances are deader. Send Rose to the Senate When the final struggle comes to secure the Casper-Alcova Project, do you want our fight in the hands of an active, aggressive Senator from Casper, or in the hands of a Senator from Cheyenne who has failed us for 30 years?
