PAUL, Minn., June 18,—The issue which has developed at the third party convention here is so fundamental that it may wreck the effort of the Farmer-Labor and Communist groups to get together, in a national political organization. On the che side are the avowed Communists who, while denying that they are financed or controlled by the Moscow Internationale, openly proclaim themselves as fra- ternizing with it in the same sense that the Chamber of Commerce of the United States is affiliated with the International Chamber of Com- merce and European business or- ganizations. On the other side are the radicals who used to belong to the Socialist party and who want socialization of industry and many drastic reforms, but who prefer to get it by pro- grams and methods similar to the British Labor party. “I am not a Communist,” said Duncan MacDonald, former head of the Illinois Miners’ union, “but if @ man wants to be one, that's his business. It would be a great mis. take, however, to try to make this a Communistic convention and I feel that the Communists realize that this would be an error. I am here in the hope that we can form ® national organization. I was in the Socialist party for years. I have been floundering about in re- cent years, looking for a national organization in which I could honestly go. I went the other day to southern Illinols, where there are 75,000 miners out of work. The destitution is terrible. Something must be done and perhaps we can influence that action by the steps we take here.” Mr. MacDonald is being mentoned for the presidential nomination in the event that Senator LaFollette fefuses to run on the platform Erickson, Ella Erickson, ‘Nels c-o Wm. Evans, Evans, Edgar T. Evans, Fae .. adopted, but he talks as if he, too, would decline to be a candidate on an out-and-out Communistic plat- form. - . It 1s easy to smile at the various delegates who are in attendance here, their uncouth \ppearance, their secret conferences and their vagaries. But sneers and smiles will not crush the movement, nor keep it from: extreme propaganda. Most men here are the old-time soap-box orators who have the cour- age of thelr convictions. Under- neath it all, however, they are not as violent as they look. They are not as keen for the Soviet system as they appear to be on the surface. They have the same cupidity, the Same selfishness and the same po- litical manners which are character- istic of all political conventions. Undoubtedly there is a great deal of foreign influence. here. The ex- ample of the British Labor party is held up constantly, as-are the group tactics of the French Socialists.| Fanback, <-----. The writer talked with Thomas Walter Mills, one of the chief LaFollette suporters here, who is called a conservative because he opposes Communism, Mr. Mills has been several years in Great Britain, Australia and the continent, study- ing the labor movement. He used to be active in the old “Greenback Party", and Insists that it was cap- tured Ay men not in sympathy with it and that no suqh fate shall befall any new party organized here or in Cleveland. “The basis of representation,” he's sald, “should be farmers’ or- santzauion and trade unions. Poll- tical ‘committees should be organ- ized which are truly representative of all farmer and labor bodies. We have no such representation here ani that is why I am opposed to taking definite action here, We should wait on the Cleveland con- ference. Mr. Mills’ {dea of occupation rep- resentation is, in the main, accept- able to the majority of the delegates, but the Communists wish to have several representatives in the na- tonal executive committee from the Workers’ party of America and af- fillated organizations. Under the scheme proposed here, the control of the party could never be wrested from the managers by a direct pri- mary in which everybody would Participate. The radicals them- selves know how easily. they cap- tured the machinery of the Repub- lican and Democratic parties in Western states by tactics of that kind. Mostly minorities in all the’ labor and farmer organizations, but they hope in time to gain power over thelr conservative brethren by an attractive program that will pul! the rank and file from their present leaders. Some of the men here are no doubt ambitious to gain contro! of national labor organizations for thelr own purposes. Some of them are “parlor Socialists,” interested in| ' the theory of radicalism and some of them are honestly convinced that, with the turn of the tide in Europe, there may be an era of extreme radicalism on this wide.
