The City Council of the City of Casper on the 19th day oft May, A. D, 1924, passed the fol- lowing resolution: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CASPER, IN THE STATE=< OF WYOMING: That the said City Council of the City of Casper hereby de- clares its intention to create a lighting district to be known ‘as Lighting District No. 8 in that portion of the business district of said City of Casper hereinafter set forth, and requiring the cost of the installing of such lighting system to be paid by the owners of the property abutting upon the streets or avenues embraced within said district. SECTION ONE. That the City Council of the City of Cas- per hereby declares its intention to create a lighting district out of the business portion of the City of Casper, to be known as Light-" ing District No. 3 and to be com>” posed of the following streets and portions of streets, to-wit: Second Street’ from David to Conwell, less the lights already in on Second between Center ‘and Wolcott; Wolcott Street from Second to * the Burlington Depot; First Street from Wolcott to Ash Street; ‘That part of East Yellowstone Stre®t between a line drawn from‘: the property line intersection of” East Yellowstone Street and’ North Kimball Street at the’® southeast corner of Block 18 and” extending to the intersection of the north line of East Second’* Street with the south line of* East Yellowstone Street; ‘ That part of East Railroad Av-* ;jenue between East Second Street and a line drawn from the inter-- section of the south line of East Second Street with the north line of East Railroad Avenue, extend- ing to the northwest corner of Lot 9, Block 75, at the intersec- tion of the east line of the alley” in Block 75. That for the’ purpose of paying the cost of said installation of lights it is pro- posed to create an assessment district to include each parcel of land abutting upon some portion of the streets or avenues which are within said Lighting District No. 3, each parcel of land so abut-” ting to be assessed in the propor? tion which the street frontage of” each parcel of land bears to the’ street frontage of the entire dis- trict to be lighted, all of which said parcels of land will be speci- fically benefited by said light~ ing district, and shall include all lots, pee of lots or parcels of land fronting upon the s‘reets to be included in sai? lighting dis- trict except the property abutting’ upon Second Street between Cen- ter and Wolcott Street where lights have already been installed. SECTION 3. The character of the lighting posts to be erected shall be of fluted antique bronze finished or painted cast iron lamp posts, surmounted by a single lamp of proper candle power and ornamental peot and there shall be two hundred posts installed in said lighting district, with proper underground electrical connec- tions. SECTION 4. The approximate estimate of the cost of such posts and erection thereof is three ($3.00) Dollars per front foot of lots fronting or bordering upon said streets. SECTION 5, That the propor- tion of such costs to be assessed against said abutting property shall be the total cost thereof. SECTION 6, That the time when the Council will sit to hear objections to the final creation of such lighting district by ordi. nance shall be and is hereby fixed on the 30th day of June, A. D. 1924. at eight o'clock, m, in the Council,Chambers at the City Hall on South Center Street in the City of Casper. SECTION 7. ‘That the City Clerk be and hereby is directed to give thirty days notice to all ersons liable for the cost of the installation of said lighting d trict, of the foregoing intention of the City Counci) by publishing the aforesaid resolution in the Casper Daily Tribune at least five times beginning on the 29th day of May, A.
